Statement of the County Council’s Response for proposing to make the Order

Somerset County Council will be hosting the Tour of Britain Cycle Race 2018 Stage 3 - , which will be taking place along various roads in Somerset on 4th September 2018.

As a consequence of this, and in the interests of public safety, there will be a significant number of roads closed either physically or via a rolling road closure.

Traffic movement along the roads will be restricted on the day of the event and to enable any civil works to be carried out to facilitate the event. Pedestrian access will of course be maintained at all times.

All closures will be signed and staffed and will remain in force only for as long as is necessary.

Notice is hereby given that Somerset County Council in pursuance of the provisions of Section 16A to 16C of the Road Traffic Regulation Act 1984, as amended, intend to make the above order the effect of which will be:

That no person shall cause or permit any vehicle to proceed in the lengths of roads specified in the Schedule to this notice during the times specified. The prohibition will operate as a rolling road closure and there will be no alternative route for vehicles for the duration of each part of the Order as the restrictions will be effective for so long as necessary for the participants to pass.

The Order will be made in respect of the Tour of Britain 2018.

The Order shall come into operation at 1100 hours on 4th September 2018 and will continue in operation until 1400 hours on 4th September 2018.

Exemptions are provided in the Order for emergency vehicles and official Tour of Britain Cycle Race vehicles.

The Order will not have the effect of preventing at any time reasonable access for pedestrians to premises situated on or adjacent to any road which the Order relates or to any premises only accessible to pedestrians from such road.

There will be no alternative route for vehicles for the duration of each part of the Order as the restrictions will only be effective for so long as necessary for the participants to pass.

All signage in respect of these road closures will be erected prior to, maintained throughout and removed immediately after the completion of the Tour of Britain Cycle Race – Stage 3 Bristol.

STATEMENT OF REASONS FOR PROPOSING TO MAKE THE ORDER

For avoiding danger to persons, or other traffic using the road, or any other road, or for preventing the likelihood of any such danger arising.

SOMERSET COUNTY COUNCIL (VARIOUS ROADS, SOMERSET) (PARISHES OF SHIPHAM, CHEDDAR, PRIDDY, CHEWTON MENDIP EMBOROUGH, STON EASTON, BINEGAR, CHILCOMPTON AND STRATTON ON THE FOSSE) (TEMPORARY PROHIBITION OF DRIVING) (SPECIAL EVENTS) ORDER 2018

Somerset County Council in exercise of their powers under Section 16 of the Road Traffic Regulation Act 1984, as amended, and of all other enabling powers hereby makes the following Order:

1. The Order shall come into operation at 1100 hours on 4th September 2018 and will continue in operation until 1400 hours on 4th September 2018.

2. Save as provided in Article 3 of this Order no person shall cause or permit any vehicle to proceed in the lengths of road specified in the Schedule to this Order between the hours of 1100 and 14:00 on the 4th September 2018.

3. Nothing in Article 2 of this Order shall apply:

a. to anything done with the permission or at the direction of a officer in uniform;

b. to any vehicle being used for police, fire brigade or ambulance purposes.

c. Vehicles falling within regulation 3(1), 3(2), 3(3) and 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011(a) when used in accordance with regulation 3(5) of those Regulations.

4. This Order may be cited as Somerset County Council (Various Roads, Somerset) (Parishes of Shipham, Cheddar, Priddy, Chewton Mendip, Emborough, Ston Easton, Binegar, Chilcompton and Stratton on the Fosse) (Temporary Prohibition of Driving) (Special Events) Order 2018.
