(Quorum formed.) MADAM SPEAKER (Mrs Dunne) took the chair and asked members to stand in silence and pray or reflect on their responsibilities to the people of the Australian Capital Territory. Health, Ageing, Community and Social Services—Standing Committee Report 7 MR WALL (Brindabella) (10.01): Pursuant to the motion of the Assembly dated 29 October 2015, I present the following report: Health, Ageing, Community and Social Services—Standing Committee— Report 7—Report on Annual and Financial Reports 2014-2015, dated 3 March 2016, together with a copy of the extracts of the relevant minutes of proceedings. I move: That the report be noted. The HACSS committee has finally concluded its annual reports hearings for the 2014-15 year. The report has made 15 recommendations. Eleven of these cover a broad range of issues related to the community services portfolio, including staffing of disability and therapy services in the ACT, additional help and support that should be given to block-funded service providers during the transition to the NDIS, recommendations relating to equity-based housing demand, opportunities for disadvantaged groups to obtain home ownership, and improving awareness of the Aboriginal and Torres Strait Islander Elected Body and its roles and functions as well as recommendations to try and improve voter turnout in their elections. Other recommendations related to ensuring that future integrated public transport is optimised to assist older residents and residents with a disability, supporting interpreter availability where there is a shortfall, and exploring ways to reduce inefficiencies associated with a low average population at the Bimberi Youth Justice Centre. The committee also made a range of recommendations relating to the health portfolio, including investigating any negative effects of year-long employment contracts of graduate nursing staff, reviewing and reporting staff attitudes to diversity, exploring reasons behind low completion rates for Aboriginal and Torres Strait Islander traineeships and similar programs, as well as enhancing transparency in the application process for health promotion grants. The committee would like to thank ministers and directorate officials
