12,340 81 §2,340 81 The account rendered on the pages immediately preceding, shows that the amount expended during' the year ending Sep- tember 30,1862, for the increase of the library, by the purchase of books pamphlets and maps, was $1,521.20. For binding and stationery, there was paid .Si218.ll; for additional cases shelves and other conveniences, $310.40, making the entire expenditure $2,049.71. The unexpended balance on hand is $291.10, which, together with a part of the last annual appro- priation not yet drawn from the treasury, will be needed for the library during the period of several months before another annual grant will be made. The additions during the year have been, by purchase, 597 books; by exchanges foreign and domestic, 196; by donation and other means, 93, amounting to 886 volumes, besides 489 pamphlets and maps. The number of volumes added by inter-state exchanges has been diminished by not receiving, as in past years, the publica- tions of the disloyal States, through the obstacles interposed by their rebellion against the federal government. There has also been a failure to receive the journals and documents of Congress, issued since the first session of the thirty-sixth Congress. It lias been ascertained, however, that a large portion of the wanting congressional publications is ready for transmission, and will be received at an early day, though not in season to be included in this Report. It was stated in the last Annual Report, that the library was almost wholly destitute of theoretical and practical works relat- ing to war, which are specially appropriate at this interesting period of our history. This deficiency has been partially sup- plied, by liberal purchases in the department of military science and administration. And it has been a prominent aim to pro- cure the most important works prepared by officers in the army, and navy of the United States. Within the past year the trustees have authorized the libra- rian to employ the agency of Henry T. Parker, Esq., formerly a trustee of the library and now a resident of London, for procuring a more full and regular supply of a class of foreign publications which are much needed, more especially important official and public documents of England and France. Mr. Parker has signified his acceptance of the trust and his purpose to act under it without delay. He has been particularly desired to obtain by purchase exchange or otherwise, works relating to the last National Census of Great Britain, the Public Health, Charitable and Reformatory Institutions, Pauperism, Trade and Commerce, Banks and Banking, Insurance, Finance, Taxation, Army and Navy, in short, any important publication relating to general statistics, political economy, material or social progress, whether emanating from a public or private source. He was also requested to procure the most important English and Con- tinental works on International Law, not now in the library, besides securing the continuation and completeness of our foreign and serial publications. It is expected that Mr. Parker will be aided in his efforts to enrich the library by the addition of important Parliamentary and other Public Reports, by the personal and official influence of our minister to the Court of St. James, Hon. Charles Francis Adams. Such an expectation Mr. Adams was pleased to encour- age, when his aid in behalf of the library was solicited, by a special communication addressed to liim on leaving the country to assume the duties of his embassy.
