HOME OFFICE Emergency Planning College Chief Librarian EP GEN: EPU Plan 004 8 Version 1 Re-issued July 2008 Major Accident Hazard Pipelines Emergency Response Plan SECTION 1 SCOPE OF PLAN 1.1 Introduction Pipelines carry dangerous fluids that possess properties that may give rise to major accidents. These could be flammable fluids such as feedstock or product to/from petrochemical installations or gaseous vapours from the public gas supply network. The Health and Safety Executive approach to regulating major hazards is based on controls designed to identify installations (including pipelines) with a major accident potential to control the hazard and to mitigate the consequences of accidents, should they occur, through emergency planning and land-use planning. 1.2 Legislative Background The Health and Safety Executive (HSE) has issued regulations and guidance for the control of health and safety risks arising from onshore and offshore pipelines. A single set of regulations made under the Health and Safety at Work Act 1974 replaces separate onshore and offshore legislation that formerly applied. These goal setting, risk based regulations known as the Pipeline Safety Regulations (PSR) 1996, became effective from 11th April 1996. Local authorities are required under Reg. 25 to prepare an emergency response plan for each Major Accident Hazard Pipeline passing through their area. 1.3 Aim The Pipeline Emergency Response Plan has the following aim: • to detail action to minimise the consequences to the health and safety of people in the event of a major accident hazard pipeline emergency. 1.4 Plan Objectives The

The first is to enable the general reader to acquire a knowledge of the significance of the names of places around him—names he is daily using. A greater interest is popularly taken in this subject than is apt to be supposed, and excellent proof of this is afforded by the existence of the strange corruptions which place names are wont to assume by reason of the effort on the part of people to give some meaning to words otherwise unintelligible to them. The other object of the book is to place the results of the writer's research at the disposal of students of the same subject, or of those sciences, such as history, to which it may be auxiliary. The indisputable conclusion to which an analysis of Fife—and Kinross for this purpose may be considered a Fife— part of place names conducts is, that the nomen- clature of the county may be described as purely of Goidelic origin, that is to say, as belonging to the Irish branch of the Celtic dialects, and as perfectly free from Brythonic admixture. There are a few names of Teutonic origin, but these are, so to speak, accidental to the topography of Fife.

My contract is for one day a week in addition to the Sunday services and I hope to get to know you better and to be able to help where I can in an unsettling time. Like many parishes in Scotland today, you are involved in vacancy procedures at a time when numbers coming forward to serve the Church are at an all time low. I have been involved in ministry for 46 years, the first 20 years as parish minister in Dunfermline, followed by 2 years as Deputy Secretary in the Committee of Education for the Ministry, with specific responsibility for the recruitment and training of candidates. These were exciting times, with numbers training for ministry the highest they had been for years. In the late 1980s I was working with about 200 students in the four colleges, while today numbers are in the low 60s.

    Extracts From inland. The latter contains the Parish Church and Manse, the Parish School and School-House, two farm houses with farm steadings, and about a Westwood's dozen workmen's cottages. It is not, properly speaking, a Royal Burgh, for so far as is known, it never had a Royal Charter, and it holds feu of a parochial directory subject superior, Admiral Bethune, of Balfour. It seems, however, to have exercised the privilege for the counties of of sending a member to the Scottish Parliament without any objections; and at the Union it was classed with the two Anstruthers, Crail, and Fife and Kinross Pittenweem, in sending a member to the British Parliament; and by the Reform Bill it was, for the 1862 same purpose, conjoined with these burghs, along with Cupar and St Andrews. The magistrates had the ordinary jurisdiction of Kilrenny Parish Including magistrates of Royal Burghs, until, in Cellardyke consequence of an error in a previous election, it was disfranchised in 1828; since which period, all municipal matters have been under the charge of This Parish, containing the inland village of managers appointed by the Court of Session. Kilrenny and the fishing village of Cellardyke, is on the south-east border of the Nether Kilrenny, or Cellardyke, consists of one County. It is bounded by the Firth of Forth on the main street running along the shore, eastward south, by the parish of Grail on the east, by Crail from the boundary with Anstruther Easter. It is and Carnbee on the north, and by the two separated from that parish by a small burn, and Anstruthers and Carnbee on the west.
