UNION BUDGET - 2017-2018 - GENERAL DISCUSSION SHRI M. VEERAPPA MOILY initiating said: This Budget has turned out to be a timid one without any will power, any thrust and also the vision to take the country forward. In fact, there is no vision for the growth in the light of the falling growth backdrop, bank NPAs reaching the highest level and the Trump factor from US. Above all, it is our own self-made hara-kiri which is committed in the economy of this country for the first time, that is, demonetization. That is why, we expected this Budget to address some of the serious concerns. But when you look into the Budget, this does not address any concerns of the country. That is why, we find here that manufacturing sector is not growing up. Unemployment is just knocking our doors afflicting the economy, society and the country. The public sector investment is coming down and not taking up. Private investment is just coming down in the last three years. The need of the hour is to accelerate the economy and to promote the consumption but this Budget does not have anything substantial on this. In fact, hardly anything significant has been done even in sectors like health and education. Similarly, the merger of Plan and Non-Plan should have been brought in systematically and scientifically. Similarly, we are not fundamentally against merger of the Railway Budget with the General Budget. But the point is, these mergers have been confused. With regard to demonetization, I was just looking at some of the comparative pictures of many other countries and found that so far 22 countries have gone in for demonetization. All other countries have given the reasons of inflation, disruption of economy and many other things. But Pakistan and India have cited terrorism, black money and counterfeit as three reasons for demonetization. Then, with regard to the estimates and other things, the total expenditure is projected to fall from 13.4 per cent of GDP in 2016 to 12.7 per cent of GDP in 2017-18. The Government does not want to answer to the people. The Government say that we are not entitled to an answer. So, I would like to say unless people have confidence that money deposited in the banks can be freely convertible into cash and vice versa, they will be reluctant to deposit or to invest. Cash withdrawal curbs will further lead to hoarding. Moreover, Economic Survey itself suggested you to come out with a policy report. Again, there was an indication that Rs. 4-5 lakh crore have stayed out from the banking system. Now, after demonetization not even Rs. 1 lakh crore has stayed out as everything has come back. In fact, there is a fall in GDP. Even after two months time the banks have not revived. The unplanned, unprepared move has affected transactions to the extent of 70 per cent of the economy. As far as black money is concerned, during the UPA-II Government, a White Paper brought by us stated that Rs. 62,000 crore black money has been stashed outside. Now the Prime Minister saw this Report, picked it up, and said that this black money would distributed without knowing what the consequences are. In all, I must say that our economy has been ruined by this present Government in the name of legacy. The remaining two years, we do not expect that they will improve the situation in the country. This Government is not at all interested in building this country. SHRI HUKMDEO NARAYAN YADAV: Previous governments did not take care of poor mothers in the country. I would like to thank the hon. Prime Minister that he felt the agony of the mothers and provided Rs.6000 to the pregnant woman for food. This move of the government is going to be pivotal in providing necessary nutrients to the pregnant woman. At present we are discussing the Union Budget. As far as the direction and volition of the current regime is concerned, the measures taken by the hon. Prime Minister for the women empowerment and particularly for making pregnant women economically and mentally strong. The measures taken in this regard by the Prime Minister amply displays the intention and commitment of the Government. The budget document which contains the factors like farmer, rural population, the youth, the poor and the deprived sections of the society, infrastructure, financial sector, digital system, public service, prudent fiscal management and tax administration presents the wider contour of the approach of our government. Once again, I would like to thank hon. Prime Minister to translate the vision of Sardar Patelji and the Father of the Nation, Mahatma Gandhi by according first and second priority respectively to agriculture and rural development in the budget. In 1951, there were 71.9 per cent farmers which went down by 26.8 per cent to 45.1 per cent in the year 2001. Likewise there were 28.1 per cent agrarian labour in the year 1991 which went up by 26.08 per cent to 54.9 per cent in the year 2011. But when we see the other side of the coin we find that the number of agrarian labour has increased by 26.8 per cent which stands to mean that the persons who were earlier farmers were forced to become agrarian labour. On one hand the previous regime emphasized scientific farming with mechanization. On the other hand land was fragmented. That was not land reforms but loot of the farm lands. The hon. Prime Minister has framed a law for seizure of Benami property. The hon. Prime Minister has initiated several schemes to usher in an equitable society in India. When the hon. Minister of Finance was replying on demonetization no one could counter him. Why this disparity in the country between the rich and the poor? Why the disparity between the villages and the city, agriculture and industries? This was because of the policies of the previous regime. The Prime Minister is working for the welfare of the villages and the poor. Pradhan Mantri Krishi Sinchai Yojana will bring water to all farms. People in Uttar Pradesh know how many irrigation schemes were launched by the Congress Government. There is one western Koshi canal scheme in Mithlanchal, which started in 1960.
