Texas Eagle Forum 2002 Candidate Questionnaire Results Inside – Candidates state their views on issues such as: • Family Issues (marriage and divorce, homosexuality, gambling) • Educational Issues (State Board of Education, unions, tests, funding) • Constitutional Issues (abortion, state income tax, second amendment, privacy) • Economic Issues (taxes, growth of state expenditures) • Accountability of Elected Officials (voting accountability) Duplication of this document is permitted and encouraged. This guide is intended to provide voters with information regarding the opinions of candidates running for office in the 2002 Elections and is not an attempt to influence the election or defeat of any candidate. The education curriculum mandate and the sexual orientation category in the 2001-passed hate crimes law should be removed. A3. Texasʼ law should disallow homosexual adoption or foster parenting. A4. I support a Defense of Marriage Act (DOMA) because Texas should not recognize homosexual “marriages” or “civil unions” from other states. A5. Texasʼ divorce law should be reformed and the no-fault provision repealed. A6. I support privacy of medical records; therefore I oppose any state or federal immunization registry. A7. Computer slot machines and gambling casinos should remain illegal. A8. Citizenship should be required for any state or federal welfare recipient. B. Education Issues B1. Teacher union dues and fees should not be used for political activities. B2. The authority of the elected State Board of Education to appoint the Commissioner of Education and textbook review committees should be restored. B3. The State Board of Education should retain oversight of the Permanent School Fund. B4. Any pilot programs in schools should require “opt-in” parental consent. B5. I will oppose education vouchers or tax credits IF they require ANY additional regulation of private schools. B6. Texas universities should train teachers to use the phonics method in the classroom. B7. One-stop health care centers on school campuses would undermine parental authority and lower the quality of childrenʼs health care. B8. State funding should only be granted to public libraries that equip their computers to filter out pornography. B9. Schools should not be allowed to pressure parents regarding the medical decision to prescribe Ritalin or other drugs for their children. B10. Teacher health insurance should not be a state expense because teachers are not state employees. It is the responsibility of local school districts to provide teacher benefits. B11. Texas school children should be free to recite the pledge to the American and Texas flags and to voluntarily pray at school events. B12. Public schools should be penalized if they refuse parentsʼ review of all instructional materials, tests and records of their children. C. Constitutional Issues C1. The right to life is a Constitutional right, therefore innocent human beings should have legal protection from conception until natural death. If you hold exceptions, please state them. C2. I oppose a state income tax—even to pay for education. C3. “Campaign finance reform” legislation should not be used to undermine the first Amendment to the U.S. Constitution. C4. The second Amendment to the U.S. Constitution should not be weakened by adding more gun control laws. C5. Statewide Initiative and Referendum (I&R) would create what our Founding Fathers called “mob-ocracy,” because it would undermine our representative/republican form of government. C6. The requirement of thumbprints and social security numbers on Texas driversʼ licenses should be repealed. C7. Texasʼ death penalty should be retained and unchanged. C8. Texasʼ current judicial districts and its judicial election process should be retained. C9. The September 11 attacks confirmed that American citizens do not need national ID cards, but that aliens should be required to carry them at all times. C10. To serve as a juror, one should be registered to vote; a driverʼs license is not sufficient. D. Economic Issues D1. Texasʼ corporate franchise tax (income tax) should be repealed. D2. Texasʼ Constitution should prohibit the growth of state government expenditures beyond the rate of increase in the gross domestic product. D3. Texasʼ Constitution should include a provision for a (3/5) super majority of both Houses before taxes could be increased. E. Accountability of Elected Officials Issues E1. ALL votes cast on the floor of the Texas House and Senate should be recorded votes. E2. I will vote for the House Speaker as selected by my partyʼs caucus. (Only House candidates need to respond to this question.)
