Kelsay The National Archives National Archives and Records Service General Services Administration Washington: 1955 National Archives Publication No. 56-8 i\ FORENORD To analyze and describe the permanently valuable records of the Fed eral Government preserved in the National Archives Building is one of the main tasks of the National Archives. Various kinds of finding aids are needed to facilitate the use of these records, and the first step in the records-description program is the compilation of preliminary inventories of the material in the 270-odd record groups to which the holdings of the National Archives are allocated. These inventories are called "preliminary" because they are provisional in character. They are prepared.as soon as possible after the records are received without waiting to screen out all disposable material or to per fect the arrangement of the records. They are compiled primarily for in ternal use: both as finding aids to help the staff render efficient refer ence service and as a means of establishing administrative control over the records. Each preliminary inventory contains an introduction that briefly states the history and fUnctions of the agency that accumulated the records. -

Printed at Savron Graphics Jaffrey, New Hampshire May 2017 ❦ 4 Norway and the Antarctic A Timeline to 2006 • Late 18th Vessels from several nations explore around the unknown century continent in the south, and seal hunting began on the islands around the Antarctic. • 1820 Probably the first sighting of land in Antarctica. The British Williams exploration party led by Captain William Smith discovered the northwest coast of the Antarctic Peninsula. The Russian Vostok and Mirnyy expedition led by Thaddeus Thadevich Bellingshausen sighted parts of the continental coast (Dronning Maud Land) without recognizing what they had seen. They discovered Peter I Island in January of 1821. • 1841 James Clark Ross sailed with the Erebus and the Terror through the ice in the Ross Sea, and mapped 900 kilometres of the coast. He discovered Ross Island and Mount Erebus. • 1892-93 Financed by Chr. Christensen from Sandefjord, C. A. Larsen sailed the Jason in search of new whaling grounds. The first fossils in Antarctica were discovered on Seymour Island, and the eastern part of the Antarctic Peninsula was explored to 68° 10’ S. Large stocks of whale were reported in the Antarctic and near South Georgia, and this discovery paved the way for the large-scale whaling industry and activity in the south. -

It is argued that political leadership is a necessary, but not sufficient, condition for the success of efforts to reach agreement through processes of institutional bargaining that dominate attempts to form regimes in international society. The theoretical work of Oran Yotmg has drawn attention to the issue of leadership in the formation of international regimes. This study has sought to test ideas, derived from his work, in the context of the international regime regulating human activities in Antarctica which was established under the terms of the Antarctic Treaty of 1959. -

Antarctic research as a precedent for diplomacy exercised through international scientific cooperation: applying collaborative systems in non-jurisdictional spaces Mia Vanderwilt, B.S. Science, Technology and International Affairs, Environment & Energy Senior Thesis Accompaniment Acknowledgements This paper accompanies a senior thesis manuscript on the effect of heightened soil moisture and salinity on soil microbial communities within an Antarctic water track. Field work for this thesis was conducted as a part of the 2018 Tawani Expedition to Lake Untersee, Antarctica, a hyperarid Mars-analog environment. This supplementary paper will examine how multinational Antarctic research exemplifies the potential of scientific cooperation to mediate diplomacy in non- jurisdictional areas. Specifically, this paper will briefly examine how multilateral Antarctic treaties prioritizing collaborative research have facilitated scientific diplomacy, minimized geopolitical conflict and mitigated threats of militarization. This paper will be submitted along with the manuscript for honors to the Science, Technology, and International Affairs program within the School of Foreign Service at Georgetown University. Introduction A significant percentage of the Earth’s surface is non-jurisdictional, falling outside traditional bounds of national sovereignty. The vast majority of this area lies within polar regions and the high oceans beyond the reach of national exclusive economic zones. Successes and failures in the governance of these spaces in the absence of sovereign authorities provide valuable lessons for the avoidance of further militarization and destructive resource extraction in continued polar, ocean and space exploration. Antarctica serves as an ideal case study for how initial militarization and territorial contests were successfully diffused through the enactment of an international treaty formally prioritizing international scientific research. -
