1. Introduction

Scope of the Travel Plan

1.1 ITP Ltd. has been appointed by The Lindhurst Group to prepare a Residential Travel Plan for the second residential phase of the Lindhurst development, which is being marketed as ‘Berry Hill’.

1.2 This Travel Plan has been prepared in line with NCC’s 'Guidance for the Preparation of Travel Plans in support of Planning Applications' document (2010) and informed by the DfT’s guidance notes 'Making Residential Travel Plans Work' (2005) and 'Delivering Travel Plans through the planning process' (2009). It provides the context for encouraging Berry Hill residents and visitors to use travel modes other than the car, particularly single person car travel, with the primary purpose to promote the use of public transport, car sharing, walking and cycling for travel to and from the site.

1.3 The Berry Hill (Lindhurst) development site is located to the south of the existing Mansfield developed area and lies to the north and south of the Mansfield and Ashfield Regeneration Route (MARR); this section is called ‘A617 Sherwood Way East’. The second phase of the development is located in the northeast of the development site, between the A617 (Sherwood Way East), A6117 (Adamsway) and Old Newark Road.

1.4 The second phase, referred to within this document as Berry Hill Phase 2, is expected to take eight years to complete, and comprises the following development:

• 484 residential units will be developed on Parcels1 9a, 9b, 10 and 12c

• employment sales plots will be developed on parcels 12b, 12a, 13, 14, 15 and 16

• a local centre will be developed on parcel 4 and;

• a school will be developed on parcel 5

1.5 This Residential Travel Plan focuses solely on Phase 2 of the Lindhurst development. A Residential Travel Plan for Phase 1, which is currently being built, has previously been approved by Nottinghamshire County Council All other development parcels south of Sherwood Way East will be completed during future development phases and, as such, are not covered by this Travel Plan.

1.6 The Travel Plan is a ‘live’ document that will be reviewed as elements within the Lindhurst (Berry Hill) site are built out. This Travel Plan covers Phase 2 of the development, which is due to commence in Jan/Feb 2021 with the construction of the spine road.

1.7 The main aim of this Residential Travel Plan is to “minimise single-occupancy car trips by promoting and supporting alternative transport modes”. This aim is taken from the approved Lindhurst Framework Travel Plan (dated December 2017).

Planning and policy context

1.8 An outline planning application for the proposed development was submitted in February 2010 and in July 2011 the District Council resolved to approve the application subject to the interested parties entering into a S106 Agreement. The S106 Agreement was subsequently signed off in April 2013 and amended in August 2016. The approved Lindhurst development comprises:

• approximately 1,700 residential units; and

• a supporting neighbourhood centre, which will include a primary school and health centre, plus recreational space, and a series of employment units.

1.9 The S106 Agreement stipulated that prior to the Commencement of Development a Framework Travel Plan must be submitted and approved by the County Council. ITP prepared a Framework Travel Plan for the Lindhurst site, which was approved by Nottinghamshire County Council (the Local Highways Authority) and Council.

1.10 The S106 Agreement stated the following with regards to the link between the Framework Travel Plan and subsequent Travel Plans for residential and employment units that are delivered within the Lindhurst development site:

“The Framework Travel Plan for the Development which shall set overall outcome targets and indicators for the Application Land and set parameters for the requirements of the Residential Travel Plans and for individual Commercial Units within the Development to prepare and implement subsidiary Employment Travel Plans which are consistent with the Framework Travel Plan. The document shall clarify as far as possible the timeframe for the completion of individual travel plans and the implementation of specific measures within them including management and review.”

1.11 This document forms a Residential Travel Plan for Berry Hill Phase 2. It has been developed in accordance with the parameters set out in the approved Framework Travel Plan for the wider Lindhurst development site.

1.12 This Travel Plan has been produced in accordance with local and national policy documents, i.e. Nottinghamshire County Council’s ‘Guidance for the Preparation of Travel Plans in Support of Planning Applications’. Regard has also been given to the DfT guidance note: ‘Delivering Travel Plans through the Planning Process’ and ‘Making Residential Travel Plans Work: Good Practice Guidelines for New Development’.

Report Structure

1.13 The remainder of this Travel Plan is structured as follows:

• Chapter 2 provides a site assessment, which includes an overview of the proposed development and how it links into the existing transport network;

• Chapter 3 summarises the Travel Plan measures that are to be implemented at the site;

• Chapter 4 explains how the Travel Plan will be managed, pre and post construction; and

• Chapter 5 sets out the Travel Plan targets, and how the Travel Plan’s progress will be monitored and evaluated.

2. Site assessment

Site Location

2.1 The second phase of the Berry Hill (Lindhurst) development is located in the northeast of the development site, between the A617 (Sherwood Way East), A6117 (Adams Way) and Old Newark Road. The site forms a natural extension to the Berry Hill and Bellamy Road residential areas of Mansfield and the northern edge of the site lies approximately five kilometres south of Mansfield town centre. Prior to the development, the site was largely greenfield/agricultural land.

2.2 The A617 Sherwood Way East (part of the MARR) runs east-west, directly south of the second development phase. Future phases of the development will take place south of the MARR, between the junctions with the A6191 Southwell Road West and the A60 Nottingham Road.

2.3 The location of the wider Berry Hill site is illustrated in Figure 2-1.

Development overview

2.4 The latest version of the Development Phasing Plan, reproduced as Figure 2-2, sets out the phases of development, which The Lindhurst Group plan to market to various residential, commercial and retail land developers. It anticipated that the complete development will evolve over a period of ten years.

2.5 A copy of the Framework Plan for the site is reproduced in Appendix A.

2.6 The Berry Hill development is still in its early stages hence some of the infrastructure, local amenities and services planned as part of later development phases are not yet under construction, as detailed in the Development Phasing Plan shown in Figure 2-2 . To reiterate, this Travel Plan focuses solely on the residential sites to be developed as part of Berry Hill Phase 2.

2.7 Phase 2 of the Berry Hill development primarily comprises of the construction of 484 residential units. Phase 2 will offer a range of 2, 3, and 4 bedroom homes, including some affordable housing. Table 2-1 provides an overview of the residential developments to be delivered during Phase 2. The layouts of the individual parcels are illustrated in Appendix B.

2.8 As the development progresses, residents will benefit from a newly developed local centre offering a variety of amenities and services for the community.

Vehicular access

2.9 The current primary entrance for vehicular access to Phase 2 is via the spine road from the roundabout junction with A6117 Adamsway. Lindhurst Way East provides the main link through Phase 2 of the development, connecting with the internal network of residential streets serving each parcel of housing units.

2.10 A second vehicular access point into this area of the Berry Hill development site will be located to the north of the site, providing a link with Bellamy Road via a roundabout junction. In due course, a third vehicular access will connect the eastern edge of the site with Southwell Road West that will be constructed during construction Phase 4.

2.11 Further details on the locations of these access points, and those which will provide access into other phases of the wider Berry Hill development, are provided within the Framework Plan in Appendix A.

Parking provision

2.12 All dwellings have been allocated designated off-road parking spaces and some properties will also have a garage.

2.13 There are no parking restrictions on the new residential streets, which means Berry Hill residents and their visitors may park on-street.

2.14 Cycle parking is to be facilitated by householders within the curtilage of each property.

Pedestrian and cycle access

2.15 The Framework masterplan reproduced in Appendix A shows how the development site will connect into the external pedestrian and cycle network. As with the vehicular

access, the provision for pedestrians and cyclists will be delivered in a phased manner, ensuring that adequate provision is in place for each phase of the development.

2.16 Figure 2-3 shows the existing walking and cycling network within the vicinity of the development site, based on a composite of publicly available online mapping and on- site observations.

2.17 Nottinghamshire County Council’s cycle map for the Mansfield area is shown in Appendix C. It is also available online at https://www.nottinghamshire.gov.uk/media/131120/mansfield_cycling.pdf.

2.18 There is already an off-road shared walking and cycle route running east-west along the A617 (Sherwood Way East) corridor, and north-south along the A6117 (Adamsway). Along the A60 (Nottingham Road) corridor there are cycle routes running north into Mansfield town centre and south to . Toucan crossings are in place to facilitate cyclists and pedestrians crossing the A60 and A617. To the east of the site there are also off-road cycle routes in both directions along the A6191 Southwell Road

West corridor, providing a link into Mansfield town centre and towards . At Ravenshead and Rainworth these local cycle routes connect into NCN route 6, which provides a route running south to Nottingham and north to .

2.19 Public access is also permitted along Old Newark Road, parts of which are categorised as an off-road cycle route, as illustrated in Appendix C.

2.20 As the Berry Hill development is built out it will deliver improvements to the local walking and cycling network. During Phase 2 of the development, pedestrian and cycle access will primarily be via the main vehicular route, Lindhurst Way East, which connects to the existing road network and walking and cycling routes at the A6117 Adamsway. The development’s spine road, ‘Lindhurst Way East’, will be signed as a shared walking/cycling route, connecting Berry Hill Phase 2 to the A6117 and off-road route that connects Old Newark Road to Southwell Road West.

2.21 Once fully built out, the internal layout of the Berry Hill development and the internal highway network will include cycleway and footway connections to all parts of the development from the local road and footpath network. The internal network of attractive pedestrian and cycle routes, using lightly used or traffic free routes, will connect the residential parcels completed as part of Phase 2 to the other parts of site.

2.22 During Phase 2 of development, a neighbourhood centre will be built on-site, which will reduce the need for residents to make car journeys and some longer cycling and walking trips off-site. The neighbourhood centre will provide convenient and quick access to essential services and amenities such as local shops, a GP medical centre, a commercial leisure development, public open spaces, and a community park. A local primary school will also be constructed within Phase 2.

2.23 The development has been designed to encourage internal trips to be made on foot or by cycle, and when the on-site facilities become available the promotional elements of the travel plan will be deployed to encourage Berry Hill residents to walk or cycle for internal trips wherever possible.

2.24 Figure 2-4 and Figure 2-5 below illustrate the local areas accessible within recommended walking and cycling thresholds, measured as the crow flies.

Cycle facilities

2.25 It has been assumed that cycle storage will be accommodated on-plot by households, therefore there is no requirement for communal cycle parking.

2.26 Public cycle parking facilities will be provided as part of the local neighbourhood centre that will be delivered as part of Phase 2 of the Berry Hill development, to encourage cycling trips within the Berry Hill development.

2.27 For Berry Hill residents choosing to cycle into Mansfield town centre, the Travel Plan will help ensure that they are aware of the cycle parking provision in the town. Examples of locations with cycle parking provision are shown in Table 2-2.

2.28 A new bus route, the Berry Hill Flyer, has been provided as part of the Berry Hill development to provide an attractive direct public bus service which links new residents to Mansfield town centre, the transport interchange and other key local destinations.

2.29 The Berry Hill Flyer route and service frequency is illustrated in Figure 2-6 and summarised in Table 2-3.

2.30 The internal routing of the bus service will be extended as part of Phase 2 of the Berry Hill development to ensure that all residents have access to the service. The Berry Hill Flyer development routing plan is shown in Figure 2-7 below. Internal bus stops will be

located within the site such that the majority of residents are within an absolute maximum of 400m from a bus route. Pending installation of bus stops, the service will run on a “hail and ride” basis.

2.31 The Berry Hill bus service terminates at Mansfield Bus Station in the town centre, providing a convenient interchange location for those who wish to travel onwards to other destinations using other public transport services.

2.32 Appendix D and Appendix E illustrate the wider Mansfield Town Bus Network. A summary of the routes illustrated is provided in Table 2-4 below.

2.34 The nearest railway station to the site is Mansfield. The station, which is 7.2km from the development, is served by the Line between Worksop and Nottingham. A footbridge links the railway station with Mansfield Bus Station, where the majority of all the town’s bus services stop. Alternatively, the railway station is approximately a 20- minute cycle ride from Berry Hill Phase 2.

2.35 Robin Hood Line trains provide a service to and from Nottingham every 30 minutes at peak times, with an hourly service continuing north to Worksop. At the time of preparing this Travel Plan, some services are operating at reduced capacity and reduced frequency due to the Covid-19 pandemic.

Local amenities

2.36 Table 2-6 lists the amenities that are deemed to be within a reasonable sustainable travel distance of Phase 2 of the development. Distances have been measured from a central point within the Phase 2 development area. They will be particularly important for the Phase 2 occupants who will be living on the site before the opening of the neighbourhood centre due to be delivered as part of Phase 2 of the development.

2.37 The delivery of this Travel Plan will play an important part in ensuring that Berry Hill residents are made aware of the on and off-site amenities that are accessible by walking and cycling or public transport, to encourage active and sustainable travel.

3. Travel Plan Measures

3.1 The Framework Travel Plan (FTP) established a framework of travel plan measures to be implemented to achieve the overall aim of minimising single-occupancy car trips by promoting and supporting alternative modes.

3.2 Figure 3-1 summarises the linkages between the FTP and the subsequent travel plans for individual development phases within the Berry Hill (Lindhurst) site.

3.3 This document forms the Residential Travel Plan for Phase 2 of the residential development at Berry Hill, building on and delivering the items in the Framework Travel Plan.

3.4 As stipulated in the Framework Travel Plan, the following travel plan measures have been considered for Phase 2 of the Berry Hill Residential development:

• Promotion of walking;

• Promotion of cycling;

• Promotion of public transport use;

• Measures to reduce single occupancy vehicle (SOV) car use;

• Measures to reduce the need to travel; and

• Marketing the travel plan.

3.5 ITP Ltd. has been appointed to act as both the Framework Travel Plan Coordinator and the Residential Travel Plan Coordinator (RTPC) for Phase 2 of the Berry Hill residential development. 3.7 The Framework Travel Plan Coordinator, who will also take on the role of Residential Travel Plan Coordinator, will manage the overall work programme throughout the course of the development. A Travel Plan budget has been secured and allocated against each of the travel plan measures.

4. Travel Plan Management

Travel Plan Coordinator

4.1 ITP Ltd. has been appointed to act as the Framework Travel Plan Coordinator (TPC) for the Berry Hill development. In addition to implementing and promoting the Travel Plan at a site-wide level, the Framework TPC will also take on the role of Residential Travel Plan Coordinator for Berry Hill Phase 2. The named contact within ITP is Georgia Taylor ([email protected], Tel. 0115 824 8250).

4.2 The planning authority and Nottinghamshire County Council (NCC) will be informed of the Framework TPC’s full contact information should these contact details change.

4.3 The role of the Framework / Residential TPC will be primarily to ensure implementation of the measures specified in Chapter 3 of this Travel Plan. The RTPC will disseminate transport information to the relevant parties and updating the development website.

4.4 The TPC will be responsible for designing and assembling the Travel Packs ready for distribution by the housebuilder’s on-site sales team. The RTPC will ensure that their content is relevant and up to date. The RTPC will also be available to offer 1-1 PTP to households that request this service.

4.5 The RTPC will also serve as a point of contact for the housebuilder and their on-site sales teams, and third-party stakeholders such as public transport providers.

Housebuilders’ on-site sales teams

4.6 The on-site sales team will serve as the first point of contact for residents of the Berry Hill development. They will update the Residential Travel Plan Coordinator on any relevant feedback, questions or concerns raised by Berry Hill residents or provide the resident with the contact details specified by the Residential Travel Plan Coordinator.

4.7 Where it is practical to do so, the on-site sales team will undertake the baseline survey with individual households as part of sales process. They will store the completed surveys responsibly and in accordance with GDPR regulations. At the end of each month they will return the surveys by post to the Residential Travel Plan Coordinator. Where this is not possible, a paper-based baseline travel survey will be included in the Travel Packs with a freepost envelope provided to facilitate easy return of the surveys.

4.8 A copy of the baseline travel survey is shown in Appendix F.

4.9 The on-site sales teams will be responsible for distributing the household travel packs to new residents when they move in. The Residential TPC will help ensure that the on- site sales teams have a good understanding of the local transport options available and know where to find further information if requested by a resident. The on-site sales team will also signpost residents to the support available through the Residential TPC. The Travel Plan Coordinators contact details will be available on the Berry Hill website.

4.10 Working closely with the Residential Travel Plan Coordinator, the on-site sales teams will support the smooth delivery of the Travel Plan measures throughout Phase 2.

5. Targets, Monitoring and Evaluation

Travel Plan targets

Primary target

5.1 NCC’s Travel Plan Guidance advises that primary travel plan targets should be based on trip generation. Table 5-1 summarises the residential trip generation figures taken from the Transport Assessment for the Berry Hill (Lindhurst) development.

5.2 The Lindhurst Framework Travel Plan set targets for the residential element of the development, which will apply to this Phase 2 Residential Travel Plan. These targets were developed based on Travel to Work data from the 2011 Census for the existing Berry Hill residential area (which neighbours the new Berry Hill development) and adjacent areas.

5.3 The following assumptions formed the basis of the FTP targets, an approach developed in conjunction with NCC:

• Assumption that with no Travel Plan the travel to work modal split for the Lindhurst (Berry Hill) residents would replicate that observed in the neighbouring established residential area of Berry Hill.

• The implementation of the Residential Travel Plan will result in a travel to work modal split which is more akin to that of the wider Mansfield area, with some ‘local’ adjustments based on which modes are considered to have greatest potential for growth on the development site.

5.4 The 2011 Census travel to work data shows 69% of the working population of Mansfield drive to work. A further 8% travel as a car passenger and 6% use public transport. Of the Mansfield residents who use active modes of transport for travel to work, 1% cycle to work and 9% walk.

5.5 More refined targets for this residential phase will need to be established following the results of the baseline travel survey. Any revisions to the targets will be undertaken in liaison with, and with the agreement of, NCC.

Other monitoring indicators

5.6 In addition to monitoring residents’ mode of travel to work, the following indicators will be monitored to help measure the uptake of the Travel Plan initiatives:

• Number and proportion of households who receive a Household Travel Information Pack on or prior to occupation

• Indicative data on the number of households who take up the offer of a free Berry Hill bus pass (collected through the annual travel survey)

• Number of households who receive a cycle voucher.

Monitoring surveys

5.7 As stipulated in the FTP, the Travel Plan monitoring period for Phase 2 would be from first occupation to five years following 50% occupation of Berry Hill Phase 2.

5.8 As the main accesses into the site will also be utilised by through traffic it will not be possible to install automatic traffic counters into the main spine routes through the site. Therefore, it has been determined that monitoring for the residential travel plan will take the form of resident travel surveys (in accordance with NCC travel plan guidance).

Baseline surveys

5.9 Where possible, baseline travel surveys will be undertaken with Berry Hill residents at the time they reserve their new home. Surveys may also be completed during the ‘home tour’, which generally takes place several weeks before sale completion and occupation. The surveys will be undertaken by the housebuilders’ on-site residential sales staff who will ask how householders envisage they will travel once they move into the Berry Hill development. Where this is not possible a paper-based baseline travel survey will be included in the Travel Packs with a freepost envelope provided to facilitate easy return of the surveys. Residents will also have an opportunity to complete the survey digitally via QR code to help increase the survey response rate.

5.10 Baseline surveys will be added together to form a cumulative baseline for the Berry Hill development.

Annual monitoring

5.11 Following the baseline surveys, resident travel surveys will be repeated with Phase 2 residents on an annual basis (for five years following 50% occupation of Phase 2). The

surveys will be undertaken at the same time each year in a neutral month and outside of school holidays – at this stage May is determined to be the most appropriate time to undertake the annual surveys.

5.12 As Phases 1 and 2 have the same monitoring processes and mode share targets, we will explore opportunities to collect monitoring data from Phases 2 and 1 at similar times during the year. This will help us to avoid confusing sales teams and residents by running two monitoring surveys at different times on the development and will help us to develop a broader understanding of travel patterns at the development as a whole.

5.13 Surveys will be posted to residents with a freepost return envelope. An online version of the survey will also be made available and promoted to households via the paper survey and any other channels that the on-site sales team feel is appropriate for Berry Hill residents.

5.14 There will be a prize draw incentive for completion of this survey, to increase response rates.

5.15 To prevent survey fatigue, follow-up surveys for a specific year will not be issued to households who moved into their new home within 2 months of the follow-up survey issue date.

Monitoring reports

5.16 Part of the RTPC’s remit is to produce an annual monitoring report which will be submitted to Mansfield District Council and NCC. At this stage, the annual report will cover Phases 1 and 2 and will be prepared by the Residential TPC, but as the wider site is built out and occupied then the annual report will be expanded to include monitoring data for the other phases of the overall Berry Hill (Lindhurst) development site.

5.17 The monitoring report will also include any relevant information on changes of personnel, partnerships with other organisations and set out plans for the forthcoming year.

5.18 The results of monitoring surveys will periodically be disseminated to Berry Hill residents, potentially through the annual travel plan newsletter.

Travel Plan Review

5.19 The Travel Plan is a ‘living’ document, therefore for the life of the Travel Plan, The Lindhurst Group is committed to a review and evaluation of the Travel Plan for the

District and County Councils. at the end of the monitoring period. This review and evaluation will be undertaken by the Travel Plan Coordinator. An interim review will take place in September 2029 and a final review will take place at the end of the monitoring period.

5.20 If the review process shows that the Travel Plan is not delivering in terms of the mode share targets, then the Framework TPC will undertake a full review of the measures and investigate how the remaining Travel Plan Budget can be re-deployed into remedial measures that are considered a more appropriate way of achieving the mode share targets. During the final review, if the targets have not been met, the TPC will liaise with NCC to discuss and review the measures and an extension of the monitoring period, during which the TPC will remain in post.

5.21 Additional promotional initiatives that could be implemented to encourage the use of sustainable modes include:

• Intensive sprint campaign focused on specific modes of transport considered most appropriate for the target group/s.

• Targeted marketing campaign around the bus ticket discounts available to occupants who are non-bus users or irregular bus users.
