ALLOCATION STATEMENT FOR ENTRY TO RECEPTION 2020

Cathedral Primary School (CPS) is a Free School run independently from the local authority (LA) and is funded directly by the Department for Education (DfE) for a set number of places in each year group (this is called the published admission number or PAN).

The PAN for Reception 2020 entry is 60.

Why has my child been unsuccessful in gaining a place at the school?

CPS has received 274 on-time applications for the 60 places available and is therefore unable to offer places to every applicant who applied.

How have the 60 places been allocated for Reception September 2020?

The Special Educational Needs team at City Council have not requested any places are reserved for children with an Education, Health and Care Plan (EHCP).

Therefore, all 60 places have been allocated by applying the oversubscription criteria, in order of st priority, as set out in the published admission arrangements 2020/21 for the 1 r ound of allocation:

1. ‘Looked after’ children or ‘previously looked after’ children - 1 place 2. Children with a sibling on roll at CPS at the time of application - 27 places. 3. Children who are a son/daughter of CPS member of staff - none. 4. Children by random allocation who live in Bristol postcode areas BS1 to BS16 - 32 places. 5. APPEAL GUIDANCE FOR ADMISSION TO RECEPTION 2020 INFANT CLASS SIZE APPEAL

BEFORE COMPLETING AN APPEAL FORM PLEASE READ ALL PAGES IN THIS DOCUMENT

Impact of Coronavirus on Appeals We are monitoring government guidance and currently considering the possible impact of the coronavirus on admission appeals. Under the current restrictions, we are advised to postpone admission appeals panels and are awaiting government guidance how to proceed.

As a parent/carer you are able to express a preference to your home local authority regarding the school you would like your child to attend. If, however, the year group applied for is oversubscribed and has reached its published admission number (PAN) the admission authority may not be able to meet your preference.

Cathedral Primary School (CPS), is part of Cathedral Schools Trust who is the admission authority. CPS received 274 on time applications for the reception class in September 2020 which has a published admission number of 60 children.

All 60 places available have been offered in line with the oversubscription criteria, in order of priority, as set out in the CPS admission arrangements 2020/21. A copy of these arrangements are available on the CPS website http://www.cathedralprimaryschool.org/ to remind you of the procedure that has been followed.

Infant Class Size Please be reminded that by law, all classes in which the majority of children will reach the age of 5, 6 or 7 during the school year (infant class size legislation) must not contain more than 30 pupils with a single teacher. Given the limited nature of the possible grounds on which an appeal may be upheld, Infant Class Size Appeals are rarely successful. Where a child has been refused admission on this basis, an appeal panel can only offer a place to a child if it is satisfied that either:

• the admission of additional children would not breach the infant class size limit; or • that the decision to refuse admission on the ground of the infant class size limit was not one which a reasonable admission authority would have made in the circumstances of the case; or • that the child would have been offered a place if the admission arrangements had been properly implemented or the arrangements had not been contrary to the mandatory provisions in the School Admission Code and the School Standards and Framework Act 1998

We understand that parents/carers often find it frustrating when they realise how very limited the

Cathedral Schools Trust April 2020 1 powers of the appeal panel are. This is being drawn to your attention now, so that you can make a more informed decision about going ahead with an appeal. It is not meant in any way to discourage you from appealing or attending the hearing which is your legal right.

Whether you choose to appeal or not your child will remain on the waiting list for the whole 2020/21 academic year and will be considered for any place that may become available. However, in line with the School Admissions Code we are unable to give you any indication as to the likelihood of being able to offer a place.

How do I appeal for a place at CPS? If you decide to appeal you will need to complete the CPS appeal proforma with your reasons, in writing, why you wish to appeal for your child. An appeal cannot be set up without any written reasons. This proforma is available from the school website or by requesting one from Admissions at th the school. You will need to submit the appeal proforma to the school by Monday 13 May 2019. You may include any additional information which you feel is relevant to your appeal and return it to: The Admissions Officer, Cathedral Schools Trust, College Square, Bristol, BS1 5TS.

How does the appeal process work? Democratic Services at Bristol City Council is employed by CPS to administer and conduct school appeals on our behalf. They will organise an independent appeal panel which consists of 3 people with no prior connection with CPS, a Lay person, a Chair and a member acquainted with education. There will also be a clerk in attendance to minute the appeal. The independent appeal panel must follow a two stage decision making process for all appeals.

Stage 1 - You will be invited to attend, which will be in the presence of all those appealing for a place for Reception. A presenting officer from the school will present the school’s case and its decision not to admit the child. The panel will examine the decision by the school to refuse admission, whether the admission arrangements were correctly and impartially applied and whether the admission of an additional child would prejudice the provision of efficient education or the efficient use of resources.

Stage 2 - This is your individual appeal which will be held in private. The appeal panel must balance the prejudice to the school against your case for your child to be admitted. They will need to take into account your reasons for expressing a preference including what this school can offer your child that the allocated school or other schools cannot.

What happens once the appeal has been lodged with the school? CPS will acknowledge receipt of your appeal paperwork by letter or email and will forward all your appeal documents to Democratic Services.

When will the appeal be heard? The reception appeals for CPS are scheduled for early July 2019. You will receive notification in writing from Democratic Services 10 days prior to the appeal hearing with a date and time for you to attend.

Where will the appeal be held? Appeals for CPS will be heard in Bristol City Council’s City Hall, College Green, Bristol BS1 5UY.

Cathedral Schools Trust April 2020 2

Who decides the outcome of the appeal? The independent appeal panel must either uphold or dismiss an appeal. A panel’s decision that a child shall be admitted is binding on the school and the parents. If your appeal is successful then a place will be offered at the school immediately. As a result successful appeals will take the school over its PAN. If your appeal is unsuccessful then your child will remain on the waiting list.

When do we know the result of the appeal? Parent/carers will be notified of a decision by Democratic Services once all the reception appeals have been heard.

What happens about the school place I’ve already been offered? If you appeal, the place you have been offered at another school will be reserved by your home local authority pending the outcome of the appeal for CPS.

What if I change my mind about appealing? If, at any time, you want to withdraw your appeal or remove your child’s name from the waiting list, please inform Admissions at CPS and Democratic Services immediately.

What if I do not attend my appeal hearing? Where an appellant fails, or is unable, to attend and it is impractical to offer an alternative date the appeal may go ahead in your absence and a decision reached based on the written information submitted.

What if a place becomes available from the waiting list? If your child qualifies for a place that has subsequently become available at CPS whilst you are waiting for your appeal to be heard then in this event your appeal will be cancelled. N.B using your right to appeal will not affect your child being on the waiting list.

How are places allocated during the 2nd round allocation from the waiting list? CPS is its own admission authority and maintains its own waiting list. The waiting list will consist of applicants who have requested to be put on the waiting list, those who lodge an appeal, or late applications received after the national closing date for primary applications on 15th January 2020.

The waiting list will be ranked in line with the oversubscription criteria, in order of priority. Any late applicants who are ‘looked after’ or ‘previously looked after’ will be considered higher priority than any on time applications. A second round sibling applicant will get next priority at this stage. Where a place becomes available and there is no higher priority applicant to allocate as above, we will reoffer a place by carrying out a fresh round of random allocation of all remaining applicants on the waiting list.

If you require any further information please contact the Admissions Office via email [email protected] or telephone 0117 353 5016.

This guidance is based on the published admission arrangements for CPS and the DfE Code of practice on School Admission and School Admission Appeals. For copies of the DfE Codes of Practice please visit www.education.gov.uk

ADMISSION TO INFANT/PRIMARY SCHOOL INITIAL ALLOCATION STATEMENT FOR ON-TIME APPLICATIONS CHARBOROUGH ROAD PRIMARY SCHOOL - SEPTEMBER 2020

As Charborough Road Primary School was over-subscribed, it was necessary to use the Olympus Academy Trust criteria, as published in ‘Admission to Primary Schools in South Gloucestershire September 2020 – August 2021’, to allocate the places available at the school.

85 applications were received by the 15 January 2020 for Charborough Road Primary School which has an Admission Number of 30. The Admission Level includes placements at the Special Resource Base for Speech and Language Difficulties.

How the initial allocation of places was made:

20 Local Siblings (within the Area of Prime Responsibility (APR)). 10 Children who live within the APR: the furthest distance offered a place under this criterion was 0.389 mile.

A total of 17 refusals have been made. Please note that some applications may have been either withdrawn by the parents/carers, or discounted where a higher preference of school has been offered.

Distances from home to school are measured in a direct line between the address point of the child’s home and a central point within the main school buildings using the Local Authority’s computerised mapping system.

Can I remain on a waiting list for my preferred school(s)? Yes. You can remain on the waiting list for as long as you like. From 1st September you can contact [email protected] to check your child’s position on the list.

Can I appeal the decision not to offer my child a place at the school? Yes, all parents/carers whose child has been refused admission to a school may exercise their right of appeal. However, if the school has a full Reception class containing 30 pupils any appeals will be heard on Infant Class Size Prejudice.

INFANT CLASS SIZE – Government legislation means that classes in Reception, Year 1 and Year 2 with one teacher cannot contain more than 30 pupils, and so Infant Class Size Appeals are rarely successful. At Infant Class Size Appeals the independent appeal panel can only look at:  Whether the admission arrangements were lawful.  Whether the admission arrangements were incorrectly applied and your child should have been offered a place.  Whether it was unreasonable to refuse your preference. The appeal panel would need to be satisfied that the decision was so completely absurd or outrageous that no reasonable person, with the same facts, would have made that decision.

COVID-19: For more information on the admissions and appeals process this year please see the Admissions page of the South Gloucestershire website, which is being updated as Government guidance is released, or contact [email protected]

Starting school - September 2020 Allocation Sheet for Crockerne C of E Primary School

National Offer Day (16 April 2020)

Crockerne C of E Primary School has a Published Admission Number of 45.

50 preferences have been received for the school. It has, therefore been necessary to use the oversubscription criteria, as outlined below, to determine which of the applicants should be offered the places available.

The 45 available places have been offered to the following applicants:

Where a school is named in a child’s Statement of Special Educational Needs or Education Health and Care Plan, the admission authority is legally required to admit the child to the school. Therefore such children are allocated places before the admissions criteria, detailed below, are applied.

EHCP Number of offers The school is named in a Statement of Special Educational Needs or 0 Education Health and Care Plan.

Admissions criteria Number of offers 1 Children in Care at the time of application and children who were 0 previously in Care but ceased to be so because they were adopted (or became subject to a child arrangements order or special guardianship order) immediately following having been in Care. 2 Children with a brother or sister who was attending the school prior to 6 September 2017 and either he/she or any younger brother or sister will be attending the school at the time of admission, where it is the nearest school to the home address. 3 Children with a brother or sister who started attending the school after or 6 during September 2017 and he/she will be attending the school at the time of admission, living within the First Geographical Area. 4 Children living within the First Geographical Area. 29 5 Children, living outside the First Geographical Area, with a brother or 3 sister who will be attending the school at the time of admission. 6 Children living outside the First Geographical Area living nearest to the 1 school.

The distance between home and school for the last child offered a place was 4.013 miles.

To admit another child to the school would cause prejudice to the provision of efficient education or the efficient use of resources by reason of ‘relevant measures’, i.e. measures that would be required to be taken in order to ensure that the legal limit on class sizes of one teacher per 30 children is met at the school. Any appeals for places at the school are therefore 'infant class size prejudice cases'.

Starting school - September 2020 Allocation Sheet for Portishead Primary School

National Offer Day (16 April 2020)

Portishead Primary School has a Published Admission Number of 60.

249 preferences have been received for the school. It has, therefore been necessary to use the oversubscription criteria, as outlined below, to determine which of the applicants should be offered the places available.

The 60 available places have been offered to the following applicants:

Where a school is named in a child’s Statement of Special Educational Needs or Education Health and Care Plan, the admission authority is legally required to admit the child to the school. Therefore such children are allocated places before the admissions criteria, detailed below, are applied.

EHCP Number of offers The school is named in a Statement of Special Educational Needs or 1 Education Health and Care Plan.

Admissions criteria Number of offers 1 Children in Care at the time of application and children who were 0 previously in Care but ceased to be so because they were adopted (or became subject to a child arrangements order or special guardianship order) immediately following having been in Care. 2 Children who, have a sibling on roll at the school at the time of 32 application who will still be on roll at the time of admission and who lives at the same home address. 3 Children not satisfying a higher criterion. 27

The distance between home and school for the last child offered a place was 0.399 miles.

Allocation Statement for Redfield Educate Together Primary Academy – Admission to Reception year group September 2020/21

Redfield Educate Together Primary Academy is run independently from the Local Authority (LA) and is funded directly by the Department for Education (DfE) for a set number of places in each year group. This is called the Published Admission Number or PAN. The PAN for Reception 2020/2021entry is 60. Exceeding more than 60 places would place enormous constraints on the existing school site. Quality of education and health and safety issues are the main concern for pupils and staff.

Redfield Educate Together Primary Academy is part of the Coordinated Admissions Scheme within Bristol City Council (BCC).

Redfield Educate Together Primary Academy received 181 on-time applications. So with only 60 places available we could not offer a place to every applicant who applied. The oversubscription criteria used to offer places is set out in academies admission policy available on the Academy website.

The 60 places have been offered to the following children:

1. Highest priority was given to those children who are defined as 'Children in Care'; or children who were previously in care, but immediately after being in care became subject to an adoption, child arrangements, or special guardianship order. (0 places) 2. Those children with siblings already at Redfield Educate Together Primary Academy who will still be on roll in September 2020. (23 places) 3. Those children living closest to Redfield Educate Together Primary Academy as measured in a direct line from the home address to the school (37 places)

The furthest distance offered a place in this category was 720 metres.

The operation of waiting list for unsuccessful applicants:

Applicants must request a place on the waiting list by responding to Bristol City Council’s outcome letter/email by 30th April 2020. Redfield Educate Together Primary Academy is its own admission authority and maintains its own waiting list. For waiting list positions, please contact the Academy directly either via email [email protected] or call 01173790777.

INFANT CLASS SIZE - Government legislation means that infant classes (Reception, Year 1 and Year 2) with one teacher cannot contain more than 30 pupils. When considering an appeal for a place in an infant class the independent appeal panel’s task is to review the decision already made. It does not have the flexibility to say that the appellant’s personal circumstances mean that they should have a place at the school if this would take the number of children in the school class over 30. This makes an infant class size appeal different to other school admission appeals.

At Infant Class Size Appeals the independent appeal panel can only look at:

• Whether the admission arrangements were lawful • Whether the admission arrangements were incorrectly applied and your child should have been offered a place. • Whether it was unreasonable/perverse (in law) to refuse your preference. The appeal panel would need to be satisfied that the decision was so completely absurd / outrageous that no reasonable person, with the same facts, would have made that decision.

Given the extremely limited grounds on which an appeal may be upheld, Infant Class Size Appeals are very rarely successful. Most applicants who have been refused a place at their preferred school consider the refusal to be perverse but as mentioned above the word has a stronger meaning in its legal sense.

Parents/carers can find it frustrating when they realise how very limited the powers of the Appeal Panel are when considering Infant Class Size appeals. We are therefore drawing this to your attention now, so you can make an informed decision about whether you wish to appeal or not. The purpose of this information is to explain clearly the role of the Appeal Panel and not in any way discourage you from appealing, which is of course, your legal right if you feel you have grounds to do so.

2 Appeals Procedure for St Joseph's Primary School

Appeals for a place at St Joseph's Primary School will be held in accordance with the information given in the Admission Policy for 2020-21:

Parents have the right to appeal against the refusal of the Governing Body to admit their child. You will receive an appeal form with your allocated school place letter from your Admission Authority.

Your completed form should include:  Your contact details

 the name, address and date of birth of your child

 the name of the preferred school

 the reasons for your preference

 the grounds for your appeal.

The letter of appeal has to be sent to the Clerk to the Governors at St Joseph’s School within 20 school days of receiving the letter of refusal. Appeals will be arranged by the Clifton Diocesan Department for Schools and Colleges and conducted in accordance with the Code of Practice on School Appeals. The result of the appeal is binding on all parties.

Key Points – If you decide to appeal  Please consider carefully the strength of your case before deciding to proceed with an appeal.  Decide on the reasons why St Joseph’s Catholic Primary School is the only school to meet your child’s needs.  Prepare your case.  Back up your reasons with strong evidence – stating your child’s friend attends or that this is your local school is not considered as evidence.

An appeals panel can only uphold an appeal in these circumstances if (a) The admissions arrangements were applied wrongly in your case OR

(b) It was unreasonable to turn your child down given circumstances.

The Law defines ‘unreasonable’ as being completely illogical, or not based on the facts of the case.

Starting school - September 2020 Allocation Sheet for St Mary’s C of E Primary School

National Offer Day (16 April 2020)

St Mary’s C of E Primary School has a Published Admission Number of 15.

45 preferences have been received for the school. It has, therefore been necessary to use the oversubscription criteria, as outlined below, to determine which of the applicants should be offered the places available.

The 15 available places have been offered to the following applicants:

Where a school is named in a child’s Statement of Special Educational Needs or Education Health and Care Plan, the admission authority is legally required to admit the child to the school. Therefore such children are allocated places before the admissions criteria, detailed below, are applied.

EHCP Number of offers The school is named in a Statement of Special Educational Needs or 0 Education Health and Care Plan.

Admissions criteria Number of offers 1 A ‘looked after child’ or a child who was previously looked after but 0 immediately after being looked after became subject to an adoption, child arrangements, or special guardianship order. A looked after child is a child who, at the time of application, is (a) in the care of a local authority, or (b) being provided with accommodation by a local authority in the exercise of their social services functions (section 22 (1) of the Children Act 1989 applies). 2 Children who, have a sibling on roll at the school at the time of 6 application who will still be on roll at the time of admission and who lives at the same home address. 3 Children who live within the ecclesiastical parish of St Mary’s, Portbury. 0 (A map indicating the parish boundary is available to view on the school website and at the school). 4 Children who attend a ‘Church of England’ Church and have done so at 0 least once per month in the twelve months prior to submitting the admission application. 5 Children who attend a Church or place of Christian Worship other than 0 ‘Church of England’ and have done so at least once per month in the twelve months prior to submitting the admission application. 6 Children not satisfying a higher criterion. 9

The distance between home and school for the last child offered a place was 1.751 miles.

Starting school - September 2020 Allocation Sheet for St Peter’s C of E Primary School

National Offer Day (16 April 2020)

St Peter’s C of E Primary School has a Published Admission Number of 90.

251 preferences have been received for the school. It has, therefore been necessary to use the oversubscription criteria, as outlined below, to determine which of the applicants should be offered the places available.

The 90 available places have been offered to the following applicants:

Where a school is named in a child’s Statement of Special Educational Needs or Education Health and Care Plan, the admission authority is legally required to admit the child to the school. Therefore such children are allocated places before the admissions criteria, detailed below, are applied.

EHCP Number of offers The school is named in a Statement of Special Educational Needs or 1 Education Health and Care Plan.

Admissions criteria Number of offers 1 Children in Care at the time of application and children who were 1 previously in Care but ceased to be so because they were adopted (or became subject to a child arrangements order or special guardianship order) immediately following having been in Care. 2 Children who, have a sibling on roll at the school at the time of 44 application who will still be on roll at the time of admission and who lives at the same home address. 3 Children not satisfying a higher criterion. 44

The distance between home and school for the last child offered a place was 0.791 miles.

‘ Allocation Statement for St Bernadette Catholic Primary School – September 2020

The Governing Body met on 13 February 2020 at 09:30. As St Bernadette Catholic Primary School was oversubscribed, the published admissions criteria in the 2020/21 admissions policy have been applied to allocate the places that are available at the school.

The list received from LA showed 84 applications. The governors considered 84 and allocated 30 places since St Bernadette Primary School has an admission number of 30.

How the initial allocation of places was made:

2. Children who have been Baptised in a Catholic Church living within the parish of St Bernadette or St Gerard Majella or Sacred Heart, with a Brother or Sister at St Bernadette Catholic Primary School at the time of admission. (3)

3 Children who have been Baptised in a Catholic Church living within the parish of St Bernadette or St Gerard Majella or Sacred Heart. (3)

6 Other Looked After and Previously Looked After Children not falling within Category 1 will be allocated places in this category (1)

8 Children of other Christian Denominations (4)

10 All Other Children All other children will be considered for places in this category. 10i (9) 10ii (10) Randomly allocated

TIE BREAK

Priority within each category will be given in the following order: i) Children with a brother or sister at the school at date of admission. ii) Random Allocation

Category 10 was oversubscribed. 9 places were allocated to Children with a brother or sister at the school at date of admission. The drawing of lots was used to allocate the remaining 10 places for this criterion, overseen by an independent observer, as stated in our Admissions Policy 2020/21

Infant Class Size Appeals Statutory limits on class sizes mean that infant classes with a single qualified teacher cannot contain more than 30 pupils without taking ‘qualifying measures’ to comply with the statutory duty to limit infant classes with a single teacher to a maximum of 30. Qualifying measures include those such as • employing an additional teacher • building an extra classroom • reorganisation of classes

The infant classes at St Bernadette Catholic Primary School are organised with a maximum of 30 in each year group, so appeals for the infant classes will be heard on the basis of ‘class size prejudice’.

The Independent Appeals Panel is restricted to three circumstances in which they can uphold your case. These are if the panel is satisfied:

(a) that your child would have been offered a place if the admission arrangements had been properly implemented.

(b) the child would have been offered a place if the arrangements had not been contrary to mandatory provisions in the School Admissions Code and the School Standards and Framework Act 1998

(c) that the decision was not one which a *reasonable admission authority would make in the circumstances of the case.

‘Reasonable’ is defined as “In order for a panel to determine that an admission authority’s decision to refuse admission was unreasonable, it will need to be satisfied that the decision to refuse to admit that particular child was ‘perverse in the light of the admission arrangements’, i.e. it was ‘beyond the range of responses open to a reasonable decision maker’ or ‘a decision which is so outrageous in its defiance of logic or of accepted moral standards that no sensible person who had applied his mind to the question could have arrived at it’.

Place Allocation Statement for St Patrick’s Catholic Primary School

September 2020 Intake

St Patrick’s Catholic Primary School serves the Catholic parish of St Patrick’s. It was built by parishioners and opened in 1933. Accordingly, the school is very much part of the parish community. The school is an academy which has been granted Catholic religious designation and is funded by the Department of Education (via the Education Funding Agency).

The parish of St Patrick’s is defined by parish boundaries. A map showing the parish boundaries can be accessed on the school’s website, or in hard copy from the school’s office.

Why has my child not been offered a place at St Patrick’s Catholic Primary School? The school’s published admission number (“PAN”) for Reception Year for the September 2020 intake is 30 pupils. This is based on the number and size of the buildings contained on the school’s site, and is also influenced by the statutory maximum infant class size of 30, which applies to Reception, Year 1 and Year 2.

When more applications for admission are received for more children than there are places available, the order in which the available places are allocated is determined by reference to the oversubscription criteria set out in the school’s Admission Policy for the September 2020 intake, which is published on the school’s website and replicated in the local authority’s prospectus for all schools and academies in its area.

St Patrick’s Catholic Primary School received applications for the admission of 89 children to Reception Year in September 2020 on or before the closing date for applications which was on 15th January 2020. This represents 59 more applications than there are places available in that year group. A total of 31 applications were from Baptised Catholic Children. All our offered places were from within the ‘First parental choice’ category.

Application of the Oversubscription Criteria for the September 2020 Intake As the school was oversubscribed, the school’s oversubscription criteria set out in the Admission Policy for the September 2020 intake were applied to determine the order in which places were allocated (i.e. to determine which of the 89 children were offered the 30 available places.

These applications were ranked as follows:

Category Description of criterion No. of children

1 Baptised Catholic looked after and previously looked after children 0

2 Baptised Catholic children (or children with a parent) with an exceptional 0 medical or social need

3.1 Baptised Catholic children with a sibling at the school at the time of admission 5 living within the parish boundary

3.2 Baptised Catholic children with a sibling at the school at the time of admission 4 living outside the parish boundary

4.1 Other baptised Catholic children living within the parish boundary 13

4.2 Other baptised Catholic children living outside the parish boundary 0

5.1 Other looked after and previously looked after children living within the parish 0 boundary

5.2 Other looked after and previously looked after children living outside the 0 parish boundary

6 Other children (or children with a parent) with an exceptional medical or social 0 need

7.1 Other children with a sibling living within the parish boundary 1

7.2.1 Other children living within the parish boundary 7

7.2.2 Other children living outside the parish boundary 0

Page | 2 This information is correct as of 14/04/2020

This allocation statement only reflects the applications where St Patrick’s Catholic Primary School was the highest ranked choice school of the parent.

Waiting List

The names of all children who were not offered a place will be maintained by the school until 31st December 2020, after which time the waiting list will be cleared. The waiting list is ranked strictly in accordance with the oversubscription criteria set out in the school’s Admission Policy.

Admission Appeals

All parents have a statutory right to appeal against a decision to refuse their child a place at a school to which they have applied for admission.

The deadline for submitting a request for an appeal is 15th May 2020, and the procedure to be followed (including the form which must be used) is set out in the Appeals Procedure Booklet, which is published on the school’s website.

If you do decide to appeal, your will need to consider the strength of your grounds of appeal, and the reasons why you feel that St. Patrick’s Catholic Primary School is the only school you believe can meet your child’s needs. You should carefully prepare your case, including well-reasoned grounds of appeal, and provide supporting evidence wherever possible.

Examples of grounds which will not be met with success are that your child’s friend will be attending the school, or that the school is the nearest of several local schools.

An appeal panel may only uphold your appeal where:

• The admissions arrangements did not comply with the mandatory requirements of admission law; or

• The admission arrangements were incorrectly or impartially applied in your child’s case; or

• The decision to refuse a place was not one which a reasonable admission authority would make in the circumstances of your case.

The School Admission Appeals Code 2012 defines an unreasonable decision as one which is “perverse in the light of the admission arrangements”, namely that it was “beyond the range of responses open to a reasonable decision maker” or “a decision which is so outrageous in its defiance of logic or of accepted moral standards that no sensible person who had applied his mind to the question could have arrived at it”. This is a high threshold to meet.

RECEPTION ADMISSION 2020/2021 APPEALS PROCEDURE

BEFORE COMPLETING AN APPEAL FORM PLEASE READ ALL PAGES IN THIS BOOKLET

‘Under the Education Act a parent/carer has the right to appeal against the decision to refuse a child a place at a school for which they have applied for.’

As a parent/carer you are able to express a preference to your local home authority regarding the school you would like your child to attend. If, however, the Year Group applied for is oversubscribed and has reached its Published Admission Number (PAN) the admission authority may not be able to meet your preference. As a result, compliance with your preferred school would “prejudice the provision of efficient education or the efficient use of resources” at the school.

St Patrick’s Catholic Primary School, as its own admission authority received 89 on time applications for the reception class for the academic year 2020/2021 which has a PAN of 30.

How do I appeal for a place at St Patrick’s Catholic Primary School? Please ensure that you have received the official paperwork from your local authority which gives the reason why your child’s application has been unsuccessful and the statement as to how the 30 places have been allocated at St Patrick’s Catholic Primary School.

If you decide to appeal you will need to complete the St Patrick’s Catholic Primary School Appeal Form with your reasons, in writing, based on the published oversubscription criteria.

This form is available from the school’s website or from the School Office. You will need to submit this appeal form to the school by the deadline of 15th May 2020. You may need to include any additional information which you feel is relevant to your appeal with this form and return it to: Clerk to the Admissions Committee, St Patrick’s School, Blackswarth Road, Redfield, Bristol BS5 8AS.

Our Appeals Procedure is based upon the current COVID-19 restrictions being lifted before the date of the Appeal. If the restrictions are still in place we will write and advise you when we receive the information ourselves. You must submit this form either by post or by email to: ‘[email protected]’.

How does the Appeal process work? Appeals for Catholic schools in the Diocese of Clifton are heard by a panel of 3 people, appointed by the Diocese. There will also be a clerk to minute the appeal.

The process is as follows: Stage 1 - You will be invited to attend, which will be in the presence of all those appealing for a place in Reception. A presenting officer from the school will outline why the child was not offered a place at the school. The panel will examine the decision by the school to not offer the place, will look at whether the schools decision were correctly and impartially applied and whether the admission of an additional child would prejudice the provision of efficient education or the efficient use of resources.

Stage 2 – This is your individual appeal which will be held in private. The appeal panel must balance the prejudice to the school against your case for your child to be admitted. They will need to take into account your reasons for expressing a preference including what this school can offer your child that the allocated school or other schools cannot.

What happens once the appeal has been lodged by the school? St Patrick’s Catholic Primary will acknowledge receipt to your appeal paperwork and will forward all your appeal documents to the Diocese of Clifton.

When will the appeal be heard? The reception appeals for St Patrick’s Catholic Primary are provisionally scheduled to start in July 2020.

Where will the appeal be heard? The appeal is held at the Clifton Diocese Office at: Alexander House, 160 Pennywell Road, Bristol BS5 0TX.

Who decides the outcome of the appeal? The appeal panel must either uphold or dismiss the appeal. A panel’s decision is final and binding on the school and the parents. If upheld, your child will be admitted to the school and will take the school over its PAN. If your appeal is unsuccessful you will remain on the waiting list.

When do we know the result of the appeal? Parents/carers will be notified once all the reception appeals have been heard.

What happens about the school place I’ve already been offered? If you appeal, the place you have been offered at another school will be reserved by your local authority pending the outcome of your appeal.

What if I change my mind about appealing? If, at any time, you want to withdraw your appeal or remove your child’s name from the waiting list, please inform the Clerk to the Admissions Committee at St Patricks Catholic Primary immediately.

What if I do not attend my appeal hearing? Where an appellant fails, or is unable, to attend and it is impractical to offer an alternative date, the appeal may go ahead in your absence and a decision reached based upon the written information submitted. 2

Please note: There is a financial cost to the school for each appeal lodged. This has to be paid regardless of whether an appeal is withdrawn or the appeal hearing is not attended by the parent. If a copy of a Baptismal Certificate was not received by the school by the closing date of 15th January 2020 the school could not consider your application under that oversubscription criteria.

How are places allocated during the second round of allocations from the waiting list? St Patricks Catholic Primary is its own admission authority and maintains its own waiting list. The waiting list will consist of applicants who were unsuccessful in the first round of allocations and wish to be put on our waiting list, those who lodge an appeal or late applications received after the deadline of 15th January 2020. The waiting list is ranked in accordance with the oversubscription criteria. An application which has provided proof of Catholic Baptism will rank higher than an application which has not provided this proof of Catholic Baptism. It is very important to contact the school and provide evidence of Catholic Baptism if you have not already done so.

An application without this evidence provided by the deadline on 15th January 2020 will otherwise be ranked as Category 7 - All other children as a Non-Catholic and as such will have a lower ranking in the second round of allocation.

Please note; if this has happened, we will immediately re-rank your application upon receiving the Catholic Baptism certificate and enter it into the second round of applications as a higher ranking. However: We will not be able to offer a place even if you would have gained a place in the first round of applications unless the evidence of Catholic Baptism was held by the school at the deadline of 15th January 2020.

If you require further information please contact: Clerk to the Admissions Committee at St Patrick’s Catholic Primary school on 0117 3772387. This guidance is based upon the published admissions arrangements for St Patrick’s Catholic Primary School and the Department for Education, Code of practice on Schools Admissions and Schools Admissions Appeals.

Starting school - September 2020 Allocation Sheet for Wrington C of E Primary School

National Offer Day (16 April 2020)

Wrington C of E Primary School has a Published Admission Number of 30.

55 preferences have been received for the school. It has, therefore been necessary to use the oversubscription criteria, as outlined below, to determine which of the applicants should be offered the places available.

The 30 available places have been offered to the following applicants:

2 Children with a brother or sister who was attending the school prior to 1 5 September 2017 and either he/she or any younger brother or sister will be attending the school at the time of admission, where it is the nearest North Somerset school to the home address. 3 Children with a brother or sister who started attending the school on or 8 after 1 September 2017 and he/she will be attending the school at the time of admission, living within the First Geographical Area. 4 Children living within the First Geographical Area. 11 5 Children, living outside the First Geographical Area, with a brother or 1 sister who will be attending the school at the time of admission. 6 Children living outside the First Geographical Area living nearest to the 5 school.

The distance between home and school for the last child offered a place was 2.706 miles.
