The site is shown with 5 house plots and access along with a large area of open space to provide a village green. One affordable unit would be included. The site has been the subject of previous LOP bids. While the school would not appear to require pupils to ensure its continuance, infrastructure capacity is a serious consideration in looking at allocations. The presence of the school shows there is a community focus which can be bolstered by a small scale residential development in the village. It need not be essential for a village to have an extensive list of facilities, however, there is a church which is an important focal point. The primary school has more than adequate capacity in 2022 for a small amount of new development. Pupils from this development are zoned to Meldrum Academy which will be marginally operating over capacity (by 1%) in 2022. Discussions with Education can determine if contributions are required.

Previous comments about the unsuitability of Barthel Chapel from a sustainability point of view may not be entirely founded in the period of the next LOP. There are planned improvements to the A947 and the possibility of an upgraded A96 closer to Oldmeldrum with the linkages this would open up.

While previous comments also expressed some concern about the location of the development at the east end of the village, this is a small scale development which will be appropriately landscaped and also offer an area of large open space for the benefit of the village.

While the Reporter mentioned that "it is not clear to me how the continued well-being of the community is dependent on the construction of future new houses" the strategy for the next plan should be to support small and modest scale proposals where there is capacity to do so - whether that be schools or environment - and this is the case with Barthel Chapel.

The site would be deliverable in the first part of the Plan period 2021-2026.
