Minutes of the Newton Toney Parish Council (NTPC) meeting held on February 13th, 2019 at 7.30pm at the Newton Toney Memorial Hall Present were – Cllr B Thomas (Vice Chairman), Cllr J Amphlett, Cllr T Pettitt, Cllr J Smale and the Parish Clerk Melanie Thomas Action 1. To receive apologies The Parish Council received and accepted apologies from Cllr T Martin. 2. Declarations of interest There were no declarations of interest registered. 3. Minutes: To approve as a correct record, the NTPC minutes of the meeting held on December 12th, 2018 - the minutes were unanimously approved as a correct record and duly signed by the Vice-Chairman, Cllr Thomas as such. 4. Questions from The Public There were no members of the public present. 5. Reports: Unitary Councillor John Smale – Cllr Smale reported on Council matters which included (i) note that as Unitary Councillor he would be reporting at the next meeting of the Community Area Transport Group (CATG) to be held on 4th March 2019, concerns raised at item 8 regarding the A338/Dogs Trust junction and which are understood not to be the responsibility of the parish but for to address (ii) note that the next meeting of the Area Board is to be held in Berwick St James on 21st March 2019 (iii) confirmation that he has been included on the committee at school to address its travel plan. 6. Matters arising from previous meeting(s) Fields in Trust to include update – item classified as ongoing.

Defibrillator – Cllr Thomas reported that he had distributed information leaflets pertaining to the defibrillators in the village with 30/40 expressions of interest received to help with the scheme. The Council agreed that consultation will now be made with the Chairman, Cllr Tom Martin to discuss a forward plan. Cllr Pettitt confirmed that the third defibrillator unit which is solar powered would be installed on 22nd March 2019.

Jubilee Copse – the Council agreed in the first instance to seek two quotations from tree surgeons for works to clear the undergrowth from the trees in question at the site, in order to help ascertain the fence line/boundary Cllr between the private property and that of the recreation ground area. Area Board issue – completion of information/form regarding A338 junction(s) – the Parish Council discussed the concerns of road use at the junction/crossroads of the Dogs Trust with reference to communications received Cllr in relation to the matter (see item 8) with agreement that Cllr Thomas would seek to complete the Area Board Thomas/ issue form on behalf of the Council. In addition, once completed and submitted to Wiltshire Council, it was Clerk agreed that Cllr Thomas would supply the Area Board issue number to the Clerk and in order to report/update the reference number to each person who had contacted the Parish Council (item 8) in relation to the matter. 7. Rights of Way & Footpaths The Parish Council noted its concerns of the state of the highway verges on the road outside of the memorial hall. 8. Parish Council noted all of the above communications with agreement to reply to each stating that (i) the Area Board issue number (see item 6) (ii) the Parish Council understands that the matter is one for Wiltshire Council Clerk remit not the parish and that is has brought the matter to the attention of the Community Area Transport Group (CATG) (iv) advice that each communicator could write individually if they so wish to the Chairman of the CATG, Cllr Michael Hewitt.

The Local Government Boundary Commission for – Electoral Review of Wiltshire: Draft Recommendations – noted. 9. Highways, Traffic, Parish maintenance To consider the recreation ground grass cutting arrangements/payment between Newton Toney primary school Clerk and the Parish Council for 1/4/19 to 31/3/20 – the Parish Council reported that Cllr Pettitt, Amphlett, Smale and the Clerk had met with the headteacher of the school and the Chairman of the governing body to discuss the arrangements. The Parish Council reported that it has since received confirmation from the school that it is willing to provide 50% of the grass cutting costs that the Parish Council incurs (currently £900 per annum) and to be reviewed annually. The Parish Council resolved that it was in agreement with the offer and would seek to request/invoice the school for the amount of £500 to paid at the start of each financial year (April) with then an invoice for any remaining paid/owed monies for the grass cutting (supported by invoices) at the end of the financial year. ACTION: the Parish Council to contact the school with note of the above with an invoice for £500 to be submitted to the school for the forthcoming financial year of 1/4/19 to 31/3/20.

CATG issue 6797 – Newton Toney school: “20 is plenty” – noted with resolve that the Parish Council is in agreement with the CATG issue application and support the “20 is plenty” suggestion at the site. ACTION: Clerk Cllr to report this support to the CATG for its next meeting to be held on 4th March 2019. Thomas

Royal Mail postal box at the Beechfield, Amesbury Road, Road – the Parish Council noted its concern of an apparent dip in the surface area adjacent to the postal box (leading to water filling the dip in times Clerk of inclement weather) with report by Cllr Pettitt that he had reported the matter to Royal Mail. The Parish Council agreed to remedial works at the site with Cllr Thomas to carry out.

The Council noted its concern of an apparent crumbling bridge (both sides) located on the footpath near to the bus stop in The Croft with agreement to report to Wiltshire Council. Clerk

The Council noted its concern of overgrown hedge and in need of cutting located on the left side hand side leaving the village towards the A338 and near to the Wiltshire Wildlife Hospital, Amesbury Rd, SP4 Clerk 0HY with agreement to report to Wiltshire Council. 10. Parish Steward The Parish Council agreed to add hedge cutting at the Arundel track site to the Parish Steward remit for the next Cllr Pettitt planned visit. 11. Planning 19/01255/FUL – 46 Beechfield, Newton Tony, SP4 0HH – two storey front extension with garage conversion to Clerk accommodate new front entrance and storage room – the Parish Council discussed the application with resolve to defer the application discussion/decision to the March meeting of the Council. 12. Finance To consider and accept invoices for approval: Newton Toney Parish Council resolved to approve invoices with online payments authorised of: Bawden contracting services Ltd INV19515 £289.36 (December maintenance), BCM £525.84 (market appraisal of NT recreation ground), Bawden contracting services Ltd INV19655 £289.36 (January maintenance), Avon Security £45.00 (engraved brass plaque).

To consider and accept the January and February NTPC banking statement of accounts - The Parish Council considered and unanimously approved to accept the January and February Parish Council banking statements. 13. Parish maintenance contract for 2019/20 – consideration of and to agree tender of contract for 1/4/19 to 31/3/20 The Parish Council considered the contract with resolve to tender the contract for 2019/20 to two contractors, to Clerk include the current provider and another named company. Council made note that any invoice(s) arising from the contract should stipulate the actual date(s) grass cutting is undertaken. ACTION: Clerk to contact the contractors accordingly and arrange the process to tender. 14. To consider and decide the Newton Toney Parish Council 2019/20 budget – discussion with proposal of acceptance The Parish Council discussed the proposed final budget with resolve to accept the budget for the financial year 1/4/19 to 31/3/20. 15. Any other Business None. 16. Confirmation of date of next meeting The Parish Council confirmed the date of the next meeting to be held on Wednesday March 13th, 2019.
