Minutes of the Newton Toney Parish Council (NTPC) meeting held on December 4th, 2019 at 7.30pm at the Newton Toney Memorial Hall Present were – Cllr T Martin (Chairman), Cllr B Thomas (Vice Chairman), Cllr T Pettitt, Cllr J Amphlett, Cllr J Smale and the Parish Clerk Melanie Thomas Action 1. To receive apologies None. 2. Declarations of interest None. 3. Minutes: To approve as a correct record, the NTPC minutes of the held November 13th, 2019 the minutes were unanimously approved as a correct record and duly signed by the Chairman, Cllr Martin as such. 4. Questions from The Public There were no members of the public present. 5. Reports: Cllr Thomas (NTMH representative) for Newton Toney Management Hall committee meeting – Cllr Thomas provided a brief update from the last meeting he had attended on behalf of the Parish Council and where there were two attendees. Unitary Councillor John Smale – Cllr Smale reported on Wiltshire Council matters with report of the next Amesbury Area Board meeting to be held on 16/1/20 at Sharp Hall, 234 Watson Rd, Larkhill, Salisbury SP4 8RB. 6. Matters arising from previous meeting(s) Car park fence – to consider quotations – the Parish Council confirmed it had sought one quotation Cllr with a further comparative quotation to be sought. ACTION: Cllr Thomas to seek a second quotation Thomas from the parish maintenance contractor with presentation planned of both quotations at the February 2020 Parish Council meeting. Post Office services in the parish – update of – the Parish Council confirmed it had reported its Clerk suggestion of The Croft location to Hampshire and Wiltshire Mobile Post Office following its enquiry about possible locations for a mobile post office. Following communication from the Mobile Post Office with the suggestion of the Newton Toney Memorial hall car park as an alternative location due to the site thought to be more visible for the service, the Parish Council considered and agreed to the suggestion. ACTION: Clerk to confirm this agreement with the Mobile Post Office representative. The Local Boundary Commission for England – final recommendations for future electoral Cllr arrangements for Wiltshire Council – the Parish Council confirmed it had contacted the Unitary Smale Councillor John Smale (as Wiltshire Council representative) to notify of its decision that it wishes to remain as part of the Amesbury Area Board. As part of this item the Parish Council asked of its Unitary Councillor if he would enquire with The Local Boundary Commission for England as to how it had come to its original decision. 7. Rights of Way & Footpaths None. 8. Correspondence None. 9. Highways, Traffic, Parish maintenance None. 10. Parish Steward - To consider works for next visit and to review works from previous visit The Parish Council reviewed the works from the last visit with consideration of works for the next visit of 30/1/20. 11. Planning 19/11244/FUL – Proposed two storey rear extension and alterations – 14 Beechfield, Newton Tony Clerk SP4 0HH – the Parish Council discussed the application with agreement of No Objections to the application. 12. Development of the plan for the ongoing maintenance of The Copse, Newton Toney – Cllr Thomas The Parish Council agreed to agenda the item of the plan for discussion at the February 2020 Parish Council meeting with comments from members welcomed in the meantime. 13. Amenity matters The Parish Council made note of the voluntary help of the routine inspection of the solar panel Cllr defibrillator located in the parish with agreement that Cllr Pettitt would seek to check with Pettitt volunteer(s) that this is being undertaken on a regular basis and if not to seek help from an alternative voluntary aid. 14. Parish Council website – to discuss update of The Parish Council discussed the format of the site with agreement to contact the current webmaster Clerk to ask if he could update the site with suggestion of adding drop down information headings and a photographic rolling carousel on the front page. ACTION: Clerk to liaise with the webmaster on behalf of the Council. 15. Newton Toney Parish Council 2020 meeting dates – to consider and agree The Parish Council considered the 2020 meeting dates with agreement to accept the proposed dates. 16. Finance To consider and accept invoices for approval: Newton Toney Parish Council resolved to approve invoices with online payments authorised of Woodside Tree Surgeons £695.00 (cemetery hedge cutting and maintenance), HMRC £125.60 (quarter payment). To consider and accept the December NTPC banking statement of accounts the Parish Council considered and unanimously approved to accept the December Parish Council banking statement. 17. To consider and decide the Newton Toney Parish Council 2020/21 budget – discussion with proposal of acceptance The Parish Council considered the 2020/21 budget and in relation to the precept request for 2019/20 with agreement to accept the proposed budget. 18. To consider and decide the Newton Toney Parish Council 2020/21 precept request from Wiltshire Council (reply to Wiltshire Council for stated deadline of January 2020) The Parish Council considered the 2020/21 precept request to Wiltshire Council with resolve to request a precept for the financial year 2020/21 from Wiltshire Council of £14,257.00. The Parish Council resolved that the Clerk should report the request to Wiltshire Council on behalf of the Parish Council. 19. Car parking concerns (in relation to the school) – suggestion of forming an informal meeting group to discuss/produce recommendations to the Parish Council for February 2020 agenda item The Parish Council discussed the car parking concerns with suggestion and agreement to form an Clerk informal group consisting of a member(s) of the Parish Council, a member of the management hall committee, a representative (Chair of the governing body) from the school (ideally to include the school travel plan details) in order to discuss the concerns and in an effort to formulate a list of recommendations to be discussed at a future Parish Council meeting. ACTION: Clerk to organise the meeting between the relevant parties to be held in January 2020. 20. Any other Business None. 21. Confirmation of date of next meeting: Wednesday 12th February 2020 The date of the next meeting was confirmed as to be held on 12/2/20. Meeting concluded at 20.55pm .
