Prioritisation of parking related Traffic Regulation Orders

Recommendations of the Corporate Director for Development Services

That the Cannock Chase Local Parking Committee either;

• Consider and agree the priority order of parking related Traffic Regulation Orders attached at Appendix 1 for further investigation and implementation subject to Statutory Consultees approval

Unless , the Local Parking Committee considers and agrees an alternative priority order to that attached at Appendix 1 following consideration of locally important issues

Reasons for Recommendations

The Parking Board, at it’s meeting of 14 th September 2009, extended the powers of the Joint Parking Committees to enable Members to influence the prioritisation of parking related Traffic Regulation Orders (TRO’s) and therefore empower the Committee’s to be more responsive to locally important issues.

Background

1. In May 2009 the County Council’s Staffordshire Highways created a new Community Highway Liaison team to promote the County Council’s locality working agenda in response to government’s ‘Communities in Control’ white paper. 2. Two of the main focuses of the team were to develop appropriate systems and procedures in conjunction with local community representatives: ENCLOSURE 5.2

a. To help manage the expectations of all customers of the highway service, including the delivery of statutory functions and the prioritisation of local transport strategies, local traffic management and community highway improvements. b. To identify multi-agency and self-help solutions to local traffic management and community highway issues.

3. Staffordshire Highways’ team has a wide experience of traffic management solutions to improve locally problematic parking related issues. However, each year more requests are received for action than resources permit to be processed and introduced. As a consequence most officer time is spent investigating individual requests for action which may not have full community support. The impact of this is that more time is spent investigating solutions than delivering solutions.

4. On 14 th September 2009 the Joint Staffordshire Parking Board received a report from Corporate Director for Development Services regarding the prioritisation of parking related Traffic Regulation Orders. Prior to approving the recommendations of the Cabinet Lead Member for Regeneration and Infrastructure it was agreed that in presenting priorities to Local Parking Committee (LPC) an initial assessment of requests would be undertaken by his Directorate and a commentary provided to the LPC. It would then be the responsibility of the LPC to assign each request with a priority having regard to the wishes of the local community. (Minute 18 refers)

5. The Joint Staffordshire Parking Board then resolved to extend the remit of all eight Local Parking Committees to influence the prioritisation of requests for new, or amendments to existing, parking related Traffic Regulation Orders within their administrative areas. (Minute 19 refers)

Notes to be read in conjunction with Appendix 1

1. The list of locations outlined at Appendix 1 covers all current known requests for new, or amendments to existing, parking related TRO’s in the Cannock Chase administrative area.

2. Where informal public consultations have already commenced these will appear at the top of Appendix 1 and prioritised as “Committed Priorities”. It is expected that these commitments would be honoured.

3. Officer’s comments relating to each of the locations are provided for guidance under the heading “Commentary on initial assessment of requests” below to assist members in reaching their considered opinion on the priority order. For instance, where a detrimental impact on a proposal ENCLOSURE 5.3

on an adjacent street is likely this will be considered as part of the original solution.

4. However, where a wider impact is likely then remedial action will be prioritised through alternative mechanisms which may include; Residents Parking Zone (RPZ’s), a capital scheme, on-street parking charges etc. this list is not intended to be exhaustive.

5. The chair of the Cannock Chase Local Parking Committee (LPC) has worked with Staffordshire Highways officers in developing Appendix 1.

6. Where it is the opinion of Staffordshire Highways that a parking related problem, or solution, does not exist then reasons are provided. Further investigations will not be made at these locations. These appear at the foot of Appendix 1.

7. A target of advertising four parking related TRO’s per rolling 12 month period has been set per authority and progress will be reported regularly to the LPC, enabling local monitoring of success.

8. Priority ratings within Appendix 1 are based on the targeted year of advertisement of parking related TRO’s.

9. It is not considered desirable to have a longer priority list than can reasonably be expected to be delivered within a five year timeframe. Therefore, it is the intention to omit, from future reports, locations with a priority rating lower than 5, unless specifically requested by the Committee.

10. Once local priorities have been agreed by the LPC, Staffordshire Highways officers will actively pursue solutions through local consultation and include the elected County Member and respective District Ward Members and Parish Council, where applicable, in these consultations.

11. Once officers feel that a deliverable solution exists, which has the support of the County Councillor and Staffordshire Police, a further report outlining the views of all Statutory Consultees will be bought to the LPC for approval, prior to the necessary advertisements being published in accordance with highway legislation.

12. Staffordshire Highways will inform the generator of the initial request for new, or amendments to, parking related TRO’s of the outcome of the priority assessment made by the LPC, but will not enter into any further correspondence, other than to advise that issues arising between LPC meetings will be placed on the agenda of the next available meeting.

Prioritisation of parking related Traffic Regulation Orders

Report for the consideration of parking related Traffic Regulation Order requests within the

New Requests

Gladstone Road, Heath Hayes Problem: Proximity to local amenities on Hednesford Road and nearby garage generates a large amount of off street parking along Gladstone Road making it difficult for residents to manoeuvre in and out of their driveways.

Comments: There are currently double yellow lines at the junction of Gladstone Road and Hednesford Road to act as protection for vehicles entering or exiting the cul-de-sac. Although there were vehicles parked opposite the properties these were parked considerately and would not pose a significant inconvenience to residents accessing their properties. It is also worth bearing in mind that at the time the site was visited some of the parked vehicles were part of a development also taking place on Gladstone Road. It is our recommendation that this request be returned no further action.

Gorsemoor Road, Heath Hayes Problem: Parking from parents around the junction of Brooklyn Road causing an obstruction and visibility issues at busy school period.

Comments: The situation here is similar to the majority of the other schools in the area. Similarly the issues which accompany this type of parking problem only exist for roughly 30 minutes of the day, once in the morning and once in the afternoon. Although the situation may not appear ideal, it manages itself quite well and has a positive effect on traffic speeds whilst also making drivers more aware of their surroundings. This area has recently seen an increase in Police activity and it may be more beneficial for them to deal with these issues as and when they occur, taking any appropriate action. It is our recommendation that this request be returned no further action.

Patterdale Road, Chadsmoor Problem: There is a parking restriction already in situ outside the school, however this refers to a small cul-de-sac next to the main entrance where it has been alleged that parents are parking in this area causing a danger to pedestrians leaving the school.

Comments: We feel that rather than using a TRO it may well be better to look at other road marking possibilities, such as a ‘Keep Clear’, to address this problem.

Ascot Drive/Longford Road, Cannock Problem: This issue has been brought to the committee at a previous meeting; however, since then the public house opposite the school now no longer allows their car park to be used by parents for parking.

Comments: Undoubtedly vehicles are parking outside the Nursery on Longford Road, although it is debateable whether this is creating any discernable problems. The parking exists for a short period of the day, on an already traffic calmed road. Implementing parking restrictions here would displace these vehicles to another area and remove this ‘natural’ form of traffic calming. It is our recommendation that this request be returned no further action.

(2010/2011)

Greenfields, Cannock - W2/10/001 Now completed.

Wood Lane, Cannock - W2/10/002 Currently being advertised with on street notices. Following this final consultation and no objections the order should be in place May/June.

Old Fallow Road, Cannock - W2/10/003 Now completed.

Towers Business Park, Rugeley - W2/10/004 Problem: In general there are issues with overnight parking from HCV’s as well as inconsiderate parking from staff working at some of the units. This has caused numerous problems with access roads and entrances to businesses being obstructed, deliveries unable to be completed and littering.

Scheme Development Following a further discussion with the owner of Dig Bits we have agreed to look at installing ‘no overnight parking’ signage in conjunction with the Police as a means of removing the HCV parking problem.

It has also come to light that the circumstances surrounding the future of the NHS on the business park mean that for the time being we feel it would be appropriate to put

on hold any parking restriction which may become redundant if the PCT move from these offices.

(2011/2012

Cecil Street/John Street, Chadsmoor – W2/11/008 Problem: The current traffic orders for these roads have now become obsolete due to a change in the circumstances in the areas surrounding these streets. Scheme Development Consultations have started on both Cecil Street and John Street.

Hickling Road, Kingswood – W2/11/009 Problem: A number of issues have been raised concerning the obstruction of the carriageway overnight by HCV’s parking on Hickling Road and the surrounding area.

Scheme Development Investigations to be made in to what parking restrictions would be appropriate to deal with this problem.

Park Street, Bridgtown – W2/11/010 Problem: The current traffic order on this road has now become obsolete due to a change in the circumstances in the business units surrounding this street.

Scheme Development The consultation process has started on Park Street.

Talbot Road, Brereton – W2/11/011 Problem: Request to look at the problems with parking by parents around the school.

Scheme Development Investigations to be made in to what parking restrictions would be appropriate to deal with this problem.

Eskritt Street/ Anglesey Street

Anglesey Street, Hednesford Traffic Order Proposal

1:1481 24/1/2011 Correspondent Address Support Oppose Neither Comments/Suggestions Mrs. Chirene Plant 101 Market Street 1 Our shop is on the corner of Market Street and Anglesey Street, we are a kitchen, bedroom and bathroom showroom. We have between 2-4 deliveries a week which consists of workshops at 4.1 metres and large ceramic shower trays and enclosures which are very heavy and awkward to carry, so we need a loading bay outside our shop to be able to run our business. We have been trading in this town over 11 years, and not being able to have lorries stop for short times of 5-10 minutes to deliver our stock will mean we will no longer be able to stay in this shop for which we have built up a good reputation and customer base which we have worked very hard for. There is nowhere else to park as we are right by the traffic island on our other side and it is not feasible to park over the road and carry over a busy road junction stopping traffic especially with worktops 4 metres long because of health and safety issues and suppliers may refuse to deliver to us.

The problem of people parking outside the Co-op is bad outside there at times there seems to be way too many people with disabled badges these days, but this does not effect us nearer the corner of the road.

The taxi drivers also cause a lot of this problem because they don’t just park in their 3 allotted spaces opposite our 3 shops they also park up the road and sometimes on the path at the entrance of the Co-Op car park waiting to pull in the taxi rank.

We would very much appreciate if you could put us a loading bay outside our shop and be able to see what a problem it would cause putting red lines outside our shop. Thank you. Ian Liggins & Nicola 101a Market Street 1 We strongly oppose the proposals as a ‘no waiting anytime’ restriction outside our shop Charles would mean any goods needed to be unloaded would have to be from the Co-Op car park or across a busy road, which is a considerable distance when we have lots of packages/parcels and therefore unfeasible. Tracey Mulliss 101b Market Street 1 As I florist I will find it impossible to load and unload flowers and stock into the shop. Also when I have funeral work to deliver it will be impossible to load Coffin Sprays, 6ft crosses etc, and any other orders to be delivered. The problem at the moment is you are not enforcing the law that even disabled stickers can’t park within 10 yds from the end of the road. This is the real problem. Lawrence Finazzi 7 Eskrett Street 1 My wife and I fully support the proposals as our property was recently damage by a lorry which had to reverse up the road as it was blocked by parked cars! What we cannot understand is why no one is allowed to park on the car park to the old health centre. This would make Eskrett Street much safer and would keep children safe when being to and from nursery. Mrs. S. Belcher 7a Eskrett Street 1 When driving along Eskrett Street, on the approach to the school there is a ‘blind spot’ created by the slight rise in the road. In an ordinary car it is impossible to see oncoming traffic for a short time. During periods when the nursery school traffic is parked closely along this part of the road any motorist has to start to drive past before they can see oncoming traffic – the road is not wide enough for two vehicles to pass. One driver either has to reverse or drive partly onto the footpath. This is hazardous in any situation, but particularly so with small children about. In the twenty years that we have lived in Eskrett Street we have witnesses several ‘near misses’. With no parking restrictions on either side of the street the dangers to pedestrians and drives can only increase considerably.

There are a very high proportion of elderly residents in the immediate area. Several use mobility scooters of various sorts throughout the day. Cars parked on both sides of the road, including partly on pavements, will make such journeys very hazardous. This is also true for pedestrians. An elderly lady was killed trying to cross Eskrett Street, near the junction of Market Street, several years ago when vehicles parked on both sides made crossing the road very difficult.

Eskrett Street is a busy road – deliveries to the Hen House pub have to be made by approaching the site from the ‘nursery school’ end of Eskrett Street because access to the site is only possible that way. If such deliveries are not able to pass cars parked on both sides of Eskrett Street they will not be able to make deliveries. Going via the other part of Eskrett Street (for vehicles wanting to access Market Street) this is not an option because the road is often difficult to drive along as there are so many cars there during the day when the dentist’s surgery is open.

Only last Summer a lorry forced to reverse back along Eskrett Street accidentally knocked down a telegraph pole damaging a parked car, a bungalow, telephone wires and a large tree.

If the request to rescind the parking restrictions near to the nursery school has been made because parking is currently allowed before 9am why not alter the hours when parking is permitted to suit the opening times of the nursery school? Heathcote 13 Eskrett Street 1 The no waiting 6pm – 9am (notice board says 8am Mon – Sat) was introduced some 30 years or more ago due to the road being blocked when the Hen House was the Dancing Bean & nightly pop groups & young people frequented the establishment causing a great deal of noise, i.e. shouting, screaming and banging of car doors much to the annoyance of nearby residents.

The Hen House still hold late night events, particularly on Fridays/Saturdays which results in cars parking at restricted times anyway!!
