EXECUTIVE ORDER NO. 79-23
ECONOMIC AND LAND-USE PL�� FOR CABRAS ISLAND AND SURROUNDING AREAS
wnEREAS, a majority of those lands in the Cabras Is-
land - Apra Harbor area are currently under federal ownership;
and
��EP�AS, such lands are critical to the economic
development and self-sufficiency of the Territory; and
WHEREAS, the Department of Defense has indicated
that portions of such lands are in excess of their projected
real-property needs; and
WHEREAS, the Government of Guam and various private
interests have a demonstrable and, in some cases, urgent need
for utilization of such properties; and
• WHEREAS, expansion of the Commercial Port on Cabras
Island is critical in the future development of the Territory's
economy and in generating needed employment and commerce; and
WHEREAS, the Government of Guam has prepared a plan
for utilization of these land areas, consistent with its over-
all economic and land-use plans and policies;
NOW, THEREFORE, I, PAUL M. CALVO, Governor of Guam,
by virtue of the authority vested in me by the Organic Act of
Guam, as amended, do hereby:
l. order the Economic and Land-Use Plan for
Cabras Island and Surrounding Area to be the official plan of
the Government of Guam for development of this area,
2. direct all agencies and instrumentalities of
the Government of Guam to assist in the implementation of this
plan within the scope of their authorities, and --,
3. respectfully request the assistance and support
of the Fifteenth Guam Legislature, Congress of the United States,
and the Department of Defense in its implementation.
