The Minutes of the PLANNING COMMITTEE held on Thursday, 28th January 2021 at 6.00pm on Zoom.

In attendance: Jackie Deane (Deputy Clerk), Cllrs James, Easter and Beedle, and nine members of the public, including representatives from the Venn Gardens and Landsec Land East of Highwood Quarry proposals.

The meeting was recorded.

1. APOLOGIES FOR ABSENCE Apologies were received from Cllr Davey. Cllr Withington joined the meeting at 6.20pm and Cllr Coleman left the meeting, having been taken unwell, at 6.30pm.

2. VENN GARDENS PRESENTATION. Mr Lamprecht and his two colleagues gave an update on the pre-application proposals of Woolbro Homes for 12 homes on the site of Venn House, off Tenterfields. Mr Lamprecht thanked the Town Council for the comprehensive feedback which had been worked into the new proposals, except a pedestrian link to the High Street, where the landowner has failed to respond to the developer’s correspondence. There were 57 resident respondents with only four negative. There were several prospective purchasers, which shows a demand for this type of development in the town. The developer welcomed further liaison with the Council on foot and cycle links and assistance in contacting the landowner of Twyford Court.

4. PUBLIC REPRESENTATIONS None.

5. MINUTES OF PREVIOUS COMMITTEE MEETING The minutes of the meeting held on 26th November and 10th December 2021 were approved as a true record (Cllrs Coleman/Lavelle).

6. NEW PLANNING APPLICATIONS It was RESOLVED to comment on applications in Appendix 1.

7. PLANNING APPLICATIONS DETERMINED Noted – see Appendices 2&3.

8. REFUSAL REASONS Noted – see Appendix 4.

9. COMMUNITY GOVERNANCE REVIEW OF PARISHES 2021 – APPENDIX 5 Members discussed the circumstances that would require changes to councillor numbers,

increasing wards or change ward or parish boundaries and it was decided that no change would be needed at this time.

10. STORTFORD ROAD TRANSPORT REPORT UPDATE The County Council has delayed considering the all-through school application at their planning committee while transport discussions are ongoing. A meeting has been arranged with Bellway to discuss their position and liaison will continue with the developers and ECC Highways.

11. PRE-APPLICATION BRIEFING ON 1200 HOMES LAND EAST OF HIGHWOOD QUARRY Members noted that resident objections have been voiced on social media and directly to the Town Council. The Deputy Clerk was asked to respond to Landsec’s agents, Barton Wilmore for their consultation. Comments would include coalescence, biodiversity, transport, housing demand and the general impact on the town’s amenities and services from the proposals. Written replies would be sought from Landsec on additional questions raised by members.

12. LANDSCAPE CONSULTANT APPOINTMENT RESOLVED to approve: A fee quote from Sophie Smith Ltd to the sum of £2,250 for a pre-application report on the Landscape & Visual Impact of the proposed 1200 dwelling development currently out for consultation with Landsec. The report will make an assessment of potential effects on the landscape, character and setting of and Little Easton (Cllrs Lavelle/Childs).

13. TRANSPORT CONSULTANT FEE PROPOSAL It was noted that a fee quote from Lawrence Walker Ltd to the sum of £1,000 + VAT had been accepted prior to the meeting, in liaison with the Chair and Vice-Chairman due to tight deadlines for Mr Johnstone to advise the Council on a Scoping Opinion response to UDC on Land East of Highwood Quarry.

14. LOCAL PLAN CONSULTATION RESPONSE It was agreed that the Deputy Clerk and Cllr Withington would attend a Local Plan workshop on 3rd February 7-9pm and the Deputy Clerk would prepare draft comments to UDC on the first 5 themes of their consultation. Comments on all themes will be submitted ahead of the April deadline.

15. LOCAL PLAN CALL FOR SITES To note that UDC has issued a call for sites, which is an important part of Local Plan preparation to identify available land for due consideration in the allocations to be made in the future plan making exercise. UDC will assess sites put forward for their suitability for housing and employment development, and for all types of use, including, for example, land that could have value as green space including that with potential for carbon capture and wildlife habitats. The deadline for submissions is 5pm on Wednesday 21st April 2021.

16. LOCAL HERITAGE LIST CONSULTATION Members considered the properties Little Easton has put forward for inclusion and decided to support the WWII Nissen huts on the former Little Easton Airfield and Brookend Farm Stables in Park Road, Little Easton.

17. CORRESPONDENCE 1) Quarterly newsletter from UDC cabinet members for the local plan and the community 2) UDC’s notification of their updated 5-year housing land supply calculation as 3.11 years’ supply.

18. ITEMS FOR INFORMATION / NEXT AGENDA Consideration of consultant advice in preparation of the Landsec planning application.

A review of parish arrangements will take place next year after the May elections.

The Review is conducted under The Local Government and Public Involvement in Health Act 2007- this Act gives powers to Principal Councils ( DC) to carry out such a review.

There is a formal statutory timetable with consultation periods. A review is due.

This is an open transparent legal process and all comments will appear on our website.

The Review is for parishioners and the Parish Council itself to have an opportunity to have their say on current governance arrangements – views of local people.

Within Uttlesford district there are 53 Parish Councils of which two are styled Town Councils – Dunmow and but all come under the umbrella of Local Councils. There are actually 57 geographical parish areas but four of these areas – Chickney, Lindsell, Strethall and Wicken Bonhunt currently do not have a Parish Council, principally as their size does not warrant a sustainable Parish Council or they do not wish to have one. There are no grouped parished areas and seven Parish Councils are warded i.e. split in to smaller distinct areas for administrative convenience and to reflect local identities of communities.

The guiding principles are:

• Any changes are to reflect local identities and lead to improved community engagement, better local democracy and result in more effective and convenient delivery of local services. • Parishes should reflect distinctive and recognisable communities of interest, with their own sense of identity. • Five is the legal minimum number of parish councillors on a parish – ideally seven, as recommended by NALC. • No upper limit on numbers – our highest is 13 (Takeley Parish Council) – not warded but could easily be split in to 3 wards - AUC (Mole Hill Green), AUD (Priors Green) & AUE (Takeley Village). • The review has to be completed within 12 months.

Examples of common requests:

• To reduce the number of members as a parish has trouble filling vacancies – we already have one such request from a Parish Council • To ward or de-ward the Parish Council for administrative convenience or to reflect local identities – for example Takeley Parish Council is pretty large not to be warded; conversely Elmdon and Wenden Lofts Parish Council is relatively small electorate wise to be warded. • To re-align the parish boundary to accommodate housing development – need mutual agreement – this does have an impact on other boundaries as the District Ward and the County Division boundary would need to be formally revised too. The District Council then seeks a Consequential Amendment Order from the Local Government Boundary Commission for to change any District ward or County division boundaries. We already have one such request for this. • Create a parish council were none currently exists – for example, Lindsell and Wicken Bonhunt parishes have no council but both are bigger than Little Barfield Parish Council in terms of electorate. Is there local demand and interest for having a parish council? Is there any community assets within the parish? Implications are that they can raise a precept so local parishioners’ Council Tax rises.
