V. Secretariat proposals

Twenty-seven flags were awarded in 1983.

If the same number were awarded in 1984, most of the applications would be successful, except in the Federal Republic of Germany. . The number of German applications is far greater than the total number of flags presented each year to all the member states. In the.last few years, about a third of the flags have been awarded to the Federal Republic, but this is far from sufficient in view of the enthusiasm shown by this country's municipalities. In particular, it seems unfair not to present the Flag of Honour to a locality whose twin town has been awarded it without any difficulty.. This problem is likely to be exacerbated if the steps taken by the committee and Secretariat to widen the geographical distribution of the applications prove successful.

The list of potential candidates for the Europe Prize is long, as it is every year. More than ten municipalities fully satisfy the requirements for the award of the Prize. Their commitment to Europe is such that they would undoubtedly deserve this recompense.

As with the Flags of Honour, however, one factor that has to be taken into consideration is geographical distribution, and this rules out certain municipalities from the start, ie those located in member states to which the Prize has been awarded within the last few years. This would seem to apply to the Federal Republic of Germany, which has received 8 (22%) of the 36 prizes awarded since 1955 and whose last two prizes date back to 1980 and 1981. The number of applications from the Federal Republic represents 37% of the total and is still increasing. France has received 20% of the prizes and accounts for 21% of the applications. Austria has received 8% of the prizes for 3% of the applications and the United Kingdom 5% for 12%.

Nevertheless, these figures for geographical distribution are only one of the criteria governing the award of the Europe Prize; the municipalities' commitment to Europe and European activities are equally important factors. CONFIDENTIAL

The Secretariat has therefore decided to summarise below, in alphabetical order, the activities of five municipalities:

The Austrian town of Klagenfurt stands out particularly owing to its extensive twinning network. As well as having twinning arrangements with:

It maintains close friendly relations with:

Novi Sad (Yugoslavia) Tarragona (Spain).

Klagenfurt is also a member of many international and European organisations, including the Confederation of.Austrian Towns ("österreichischer Städtebund"), to which it makes an active contribution. It also subsidises Austro-Dutch and Austro-Danish associations. Klagenfurt's wide-ranging twinning activities cover all fields - culture, sport and the economy - and a great many exchanges are organised as a result.

The application from the small German municipality of Linden (Holstein) deserves very close attention. For some fifteen years, five European municipalities (there are plans for the inclusion of a sixth one - in Spain) have been involved in an exemplary twinning arrangement. These municipalities, which were originally brought together by the similarities between their names, and especially by the efforts first of ex-servicemen, then of local officials are: Linden/Holstein (Federal Republic of Germany), Lalinde/Dordogne (France), Linden/Beers (Netherlands), Linden/Lubeek (Belgium) and Linden/St. Georgen (Austria).

In addition to the many sporting and musical activities and the regular school exchanges between these municipalities,, there are constant reminders of the European idea in the form of various competitions with a European emphasis, and especially drawing, language and handicraft competitions.

Between 23 and 31 July 1983, Linden was the scene of an international musical gathering organised jointly by the five associated municipalities under the slogan: "We are Europe". For a whole day, each locality in turn had the opportunity to present its country's characteristic cultural features. This international week led to the joint preparation of a concert and folk dances.

Local officials from each of the five municipalities regularly attend round table meetings on the twinning arrangement.

On the basis of its European activities, the nomination of the Italian municipality of Nettuno would seem to be less justified. Yet it is included in this list for the very reason that it is one of the fex^ Italian towns to have renewed its application, and it has done so more or less consistently since 1975.

The award of the Prize to Italy (the last such award dates back to 1974) might be an opportunity for rekindling an interest in Europe, which is not very apparent in the Italian applications.

Nettuno has been twinned with the German municipality of Traunreut (Bavaria) since 1974. The exchanges organised as part of the twinning activities, particularly through schools and trade and sports associations, involve some 40 people from each municipality every year.

The English town of Royal Leamington Spa was suggested as a candidate for the Prize in 1983.

This town has a local branch of the European Movement and an International Friendship Society.

Friendly relations with the Dutch town of Heemstede go back as far as 1947; they became official in 1975. A very active twinning arrangement has been maintained with Sceaux (France) since 1969 and another with Brühl (Federal Republic of Germany) since 1975. The reports submitted show that an average of 1,500 persons are involved each year in the programme of exchanges and meetings.

The dynamic European activities of this town are supported by numerous cultural and sports associations as well as by the Chambers of Commerce.

In 1983, the 10th anniversary of the twinning between Royal Leamington Spa and Brühl brought together representatives of all the associations involved in the twinning activities. This was done in each of the twin towns in turn, and Sceaux was also represented.

Lastly, mention should be made of the town of Sens/Yonne (France), which was nominated for the Europe Prize in 1980, 1981 and 1983.

.Since 1966, this town has maintained an exemplary twinning arrangement with the little town of Lörrach (Baden-Württemberg).

Exchanges have increased steadily over the years. The first report spoke of 25 exchanges, but the 1981 report mentions 45 meetings and exchanges with Lörrach.

Friendly relations with the Italian town of Setjlgallia led to a formal twinning arrangement concluded in the course of ceremonies organised in the two towns in 1980 and 1981. In addition to a very active twinning committee, Sens and Lörrach also have a newly-founded Franco-German association.

The 15th anniversary of their twinning was celebrated in 1981. This twinning is largely the result of the efforts of ex-servicemen from the two towns, but the relationship between the two towns clearly shows that virtually every level of the population is involved today in European activities through a vast number of associations. Accommodation in families (as many as 500 persons in all) is a comnn practice in both towns.

A "Peoples' University" was set up in 1982 and the teaching of German and Italian plays an important role (140 students for German and 50 students for Italian). German lessons were also introduced in some primary schools, creating the best conditions for mutual understanding.
