DEPARTMENT of JUSTICE Office of the City Prosecutor of Carcar (Cebu) DEPARTMENT OF JUSTICE Office of the City Prosecutor of Carcar (Cebu) CITIZEN’S CHARTER I. Mandate: The Department of Justice (DOJ) derives its mandate primarily from the Administrative Code of 1987 (Executive Order No. 292). It carries out this mandate through the Department Proper and the Department's attached agencies under the direct control and supervision of the Secretary of Justice. Under Executive Order (EO) 292, the DOJ is the government's principal law agency. As such, the DOJ serves as the government's prosecution arm and administers the government's criminal justice system by investigating crimes, prosecuting offenders and overseeing the correctional system. The DOJ, through its offices and constituent/attached agencies, is also the government's legal counsel and representative in litigations and proceedings requiring the services of a lawyer; implements the Philippines' laws on the admission and stay of aliens within its territory; and provides free legal services to indigent and other qualified citizens. II. Vision: A just and peaceful society anchored on the principles of transparency, accountability, fairness and truth III. Mission: Effective, efficient and equitable administration of Justice IV. Service Pledge: We undertake to provide every person equal access to justice, to faithfully safeguard constitutional rights and ensure that no one is deprived of due process of law. Our commitment is to advocate for reforms in partnership with our stakeholders, to simplify processes and to re-engineer systems to best serve our constituents. It answers these objectives to: (1) check its profile with reference to: capitalization, volume of products, types of products, marketing, profit and number of workers; (2) ascertain its problems; (3) assess its economic potential to different stakeholders, namely: business owners, workers, vendors, and the community; and (4) evaluate its effects to the other sectors of the city.This study used an ethnographic design with naturalistic observation, interviews of key informants, field notes, and supported with secondary data. KIs were interviewed through interview guides, during their most convenient time. To observe ethics, names of KIs and other stakeholders were held confidentially. The findings were validated through expert triangulation. The chicharon business contributed to Carcar’s small scale industry. Despite various challenges faced; it continued to grow, contributing to the socio-economic development. Its potential cascaded to other economic sectors, especially for the city’s viability as a tourism hub.

    F1 FIESTA IN CARCAR Carcar is one of the major cities in the Southern part of Cebu. It is noted for its well-preserved Spanish architecture and enticing delicacies that are hard to resist. It is also well known and recognized as the shoe-mak- ing capital of Cebu. Another interesting form of entertainment when visiting this city is their Kabkaban Festival. Every November 24-25, this festival is celebrated by locals. Danc- ers perform special types of dance rituals to drive away bad spirits in the surrounding areas.
