The aim of this profile is to provide the Local Area Partnership with background data and intelligence about the characteristics of the area. In this way the partnership can better assess how it needs to focus its efforts.

The majority of the data used in the profile is Census 2011 data. This was collected in March 2011, and gives the most accurate and up-to-date picture of the area possible.

Whilst every effort has been made to provide accurate data, some figures are estimates due to complications of disaggregation.

Central Lakes Local Area Partnership in Perspective

Central Lakes Local Area Partnership (LAP) has the fourth largest population of all the eight South Lakeland LAPs. Incorporating 2 parishes and one town council, it has one of the smallest representations of all the South Lakeland partnerships. The LAP also incorporates 5 District Council wards and 2 County Council wards.

Central Lakes LAP is fed by the A591 from Keswick, the Lakes and the North. The same road also feeds into the LAP from the East and Kendal. The A593 enters the southwest of the LAP and links the area to Coniston, and Barrow-in-Furness. The M6 motorway approximately 16 miles away to the southeast provides easy access to the North and Scotland and direct routes to the South. Hourly trains link Windermere to Kendal Oxenholme, then onto Scotland and the South.

Central Lakes is situated in the north west of South Lakeland and the centre of the Lake District National Park. It offers some of the most breath taking scenery the UK has to offer. It is home to the longest lake in England, Windermere, and some of the most popular tourist centres in the North, , Grasmere, Windermere and Bowness-on-Windermere. The area is scattered with popular tourist attractions such as the Beatrix Potter museum, the Lake Steamers on Windermere and a variety of walking terrain which attracts a high volume of visitors throughout the year.

The LAP has requested that, where necessary, the profile be broken down into wards (rather than parishes). As the map on the following page shows, there is a small part of Coniston and Crake Valley ward in the LAP area (Skelwith parish). In this instance parish data has been used as to not skew the data with the inclusion of the whole of Coniston and Crake Valley ward figures.

Central Lakes LAP People

Central Lakes LAP is made up of a number of close knit communities. The people who live in these communities in the main own their own homes, drive their own cars and hold down responsible jobs. People who live in the partnership area are practical and enterprising in their orientation. The older residents of Central Lakes LAP are in the main people who own their homes and who have some source of income beyond the basic state pension. The Central Lakes LAP also includes residents who have rewarding careers rather than jobs, who live in sought after locations, who drive the more modern and expensive cars and who indulge in the more expensive leisure pursuits.

The isolated nature of parts of the LAP makes residents see the area as a distinctly good place in which to live. Neighbours may not be on the doorstep, but there is a general willingness to help each other. Fear of crime is generally low, as the perpetrators are unlikely to live locally or to move to the area. Usual Resident Population

In 2011, the population of Central Lakes LAP was 12,934, the fourth highest of all South Lakeland LAPs and 12.5% of the overall district population. The population has decreased in the LAP area by 4.6% since 2001, when the count stood at 13,559 residents. Windermere Bowness South ward has seen the biggest proportionate increase in population of 28% from 1,774 to 2,271. Ambleside and Grasmere ward has seen the biggest decrease of 14.2% from 4,629 to 3,971.

Male residents make up 48.9% of the population, 51.1% being female. The Central Lakes LAP covers an area of 17,031 hectares (65.76 square miles), equating to a population density of 0.8 people per hectare (196.7 per square mile).

When looking at the broad age bands, the proportion of 0-15 year olds has stayed pretty similar over the ten year period between 2001 and 2011, however there has been a decrease of 10% in the number of residents of this age due to the reduction in population. Windermere Bowness South ward saw the biggest proportionate increase of 31.3%, with Skelwith parish (part of Coniston & Crake Valley ward) seeing the biggest decrease of 44.8%. There has been a slight decrease in the proportion of 16-64 year olds (working age), an 8.3% fall since 2001. Windermere Bowness South ward again saw the biggest proportionate increase (20.7%), and Skelwith parish saw the biggest decrease (33.3%). The over 65 age range is the only age group to see an increase over the ten year period (9.8%). Skelwith parish saw the biggest proportionate increase (113.6%), with Windermere Bowness North seeing the smallest increase (3%). No ward saw a decrease in this age range.

When comparing the broad age range proportions (2011) against those at district level, it can be seen that all the age ranges are fairly similar to South Lakeland as a whole.

The Census 2011 data shows us that the 18-24 year age range saw the largest decrease in of 33.7% between 2001 and 2011 in the Central Lakes LAP. The age range which saw the largest increase was the 90 years and over population (18.2%). It is notable that all the age ranges above 60 have seen an increase over the ten year period, whiles all the age ranges under 15 have decreased.

Almost one in three residents (30.9%) over the age of 16 in Central Lakes LAP are single. Almost half (49%) are either married or in a civil partnership. 11.3% are either separated or divorced, while 8.8% are widowed.

Health & Wellbeing

The overall health of Central Lakes LAP’s residents is generally good, with more than four in five (83%) saying that their health is either very good or good when asked in the 2011 Census. Just 3.8% (494 residents) said that it was bad or very bad. Windermere Bowness South ward has the highest proportion of residents with good/very good health (85.3%), while Windermere Applethwaite and Troutbeck ward has the highest proportion of residents with bad/very bad health (4.9%).

Again, the overall majority of residents (82.4%) are not limited in their day-to-day activities by any health problems or disability. However, 1,352 residents’ (10.5%) day-to-day activities are limited a little, and 926 (7.2%) limited a lot through health problems or disability. Skelwith parish has the greatest proportion of residents with no limiting health problems/disability (85.8%), while Windermere Bowness North ward has the biggest proportion limited a little (11.9%) and Windermere Applethwaite and Troutbeck ward the largest percentage limited a lot (9.9%). 10.5% of residents provide some kind of unpaid care, the majority between 1 to 19 hours per week. These proportions are all similar to those of South Lakeland as a whole.

The average life expectancy in Central Lakes LAP is 82 years. This is higher than the average for the district as a whole (80.6 years).

An estimated 28% of adults in Central Lakes LAP smoke, higher than the district estimate of 22%. 19% are estimated to binge drink (consumption of more than 8 units in a day at least once a week for a man, 6 for a woman), slightly lower than the district estimate. The estimate of obesity in the LAP is the same as the South Lakeland estimate of 22%.

8.5% of the children (0-19 years old) in Central Lakes LAP are said to be living in child poverty. This is defined as children living in families in receipt of Council Tax Credits whose reported income is less than 60% of the average income, or in receipt of Income Support or income based JSA. This is slightly higher than the average for South Lakeland which stands at 7.5%. Windermere Town ward has the highest proportion of children in child poverty in the ward (12.9%).

Ethnicity, Nationality & Religion

The overall majority of Central Lakes residents are classed as White British (90.3%), with 6.9% being classed as White Other (Irish, European, Australian etc), this highest of all eight LAPs. The remaining 2.8% is made up of Asian and Black African/Caribbean residents (including mixed race). When compared to South Lakeland as a whole, the proportion of White British is lower, while White Other, Black and Asian are all higher.

England is the country of birth of 86.5% of the Central Lakes LAP residents, with Britain as a

Ireland). 5.7% of residents name their country of birth as other EU member countries, with the remaining 3.9% being born elsewhere. The proportion born in Britain is the lowest of all South Lakeland’s LAPs, with those born in the EU and elsewhere the highest in comparison.

One in seven Central Lakes LAP residents (14.4%) do not own a passport, while 78.3% own a UK one. 5.1% own a passport from another EU country (compared to 1.7% at district level).

Christianity is the main religion in Central Lakes LAP, as it is in South Lakeland as a whole, with 66.9% of residents following this faith. Almost one in four residents (23.5%) do not follow any religion.

Housing

There are 8,050 dwellings in Central Lakes LAP, (5,773 households, there may be multiple dwellings in one household i.e. shared houses). Over half of the dwellings are detached (25.7%) and terraced (26.5%), while 19% are semi-detached. Purpose built flats account for 16.1% of dwellings, with shared houses (8.6%) and commercial buildings, i.e. hotels, pubs (3.1%) making up the rest. When compared to South Lakeland as a whole, the proportion of terraced houses, flats, shared houses and commercial building accommodation is higher in the LAP, while the proportion of detached and semi-detached dwellings is lower.

Of the total households in Central Lakes LAP (5,773), 39.1% are owned outright and 20.3% are owned with a mortgage. 19.4% are private rented (landlord, letting agent etc) and 18.1% are social rented (local authority, housing agency etc). The proportions of rented households in the LAP are the highest of all the South Lakeland LAPs. Compared to the district as a whole, there are a lower proportion of homes owned outright or with a mortgage in the LAP, and a higher proportion rented (both social and private).

In April 2010 there were 1,231 second homes registered for council tax in the LAP, which is 15% of the domestic properties registered for council tax in the LAP area. This is more than twice the proportion at district level (6.8%), and the highest of the eight LAPs. At the same period there were 747 holiday homes, 9.1% of the total and three times the proportion of South Lakeland overall (9.1%), and again the highest off all eight LAPs. Skelwith parish has the highest proportion of second homes in the LAP (21.8%), while Ambleside & Grasmere ward has the highest proportion of holiday homes (16.6%).

The average house price in Central Lakes LAP is £317,458, while the average household income is £31,207. This makes the average house price more than 10 times higher than the average household income. This is called the household affordability ratio. As can be seen in the following table, the LAP’s affordability ratio is higher than the district ratio, showing that properties in Central Lakes LAP are less affordable than they are in South Lakeland overall (the least affordable of all eight LAPs).

25.2% of the households in Central Lakes LAP are inhabited by families, 32.6% are inhabited by cohabiting or married couples, and 36.2% are one person households. When compared to South Lakeland as a whole, there is a lower proportion of family and couple households in the LAP, and a higher proportion of one person households.

Almost one in five households in Central Lakes LAP (19.2%) do not own a car or van, compared to 15.3% at district level. 52.7% of households own one or two vehicles.

Nearly all households in Central Lakes LAP (95.9%) have central heating, with gas being the most popular means of supply (69.1%). However, one in six households (16.9%) are considered to be in fuel poverty. A household is considered to be in fuel poverty if it needs to spend more than 10% of income on fuel to maintain an adequate heating regime. This proportion is lower than that of South Lakeland, which stands at 23.2%. Ambleside & Grasmere ward has the highest proportion of households in fuel poverty, with one in five (19.8%) households considered to be fuel poor.

Qualifications

Almost a third of residents (32.1%) over 16 years old in Central Lakes LAP are qualified up to and above level 4 (Masters, Degree, Diploma, Certificate of Higher Education etc). 12.2% are educated up to level 3 (A/AS level), 15.8% up to level 2 (GCSEs at grades A*-C), and 12.1% at level 1 (GCSEs at grades D-G). 4.2% are qualified as an apprentice, while 17.5% have no formal qualifications. When compared with South Lakeland as a whole, there are lower proportions of residents with no qualifications and educated up to level 4 in the LAP, while the other levels of qualification are similar in comparison.

Employment & Business Environment

Residents between the ages of 16 to 74 are considered to be of working age in the 2011 Census, and are referred to as the working age population (this has increased from 16-64 years old in the previous 2001 Census).

In 2011 there were 9,555 residents of working age in Central Lakes LAP. 73.2% of these residents are classed as ‘Economically Active’. This is defined as residents either in employment or actively seeking employment. 36.1% of the working age population were in full-time employment, 14% were in part-time employment, and 18.1% were self-employed. Just 2.1% were unemployed and 2.9% were full-time students. In comparison with South Lakeland, there is a lower proportion of part-time employees and a higher proportion of self- employed residents in the LAP. Windermere Town ward has the highest proportion of economically active residents (75.7%), with Windermere, Applethwaite & Troutbeck ward having the lowest (65.7%).

26.8% of the working age population in Central Lakes LAP are classed as ‘Economically Inactive’. This is defined as residents not in employment or actively seeking employment. 17.9% were retired, 3.2% were students, 1.9% were looking after the home and/or family, and 2.3% were long-term sick or disabled. The LAP has a lower proportion of retired working age residents when compared to the district as a whole. Windermere, Applethwaite & Troutbeck ward has the highest proportion of economically inactive residents (34.3%), while Windermere Town ward has the lowest (24.3%).

Concluding Overview of Central Lakes LAP
