8 TRAPS. 5 5 • Three incidents happened during the Period of Darkness (PoD) and two at daylight; 4 • Three incidents happened on vessels underway, one on a berthed vessel and one an anchored vessel; • One Sea Robbery in the Eastbound Lane of TSS, Singapore Strait involved a Bulk Carrier. Five perpetrators were sighted in the engine room by the duty 0 oiler who was threatened by one of the perpetrators carrying a knife while JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC ordering him to keep quiet before the perpetrator left the engine room; • One Sea Theft at Jakarta Anchorage, Indonesia involved a container ship, 2019 2020 2021 which was boarded by two perpetrators at anchored. Once sighted by the crew, the perpetrators escaped. After investigation, the robbers have stolen items from engine room central store; Incident Type (Last 12 months) • One Sea Theft in the Westbound Lane of TSS, Singapore Strait involved a Type of Vessel Attacked Tug and Barge. Two boats came alongside the barge and stole a buoy 16 15 attached to the barge. The two boats then subsequently departed towards 14 Tanjung Pelepas (Malaysia); 12 Bulk Carrier 3 • One Sea Theft at Campha Port, Vietnam on a berthed Bulk Carrier. 12 Perpetrators stole ship’s and crew cash and escaped; 10 • One attempted action off Sibutu Island, Tawi-tawi Phillippines, on a Bulk 9 9 Carrier. The bulk carrier was approached by a speed boat which attempted 8 to hook onto the bulk carrier using ropes. After the crew took evasive action, 8 7 7 the speedboat gave up and proceeded at high speed to the island of Sibutu. 5 5 Container ship Comments: 1 • Sibutu Strait: No certainty that this event has a link with ASG, but certain 4 similarities exist with some previous MT events. Followed by this figure, FVs and China FVs occupied by 3 (23.1%) respectively while Malaysian Illegal Practices by Local Vessels or Licensed and Indonesian FVs shared the same figure by 1 (7.7%) incident Foreign Vessels (18 incidents) each. (Countries shown here represent the location of the vessels involved) Comments: • In Mar 2021, the major proportion of IUUF incident remains in SOM and the Indonesian water. 1 (5.6%) 1 (5.6%) • Whereas 35 local FVs of Indonesian, Philippines, and Malaysian 1 (5.6%) INDONESIA were detained in 15 incidents by the local respective authorities, the majority of detained local FVs proportion is accounted for Sri 6 (33.3%) MALAYSIA Lankan FV by 59 FVs in 1 local incident with the arrest of 203 local crew. It is estimated that Sri Lankan Navy strengthen nighttime enforcement to prevent poaching in its waters SRI LANKA • Meanwhile, 1 Chinese fishing vessel detained by ROK Coast Guard near ROK-DPRK western contact waters on charge of poaching. It was first time since Jan 2020 that Chinese FV was captured by ROK Coast guard in this area. It is assessed that RELEASEABLE TO ROK Coast Guard changes enforcement behavior from eviction- OPCEN oriented activity to capturing illegal Chinese FVs directly. Contraband Smuggling (CS)

The IFC advises: 1. All mariners to report any incidents timely to the nearest coastal state and to the IFC at the earliest possible time. 2. Ships moving at slow speed or are choosing to remain at anchor in areas where sea robbery/theft is regularly reported should remain vigilant and adopt necessary and/or added security measures. 3. All mariners to take note on the description of the perpetrators and to take photos of the perpetrators if possible. Where available, CCTV footage capturing the incident should be provided to the coastal state authorities for follow-on investigation. 4. Shippers and Seafarers operating in the Sulu-Celebes seas are strongly recommended to be vigilant and to establish contact with the Philippines, Malaysian and Indonesian Authorities to report their presence. Please refer to IFC Spot Commentary 4/18 for the latest assessment of the situation in that affected area. 5. Shippers are advised to take note that the threat of terrorist activity in the maritime domain remains a possibility in the region due to ISIS and the Al-Qaeda. The possibility of this threat was previously quoted in Al-Qaeda’s online magazine “Resurgence”, which called for the disruption of global trade and shipping through acts of piracy, among other tactics. Shippers are therefore advised to exercise vigilance and to adopt self-defensive measures as stated in the Regional Guide to Counter Piracy and Armed Robbery against Ships in Asia, especially when transiting narrow choke points and areas which are known to have experienced incidents of sea robbery/piracy. 6.
