Norris, Sr., to the United States District Court for the Western District of Tennessee. After a comprehensive review of Mr. Norris’s record, we have concluded that his views on civil rights issues are fundamentally at odds with the principles of equality, liberty, justice and dignity under the law, particularly with regard to LGBT Americans, and that he will not be able to overcome his personal beliefs when asked to administer fair and impartial justice. We are convinced that Mr. Norris is demonstrably unqualified for a lifetime appointment to the federal bench. We strongly urge you to oppose his nomination. While Mr. Norris’s broader anti-civil rights record is so voluminous that it took the Alliance for Justice nearly 20 pages to summarize,1 this letter underscores the lengths to which Mr. Norris has gone to oppose the basic civil rights of LGBT people. Unlike attorneys who seek to claim that they were merely advancing the views of their client, Mr. Norris has expended significant personal effort to advance legislation that would privilege and protect those who seek to discriminate against LGBT people.

    Senate Rushing to Confirm Trump Judges Who Back Voter Suppression By Billy Corriher and Michele L. Jawando November 8, 2017 President Donald Trump is rapidly filling a record number of empty seats on the federal courts. Many of his nominees have problematic records on voting rights. A Trump nominee from North Carolina, Thomas Farr, is one example. Farr has a decades-long record of defending voter suppression—from his time working on the racially charged 1990 campaign of Sen. Jesse Helms (R) to helping legislators draft and defend a 2013 voting law, one that a federal court said targeted African American voters “with almost surgical precision.”1 Other nominees include a former state legislator who pushed a discriminatory voter ID law2 and a White House lawyer who helped establish President Trump’s “Election Integrity Commission” that critics contend is aimed at suppressing the rights of voters.3 Justice Neil Gorsuch, the president’s controversial first Supreme Court appointment, sided with the state of Texas in voting to overturn a lower court’s decision that struck down the 2011 redistricting map for discriminating against Latino voters.4 Reporter Ari Berman noted that eight different court rulings since 2011 found Texas guilty of intentionally discriminating against certain voters, including three rulings in August 2017 alone.5 Yet Gorsuch and the other conservative Supreme Court justices declined to require the state to promptly fix its discriminatory election districts. If so, what does that mean to you? If not, how would you describe your approach? If I am fortunate enough to be confirmed as a district judge, my approach to constitutional interpretation would be to begin first and foremost with the precedent established by the United States Supreme Court and the Sixth Circuit. I would faithfully apply that precedent to the best of my ability. If there were no governing precedent on point, I would attempt to discern the original meaning of the text from the words used, the history, and the constitutional structure. You have held elected office since 1994 — six years on the Shelby County Commission, and the past seventeen in the Tennessee State Senate. Prior work in a partisan political role does not disqualify someone from serving as a federal judge, but the Senate Judiciary Committee is usually very interested in whether judicial nominees can separate the work of an elected official from the work of a federal district court judge. What evidence can you offer the Committee that you are capable of being a neutral arbiter of federal law, and will not advance a partisan agenda from the bench?
