18 3 CHAIRMAN’S PIECE The future has been very much on the Parish Council’s mind during the last few weeks. Not only are we approaching the time of year when we start to think about the budget for the civic year 2016 – 2017 and precept we ask Bradford Council to collect from the residents on our behalf but we have been involved in trying to assist the group seeking to take control of the Community Centre in Butt Lane, Haworth. The Localism Act of 2011 gives community groups the powers to seek what is known as an Asset Transfer which effectively takes over an asset of a council to keep it in the community. Bradford Council have made it quite clear they want to dispose of the Community Centre site since they no longer have the funds to maintain it. The Haworth Village Hall and Community Hub Steering Group took over the organisation mantle from the previous Management Committee late last year and, while they are trying to keep it open for use, at the same time they have been negotiating with Bradford Council for an Asset Transfer. This has not been an easy process and the Parish Council has agreed to support them by paying for a full building survey and agreeing to underwrite a Pre-feasibility Study, both of which are important components in delivering the business case for the building’s sustainable future. It could well be that the Parish Council may have to become more involved in the process to ensure everything is done to meet the deadlines being sought by Bradford Council. This will have to be considered carefully by the Parish Councillors as we have neither the funds nor the staff to own and run the Ryan Clapperton building. Various proposals are being considered as I write and we’ll keep you posted with developments either via our web site, or Facebook page. The proposed Neighbourhood Development Plan took another step nearer Painter & Decorator being achieved when the Steering Group distributed their Policy Intentions Document and questionnaire around the Parish at the beginning of September. ‘When Quality Through me the NDP Steering Group would like to express its appreciation for the hard work and dedication that the volunteers at the Worth Valley Police and Matters’ Community Contact Point did in getting the 3,500 plus copies of the Policy Intentions Document and accompanying questionnaire packed and ready for posting. It was truly appreciated. This is an important document and, although it -Internal & External Painting contains some technical stuff which is legally essential, it also contains some very interesting ideas. -Domestic & Commercial Work After the deadline for receiving the questionnaires back on September 25th we will be launching into a programme of analysing the responses and starting work on formulating the draft plan which will be presented both to Bradford -Paper Hanging Council and an independent inspector for consideration. If we get over those two hurdles then it will go to a referendum of you the residents – paid for by - & Surrounding Bradford Council – and should we get a positive vote we would like to see the Areas Plan ‘made’ early in 2017. It’s been a long process but we know that it is an important piece of work that Please contact me will give us as the people who live in the Parish a real say in what development takes place in the district, what it looks like and where it’s placed. for a free quote: As far as the future of Haworth Fire Station is concerned I am at liberty to tell 07851284845 you that the Friends of Haworth & Worth Valley Fire Station are engaged in a [email protected] 4 17 New Luncheon Club Launched positive and interesting dialogue with West Yorkshire Fire & Rescue Authority Haworth RDA is a small riding for the disabled group based in Haworth and service. Your Parish Council has spent a great deal of time considering what that means for this community as well as the Parish Council budget. In a recent issue of this newsletter I asked people to write to me and say whether they would support a substantial rise in the precept in order to hang on to those services that had been deemed essential to our community. I was not inundated with replies but only three people expressed any strong feelings against an increase in the precept which I take to mean that the vast majority of the people in the Parish either supported the proposition, or simply don’t care either way. I like to think it was a vote in favour, but you may know otherwise. The future of Treetops, the former Children’s Centre has been secured because it is now linked to Haworth School while all under five activities and ante-natal services are still operating from Rawdon Road. But the future of the Community Centre is still in the balance: the Fire Station will need some kind of financial input and also we are waiting to see what the reduction of Bradford’s input into our district may bring before completing our plans. I know that our Councillors up in Cross Roads have some ambitions and we will give an airing to their proposals in the next few weeks while up in Stanbury our latest recruit James Hutton who was co-opted to the Council on September 2nd is continuing to show interest in both high speed broadband provision and parking at the western end of the village. Unfortunately we have had to say farewell to Cllr Mike Holdsworth who has been forced to resign through ill-health. Mike was a popular recruit to the Council after serving many local causes, including the 1940s weekend group. We wish Mike a full and speedy recovery and we are now looking for somebody who would like to serve as a Parish Councillor for the Haworth Ward. If you would like to be considered please contact our clerk Mrs Lisa Balderstone either by post c/o Worth Valley Police and Community Contact Point, 28 Changegate, Haworth BD22 8DY or e-mail: [email protected].

15 6 Marie Curie is looking for volunteers from the local community to join the Keighley Fundraising Group. A Marie Curie Fundraising Group usually meet every 4-6 weeks and help to raise funds and awareness of Marie Curie in the local community. The fundraising group hold events on the Charity’s behalf, organise local supermarket collections and deliver and pick up collection boxes in shops and businesses in the area. Fundraising Groups have a great deal of fun whilst sharing the enjoyment of knowing that their fundraising efforts will help local people who are living with a terminal illness and their families in their own homes. Leah Mitchell, Community Fundraiser, said: “There are many ways to volunteer in your community to support Marie Curie, perhaps you bake cakes, make crafts or like to get involved in local events and projects. Could you give a few hours to collect at a supermarket during the Great Daffodil Appeal or help promote local fundraising activities by putting up posters? Are you a member of a local group, a WI, a rotary club or similar organisation? Perhaps we could arrange to come along and give a talk to the group or arrange a tour of the hospice for you?” There’s something for everyone, so if you would like to find out more about joining the Keighley Marie Curie fundraising group then please get in touch with local Fundraiser Leah Mitchell on 01274 337017 or 07538380909 or email: [email protected] who would be delighted to hear from you and can arrange to meet for a coffee to tell you more about what being a group member entails.

Hebden Bridge Walkers Action LAUNCH OF HAWORTH – WALKING GUIDE Haworth and Hebden Bridge are the two most popular walking centres in the South and are only about seven miles apart as the crow flies (but longer on foot!). Between them is a fine area of moors, fields, valleys and reservoirs which offers a great opportunity for walking. Following requests from both Visitor Centres, Hebden Bridge Walkers Action has produced a guide to walking between the two towns. The sixteen page route guide includes information about the area between the two towns, a map of the routes and detailed directions for walking the Pennine Way and Old Road routes. Hebden Bridge Walkers Action website www.hbwalkersaction.org.uk also has details of how to combine using the bus with the two routes and a selection of walks off the routes. The route guide, price £1.50 is available from Haworth and Hebden Bridge Visitors centres and outlets in Haworth, Oxenhope and Hebden Bridge. The two routes have been repaired and improved by volunteers from CROWS (Community Rights of Way Services) working with Bradford Countryside Service.
