Planning Application reference: 17/04033/FUL Land at Back Lane, Herriard Erection of 12 no. dwellings (Rural Exception scheme) with new access, car parking and landscaping

Herriard Parish Council strongly supports this application.

The proposed development by Housing Trust is the culmination of over 4 years of engagement and consultation with the Herriard community, HARAH and Basingstoke and Deane Borough Council.

Herriard is a small, closely knit and vibrant community. However, housing availability and affordability are limited. The design of this scheme is based on data gathered by Herriard Parish Council through two village-wide surveys. It is a community led development driven by the desires of our village and will deliver new accommodation for people with proven connections to Herriard who are in housing need.

The development will also aid the creation of a geographic focus for Herriard - an objective that was initiated by the completion by the community of the adjacent Herriard Green sports and leisure facility in 2010.

The scheme secures 9 affordable units for the village with a mix of social rented and shared ownership homes. The style and size of the dwellings is carefully aligned with the feedback received from Herriard residents - gathered by the surveys noted above and during a public presentation hosted in the village by Winchester Housing Trust in April 2017.

1 By including two market houses, the scheme is largely self funding. Additionally, the rental income from one of the affordable units will be assigned to Herriard Parish Council. This will provide funds to replace the General Grant historically received annually from B&DBC but which is about to be withdrawn.

This proposal represents a commendable and collaborative initiative by a small community to help provide a sustainable future for Herriard and its residents.

Herriard Parish Council unanimously endorses this application and urges the committee to approve it.
