[Ath January, 1911.] "TTTHEREAS by the provisions of the Prahran and Malvern Tramways fcre»mbi». W Trust Act 1907 a body corporate known as the Prahran and Malvern Tramways Trust was created for the purpose (inter alia) of constructing and operating certain tramways in the municipalities of Prahran and Malvern: And whereas the said municipalities have agreed with the municipalities of St. Kilda and Caulfield to apply for a joint Order in Council under the Tramways Act 1890 authorising them to con­ struct a tramway in Dandenong-road from Ohapel-street to Glenferrie- road and to transfer to the Prahran and Malvern Tramways Trust the powers and authorities oonfpred or to be conferred by such Order in Council: And whereas it is desirable to provide for the representation of such last-mentioned municipalities on the Trusts And wherdas it may hereafter be desirable that Orders in Council under the provisions of the Tramways Ad 1890 or any amendment thereof be granted or trans­ ferred to the Trust and that representation on the Trust be given to municipalities other than those hereinbefore named: And whereas for these and other purposes it is expedient to make provision for the repre­ sentation of other municipalities on the said Trust and to consolidate and amend the Frahran and Malvern Tramways Trust Acts: Be it therefore enacted by the Sling's Most Excellent Majesty by and with the |ii.3 00$ i*i> * 1 GEO. V.] Prahran and Malvern Tramways Trust. 1T [No. 2294. the advice and consent of the Legislative Council and the Legislative Assembly of Victoria in this present Parliament assembled and by the authority of the same as follows:— Title of Act. 1. This Act may be cited as the Prahran and Malvern Tramways Trust Act 1910. Repeal of Acts. 2. The Acts mentioned in the First Schedule to this Act are hereby First Schedule. repealed : Provided that unless a contrary intention appears herein such repeal shall not affect property vested acts and things authorized or powers acquired and all existing contracts and obligations may be carried out and enforced and all creditors shall have the same rights and remedies and all debentures shall have the same force and effect as if this Act had not been passed and all by-laws made under any such Acts shall remain in force until repealed. Interpretation 3. For the purposes of this Act the following terms when not incon­ clause. sistent with the context or subject-matter shall have the several meanings hereinafter assigned to them:— " The Minister " shall mean the Minister of the Crown for the time being administering the Department of Public Works. " The city of Prahran " shall mean the Mayor Councillors and Citizens of the city of Prahran. "The city of St. Kilda " shall mean the Mayor Councillors and Citizens of the city of St. Kilda. " The town of Malvern " shall mean the Mayor Councillors and Burgesses of the town of Malvern. " The town of Caulfield " shall mean the Mayor Councillors and Burgesses of the town of Caulfield. " The Trust" shall mean the Prahran and Malvern Tramways Trust. " The municipalities " shall mean the municipalities for the time being having representation on the Trust. " The undertaking" shall mean the tramways heretofore con­ structed by and now vested in the Trust and all tramways hereafter constructed or to be constructed by or which may hereafter be or become vested in it and all lands buildings and appurtenances and all rolling-stock machinery and plant at any time acquired or used by it in connexion with any of such tramways. Trust incorporated. 4. As from the twenty-third day of December One thousand nine hundred and seven there shall be a body corporate by the name of the Prahran and Malvern Tramways Trust hereinafter called " The Trust" and such body corporate by" that name shall have perpetual succession and a common seal and may sue and be sued and shall have power to purchase take hold sell mortgage lease take on lease exchange or dispose of land or property for any of the purposes of the Act. 5. First Schedule had not been hereby repealed and upon the appointed day the members of the Trust other than the Chairman shall retire from office. Upon and after the appointed day and subject to the provisions Future constitution hereinafter contained the Trust shall consist of five members one of Tru-t of whom shall be a member of and elected by the council of the city of Prahran and one of whom shall be a member of and elected by the council of the city of St. Kilda and one of whom shall be a member of and elected by the council of the town of Malvern and one of whom shall be a member of and elected by the council of the town of Caulfield and a fifth member who shall be and is hereinafter referred to as " The Chairman." The publication by the Trust in the Government Gazette of a notice stating the day appointed for such alteration of the construction of the Trust shall be conclusive evidence of the appointed day. 6. In case of a vacancy in the office of Chairman the same shall be filled Future chairman, by the appointment of some person to be appointed by the' councils of how rfw5tod- 2 1 S h#dule the municipalities and who shall not be a member of any of such councils. ^£ 2 ^d 5 If such councils shall fail to agree upon the person to be appointed as such Chairman within one calendar month after such vacancy occurs the Minister for the time being shall by writing under his hand nominate and appoint some person to be such Chairman and shall signify such appointment to the Trust in writing and such nomination and appoint­ ment shall be as effective as if the same had been made by the councils of the municipalities. 7. [Ko. 2204. re-elected a member of such, council at the election consequent upon or occurring fit the same time as such seat becomes vacant he shall cease to be a member of the Trust and his place shall be filled by the council by which he was elected and his successor shall hold office for the balance ot the term for which he was elected.     Rod Blackmore’s AUSTRALASIAN THEATRE ORGANS Victoria section Best known location: Malvern Town Hall (Melbourne) Compton theatre organ 3 manuals, 17 ranks Console came from organ originally in Astoria theatre, Old Kent Road, London, England. Pipework is of mixed origins. Malvern is a suburb 7.5km southeast of the Melbourne CBD. The impressive Town Hall on the corner of High Street and Glenferrie Road is a jewel in the crown of the local government area known as the City of Stonnington, and the building is also known as the Stonnington City Centre. It was built in 1885-6, late Victorian and Italianate in style. The clock tower was added in 1890, and council chambers and a portico in Glenferrie Road were added in 1927. It is regarded as being aesthetically and historically significant in heritage terms. The main auditorium (or ballroom) has a vaulted ceiling and pendant lighting; there is a rear gallery. Seating capacity is about 600. In 1994 the City of Malvern and most of the City of Prahran were amalgamated to become the City of Stonnington. The 3 manuals 17 ranks Compton organ now installed in the Malvern Town Hall is owned by the Theatre Organ Society of Australia (Victoria division). Members David Cross and Norm McClure had purchased a 3 manual Compton console that had been one of twin consoles at the Astoria theatre, Old Kent Road, London, England, together with 5 ranks of pipes; these had been further acquired by Frank Douglas, and imported by him. In July 1969 TOSA decided to purchase these from Douglas.

    Analysis of Victorian Councils Post Amalgamation September 2019 spence-consulting.com Spence Consulting 2 Analysis of Victorian Councils Post Amalgamation Analysis by Gavin Mahoney, September 2019 It’s been over 20 years since the historic Victorian Council amalgamations that saw the sacking of 1600 elected Councillors, the elimination of 210 Councils and the creation of 78 new Councils through an amalgamation process with each new entity being governed by State appointed Commissioners. The Borough of Queenscliffe went through the process unchanged and the Rural City of Benalla and the Shire of Mansfield after initially being amalgamated into the Shire of Delatite came into existence in 2002. A new City of Sunbury was proposed to be created from part of the City of Hume after the 2016 Council elections, but this was abandoned by the Victorian Government in October 2015. The amalgamation process and in particular the sacking of a democratically elected Council was referred to by some as revolutionary whilst regarded as a massacre by others. On the sacking of the Melbourne City Council, Cr Tim Costello, Mayor of St Kilda in 1993 said “ I personally think it’s a drastic and savage thing to sack a democratically elected Council. Before any such move is undertaken, there should be questions asked of what the real point of sacking them is”. Whilst Cr Liana Thompson Mayor of Port Melbourne at the time logically observed that “As an immutable principle, local government should be democratic like other forms of government and, therefore the State Government should not be able to dismiss any local Council without a ratepayers’ referendum.

This shows the area only having isolated development. History The name ‘Toorak’ is now synonymous with wealth, prestige and first class residential real estate. This association was equally relevant one hundred and fifty years ago when James Jackson built his mansion on 148 acres of well-wooded land, and named it ‘Toorak House’. ‘Toorak House’ was not only the grandest mansion in the colony, but also became the vice-regal residence from 1854. The name ‘Toorak”, an Aboriginal word meaning ‘reedy swamp’ or ‘duckweed’ (originating from the amount of this weed found floating on the marshy flats between Toorak Road and the river), was an unusual choice for a prestigious house which in turn gave its name to a prestigious suburb.1 The early development of the immediate environs was characterised by the mansion estates. EXISTING LISTINGS: Part HO126. The National Trust of Australia (Vic) maintains a file on the street (B7144). LEVEL OF SIGNFICANCE: The section between Commercial Road and High Street is significant at a National level, the sections north of Commercial Road and south of High Street, are significant at a State level. Some satellite elements within the broader precinct are significant at a local level. ASSESSED BY: John Statham, Heritage Advisor, City of Stonnington. ASSESSMENT DATE: May 2012. STATEMENT OF SIGNIFICANCE What is significant? Chapel Street is a remarkably intact commercial strip comprised principally of late-nineteenth and early-twentieth century shops. A number of notable individual buildings are located within the street. These include buildings of State significance such as the Prahran Town Hall buildings (HO15, VHR H0203) and the Prahran Arcade (HO16, VHR H1960) and large numbers of retail and commercial premises of local significance. This latter group includes shops from the 1850s to 1860s (Nos 24-26, 92, 302 and others), premises from the boom and Edwardian periods and buildings across the various periods of development of very high individual significance such as, the former CBA Bank (No 340-44) and former Brown, Corke & Co buildings (No265-7) and the Edwardian emporia. Postwar development is uncommon within the precinct and, with few exceptions, is generally recessive in character The central sections of Chapel Street between Malvern Road and High Street retain the highest concentration of significant buildings.

Rodgerson at the NW. corner of Salmon Street and Williamstown Road were built in 1938. They are aesthetically important as a rare surviving building of their type in the Streamlined Moderne mode (Criteria B and E), being enhanced by their intact state. Primary Source Andrew Ward, City of Port Phillip Heritage Review, 1998 Other Studies Description A petrol filling station and two storeyed industrial premises at the rear in the Streamlined Moderne manner with curved canopy and centrally situated office beneath with curved and rectangular corner windows symmetrically arranged. At the rear the industrial premises are of framed construction with dark mottled brick cladding enclosing steel framed window panels at ground floor level and plain stuccoed panels above. Condition: Sound. Integrity: High. History Crown land was released for sale at Fishermen's Bend in the 1930’s. William Rodgerson purchased lot 1 of Section 67C on the north west corner of Williamstown Road and Salmon Street. It comprised one acre. In 1938, Rodgerson built a service station on the site, which twenty years later he was still operating. From the early 1960’s, Rodgerson began a business as a cartage contractor. He worked out of the same premises as W.Rodgerson Pty Ltd.

Elements that contribute to the significance of the place include (but are not limited to): • The house’s original external form, materials and detailing • The house’s high level of integrity to its original design. Later alterations and additions, such as the garage at the front boundary, are not significant. How is it significant? ‘Keyham’, 4 Burnie Street, Toorak is of local architectural and aesthetic significance to the City of Stonnington. Why is it significant? ‘Keyham’, 4 Burnie Street, Toorak is a fine and representative example of a Federation house. It displays typical features of the Federation Queen Anne architectural style popular in the first decade of the twentieth century in Toorak and across Melbourne more broadly, including a picturesque, asymmetrical front façade, a verandah roof integrated with the main roof, and the use of materials such as red brick, slate roof with terracotta detail and half-timbering to gable ends (Criterion D). ‘Keyham’, 4 Burnie Street, Toorak is a carefully designed and well-resolved example of a Federation house. The front façade, with dominant, contrasting projecting roof bays, polygonal window bay, rich timber decoration and decorative encaustic tiling, presents a picturesque composition of this architectural style (Criterion E).
