Wellness Centre) at Coochbehar District' at an estimated cost of Rs. 3,29,74,749.00 (Rupees Three Crore Twenty Nine Lakh Seventy Four Thousand Seven Hundred ts: Forty Nine) only as per the details enlisted in the Annexure - 'A'. 2. The strengthening 10rk will be executed as per the model drawing &: estimate amounting to Rs. 12,21,287.00 (Rupees Twelve Lakh Twenty One Thousand Two Hundred tsx Eighty Seven) only as per Annexure-B'. 3. The implementing agency may change the model drawing and corresponding estimate as per site conditions and for ~ceptional case, the revised amount being restricted within the sanctioned amount. Also, Ion any such case, prior intimation before preparation of B.O.Q is required to be taken from cory-petent authority of State H.Q by submitting relevant justification and documents. 4. The work will be executed by the Engineering Wing of District Health &:. Family Welfare Samity, Coochbeharl any other executing agency as deemed fit by the District Administration in conformity with the norms prescribed in Finance Department G.O. No. 5400~ F(Y) Dated. 25/06/2012 read Jith G.O No. 3060~F(Y) Dated. 11/0712014. 5. Fund will be released after submission of requisition of fund along with the statement of work awarded cost for each facility in favour of District Health &:. Family Welfare Samity, Coochbehar for payment to tfe implementing agency. 6. The implementing arncy shall complete the tendering process within a month positively, but the L.O.NWo~k Order may only be issued after confirmation of the fund source from Sate Engineering Wing. J. 7. No price escalation wi~ be allowed in any circumstances. 8. No other work will be taken up or implemented other than the actual sanctioned scheme. 9. State Team may make periodical onsite visits to review the progress of the work &: check the quality of work being implemented. 10. The tally head and FMR code of these works shall be informed in due course. 11. Senior Accounts Officer, National Health Mission will be the Drawing and Disbursing Officer in this respect. 12. Any change in the nomenclature of the notified Sub-Centre, if required, should be immediately informed to State Project Management Unit (SPMU) for issuance of necessary amendments. B. Detailed photography of the site before commencement of work, during intermediate stages of the work in progress and after completion of the work is required to be kept in record at Engineering Cell of DPMU which may be asked to submit at SPMU, if necessity arises for fu ture verification. 14.     CHAPTER-II GEOGRAPHICAL BACKGROUND OF THE STUDY AREA 2.1. Introduction: Study Area is the prime concern of any research especially in a spatial science like Geography. It is the place, based on which, the researcher carries out in-depth study and data collection. A discussion on the study area is fundamental as it helps in understanding the contextual background of the area under investigation. Mead defined study area as “the geographical studies pursued in a well-defined area” (Mead, 1969). Generally, a research is conducted within or beyond an area delimited by political or physical boundaries. However, it is sometimes difficult to delineate a study area as it may stretch beyond either of the boundaries. The study area is the geographic framework within which the field work is conducted, and thus its exact areal extent must be determined to focus and further define the purposes of the research. As the present research is based on the Geo-environmental study of the wetlands of Tufanganj and Koch Bihar Sadar subdivisions within Koch Bihar District, the study area and subsequent data collection have been confined to four community development blocks, namely Tufanganj-I, Tufanganj-II, Koch Bihar-I and Koch Bihar-II. Thus the main focus of the present chapter is on the historical background, physical and socio-economic background as well as the administrative jurisdiction and geographic location of Koch Bihar District. 2.2. Historical Background: Etymologically, ‘Koch Bihar’ or ‘Cooch Behar’ has been derived from two words- ‘Cooch’ and ‘Behar’. While the word ‘Cooch’ is a corrupted form of the word ‘Koch’ that signifies an indigenous mongoloid tribe, the word ‘Behar’ is derived from Sanskrit word ‘Vihara’, which means ‘abode’, or ‘sport’.

Economic Development; The study of human resource is vital in any discussion on either economic development or rural poverty• It is important because man is ~ot only the creator of resource but ( 1) also its user • The fuuits of economic development are en- joyed by the population of a particular region or by a particular country. There is a close relationship between the growth of population and economic development. If the rate of growth of population of.a particular region is greater than the .rate of growth of income, then the economy of that region will be caught . (2) into a ·."low level equilibrium trap." A rapid growth of popu- lation hinders economic development and aggravates poverty, if the .increased manpower is not _properly utilised into· the develop­ ment process. !n sparsely populated areas; any rise in popula­ tion· is a positive sign for economic development because it · increases exploitation of natural resources. on the otherhand, · in thickly-populated areas, any rise in population hinders· eeon~ mic development if they·are not properly utilised for development process. As development process involves both the individual and society, the growth of population as well as distribution of -43- population of our research area naturally comes into discu$sion. a) A s~udy of the population of the District. It will be interesting to trace the growth of population in the district since 1872 when the first census was taken. The settlement department took the first census in the district o1ver a period extendinq over three months and it coun­ ted 532565 heads (males 278585, females 253980) in 1872.

ABSTRACT Urbanisation has been viewed as an important factor in the areas of economic, social and environmental transformation of any region. High level of inter district disparity of urban development in West Bengal recommends importance to the study related to district level urbanisation. The main objective of the present study was to evaluate the spatio-temporal phase of urbanisation in Cooch Behar district by analysing census data in the form of level of urbanisation, urban growth differential, scale of population concentration and Eldridge Index. It is found that like other districts of West Bengal, Koch Bihar also has seen a remarkable urbanisation process during last few decades. Although the level of urbanisation is always below the state and country level. The maximum growth was recorded during the decade of independence due to huge amount of immigration. In terms of spatial variation Cooch Behar-I and II blocks are more urbanised than others. The population concentration in and around Cooch Behar town is maximum because of socio-economic and administrative viability.
