GENERAL:- 1. Ministry of Road Transport & Highways (MoRT&H) for the works entrusted to NH wing of the State PWD, Uttar Pradesh (the ‘Employer’) invites proposals from eligible consultants and the Ministry‘s empanelled Consultants up to the dead line for submission of bids for engaging Authority’s Engineer (AE) on the basis of International Competitive Bidding for the following contract package in the State of Uttar Pradesh. Selection of AE shall be as per selection procedures given in the Model Agreement for Engineering Procurement and Construction. The selected AE shall be intimated to the Contractor. 3. The proposal shall be submitted in English Language and all correspondence would be in the same language. 4. MoRT&H and the State PWD of Uttar Pradesh intends to appoint a Consultant to act as Authority’s Engineer for implementation of this EPC project. As per the Terms and Conditions of the EPC Agreement (s), the Authority’s Engineer shall perform all the duties as per TOR given in this RFP along with any amendment thereof. The selection of Authority’s Engineer shall follow the 4 Ministry of Road Transport & Highways Request for Proposal for AE laid down procedures given in the Contract Agreement signed between Employer and Contractor. 5. The interested consultancy firms may download the RFP document from the official website of the MoRT&H w.e.f. 13/04/2018 to 13/05/2018 up to 17.00 hrs. IST. The Consultant who downloads the RFP document from the website will be required to pay the non- refundable fee of Rs. NIL . The RFP will be invited through e-tendering portal. 6. The Applicant shall furnish as part of its Proposal, a bid security of Rs. 50,000 (fifty thousand) in the form of a Bank Guarantee (as per the format specified in Appendix N of this RFP document) (the “Bid Security”), valid for 60 days beyond the validity of the bid. The Bid submitted without Bid Security will be summarily rejected. The Bid Security of the successful Bidder will be returned when the Bidder has signed the Contract Agreement with the Employer and has furnished the required Performance Guarantee as specified in the document within 15 days from the receipt of the Letter of Acceptance. The Bid Security will be forfeited: (a) If a Bidder withdraws its bid during the period of bid validity. Or (b) If the Bidder fails to accept the Employer’s corrections of arithmetic errors in the Bidder’s bid (if any), or (c) If the Successful Bidder fails to sign the contract agreement with the Employer with in the prescribed period, or (d) If the Successful Bidder fails to furnish the Performance Security with in the stipulated time. Unqualified bidders would be informed regarding their non qualification, without any explanation and thereafter Bid Security would be returned unopened after the evaluation of the financial proposal and signing the contract agreement with the successful bidder. 7. The proposal should be submitted by consultancy firms in two parts. The two parts of the proposal are Part 1: Technical Proposal and Part 2: Financial Proposal. For a given EPC Project, Stage -1 of the Evaluation shall consider the evaluation of the Technical Proposal (i.e. Part 1). The firms scoring the qualifying marks (minimum 75%) as mentioned in RFP shall only be considered for further evaluation. Under stage 2, the financial proposal of such firms as selected above shall be opened and evaluated. Proposals will finally be ranked according to their combined technical and financial scores as specified in clause 5 of section 2. The first ranked Applicant shall be selected for negotiation (the “Selected Applicant”) while the second ranked Applicant will be kept in reserve. 8. The total time period for the assignment as Authority’s Engineer will be for Construction Period 18 Months +48 Months for Maintenance Period with reduced man power. 9. Consultants may apply either as a sole firm or forming Joint Venture with other consultants. In case of J.V., both the firm shall be empanelled with MoRT&H in relevant category. In case of Joint Venture, the maximum number of Joint Venture partners is limited to 2 (i.e. one lead + 1 JV partners). Formulation of more than one JV/association with different partners for the same work is not allowed and all such proposal involving the firms shall be treated as non-responsive.

Situation Report Due to heavy rainfall in Nepal and Uttarakhand, most of the river including Rapti, Ghaghara, Sharda and Sarayu is overflowing leading to flood situation in the state of Uttara Pradesh. Official sources in Lucknow said that an alert has been sounded in Bahraich district, which has been the worst affected. The water has entered into hundreds of villages in Mihipurwa, Mahasi, Balha, Kaiserganj and Jarwal development blocks, affecting a population of about 2 lakhs. These sources said that two helicopters are likely to be pressed into service for relief and rehabilitation measures Floods in Uttar Pradesh have raised fears of damage to the cane crop, as 0.6 million hectares of arable lands have been submerged Rising water levels has hit road and rail traffic and Shashtra Seema Bal and PAC jawans have been deployed to evacuate people affected by the floods. In New Delhi, the Ministry of Water Resources said in a statement that the Rapti in Balrampur district of UP was flowing at 104.62m, 0.63m above danger mark. The record for water level in the river was 105.25m on September 11, 2000. According to a Central Water Commission report, after rising menacingly in Kakardhari and Bhinga yesterday, the Rapti has crossed the maximum level in Balrampur and is still rising.

In 2017 flood in Rapti affected more than 300 villages of the district causing huge loss of life and property. This study is an attempt to analyse the inundated areas of Balrampur district in 2017 through maps prepared with the help of satellite images. In the anticipation of upcoming flood these maps can be used to demarcate possible vulnerable areas and help in channelizing human and material resources in the right direction in preparing pre-disaster management measures and hence thereby ensuring optimum utilisation of resources. Key words: Rapti, Flood, Balrampur, Satellite Images, Maps. 1. Study Area The district of Balrampur lies in the middle of the central Ganga plain of Uttar Pradesh. In the Survey of India degree sheets 63 E and 63 I, it is bounded by north latitudes 27º 03’ and 27º 52’; east Longitudes 82º 01’ and 82º 45’. It is located in the foothills of the Shiwaliks. It is surrounded by Nepal in the north and Gonda district in the south, Shrawasti district in the west and Siddharthnagar and Basti district in the east. It geographical area is 3349 sqkm. The total population of the district is 21, 48,656 according to the 2011 population census. Agricultural area Kharif and Rabi are 1, 71,229 and 1, 47,185 hectares respectively.

INDIA. Abstract: Livestock husbandry is an important agriculture sub-sector of Indian economy. It significantly contributes to the agricultural GDP in India. Livestock farming, however, has been appearing one of the most important value added farming system adopted in the country. Livestock products also play a main role in export earnings. After cultivation of crops, livestock is the second largest productive asset in rural India. India’s livestock sector is one of the largest in the world. In 2010-11, livestock generated outputs worth Rs 2075 billion (at 2004-05 prices) which comprised 4 per cent of the GDP and 26 per cent of the agricultural GDP. Livestock husbandry is well developed in Western Trans-Ghaghara (Devi Patan) plain, Uttar Pradesh. The plain of Devi Patan includes the districts of Bahraich, Gonda, Balrampur, And Shrawasti districts. In Devi Patan plain, more than 70 per cent of rural household are directly or indirectly engaged with livestock husbandry. The result obtained with the application of statistical technique shows that in all the 44 blocks of Devi Patan plain, there is a huge spatial variation of animals like buffalo, cattle, sheep and goat in all the blocks.
