Minutes of the Newton Toney Parish Council (NTPC) Annual meeting held on May 8th, 2019 at 7.30pm at the Newton Toney Memorial Hall Present were – Cllr T Martin (Chairman), Cllr B Thomas (Vice Chairman), Cllr J Smale, Parish Clerk Melanie Thomas, one member of the public Action 1. To elect the Chairman of the Council and to receive the Chairman’s Declaration of Acceptance of Office The Parish Council resolved to elect Councillor Thomas Martin as Chairman (Cllr Smale proposed, Cllr Thomas seconded, all in favour). Cllr Martin duly signed a declaration of acceptance. 2. To elect the Vice-Chairman of the Council and to receive the Chairman’s Declaration of Acceptance of Office The Parish Council resolved to elect Councillor William Thomas as Vice-Chairman (Cllr Martin proposed, Cllr Smale seconded, all in favour). Cllr Thomas duly signed a declaration of acceptance. 3. To receive apologies Apologies were received and accepted from Cllr Amphlett and Cllr Pettitt. 4. Declarations of interest There were no declarations of interest registered. 5. Minutes: To approve as a correct record, the NTPC minutes of the meeting held on April 10th, 2019 - the minutes were unanimously approved as a correct record and duly signed by the Chairman, Cllr Martin. 6. Questions from The Public A member of the public attended the meeting in relation to item 10 “Newton Tony overgrown cemetery hedge”. 7. Reports: Unitary Councillor John Smale – Cllr Smale reported on Wiltshire Council matters which included (i) report that the planned Amesbury Area Board meeting of 23/5/19 had been cancelled with the next meeting scheduled to take place on 18/7/19 in Durrington (ii) update of The Local Government Boundary Commission for England electoral review. 8. Matters arising from previous meeting(s) Newton Toney Memorial Hall Management committee – donation to Jubilee Copse works – the Parish Council reported that the committee had not offered to make a monetary donation towards the cost of the works. Fields in Trust and Land Registry update – the parish council reported that its recent application to Clerk the Land Registry had been rejected. The parish council discussed the reasons for rejection with agreement to seek advice in the first instance with the contractor BCM as to the reasons for the rejection and to submit another application as suggested by the Land Registry in accordance with its guidance explained in Practice Guide 2. 9. Rights of Way & Footpaths None. 10. Correspondence Newton Tony overgrown cemetery hedge – the parish council considered the overgrown hedge with Cllr Martin resolve that (i) Cllr Martin would arrange to meet with the parish maintenance contractor to discuss the hedge with a view to cutting it back and in addition to discuss the state of the path in the cemetery with enquiry if this could be cleared to its original width (ii) to request that, once the hedge has been cut back to add to the parish maintenance schedule. 123Reg – renewal of Linux starter hosting newton-toney-org.uk – the parish council considered the Clerk renewal with resolve to renew the hosting at a three-year quoted cost of £172.45 with the Clerk to organise the payment of on behalf of the parish council. Parishioner email communication of 1/5/19 – Pot hole and grass verges – the parish council Clerk discussed the communication with resolve to reply to the Parishioner to state that it would add the identified pot hole to the remit of the Parish Steward (see item 12) and that enquiry would be made to Wiltshire Council as to the cutting of the grass verges at the top of Cholderton Road when going onto the A338 (when to be cut) as it is thought not be in the remit of the Parish Steward duties. 11. Highways, Traffic, Parish maintenance Refuse bin located at junction of Amesbury road and Cholderton road – the parish council made Cllr Thomas note that concern has been raised of dog waste being deposited in the bin and agreed to add a sign to the bin stating “All pet waste must be bagged before placing in bin”. 12. Parish Steward The parish council agreed to add to the remit of the Parish Steward (i) clearance of debris/vegetation Clerk on the steps at Station Hill (ii) pot hole outside 16 Cholderton Road. 13. Planning 19/04178/TCA – The Old Chapel, Newton Tony – the parish council discussed the application with Clerk resolve of – the parish council considered the application with resolve of Support to the application, 19/02873/FUL – 45 Amesbury Road, Newton Tony SP4 0HW - the parish council discussed the Clerk application with resolve of No Objections to the application. 14. Finance To consider and accept invoices for approval: Newton Toney Parish Council resolved to approve invoices with online payments authorised of Woodside tree surgeons £775.00 (Jubilee Copse works). To consider and accept the May NTPC banking statement of accounts - The Parish Council considered and unanimously approved to accept the May parish council banking statement. 15. To complete and approve the Annual Governance Statement for 2018/19 The parish council considered and resolved to approve the annual governance statement for 2018/19. 16. To review the internal audit accounts and approve the Newton Toney Parish Council annual accounts for 2018/19 The parish council reviewed the accounts following the internal independent audit and resolved to approve the 2018/19 annual accounts. 17. Any other Business Cllr Martin reported that there has been an error in the supply of the solar powered cabinet in that it is locked with preference/request made with the original order for an unlocked cabinet. Cllr Martin reported that the error has now been rectified with an unlocked cabinet to be in place sometime between now and June 2019. 18. Confirmation of date of next meeting: Wednesday June 12th, 2019 The parish council confirmed the date of the next meeting to be held on 12/6/19. Meeting concluded at 8.32pm .
