Victorians have worked hard and sacrificed a lot to get to this point. We thank them for their patience and perseverance. Today’s announcement is a reflection of the dedication and effort of Victorians - taking the next step to reopen Victorian society and the state’s economy. After a long winter, there is light at the end of the tunnel for Victorians. As we said yesterday - Victorians have made great progress in reducing the rate of COVID-19 infections from the second wave outbreak in Victoria. The new National Framework to reopen by Christmas is a clear and transparent, three step national plan which provides the Australian community and businesses with a way forward where Australians can live and work in a COVID Normal Australia, ensuring that we maintain strong health protections and minimise job losses and mental health impacts. Under the new ‘National Framework’ released last week, Victoria is now moving towards Step 1 - an important step on the pathway to COVID Normal. Australia has been a world leader in fighting the virus to save lives and to save livelihoods and with today’s announcement, we look forward to Victoria continuing to make progress on the path to reopening and joining the rest of the country at Steps 2 and 3 in the national plan. -

Australia and the Coronavirus A Keynote Speech by Hon Tony Abbott AC Chaired by Katy Balls Australia and the Coronavirus Crisis A Keynote Speech by Hon Tony Abbott AC Chaired by Katy Balls Transcript How to deal with a potential pandemic was often on my mind during four years as health minister in the Australian government of John Howard. In those days, hundreds of people – nearly all in East Asia and living in close contact with poultry – contracted bird flu; and about a half died. The fear back then was that a pandemic variant could become an even more deadly form of the Spanish flu, that killed up to 50 million people, mostly between 20 and 40, in the wake of the Great War (including over half a million from a then-US population of just on a hundred million); or a supercharged version of the Asian flu that killed upwards of a million people world-wide in the late 1950s; or the Hong Kong flu that killed another million or more in the late 1960s. As things worked out, there was no pandemic on my watch as minister – but there was one, swine flu, in 2009, that’s thought to have killed about 300,000 people world-wide, including 191 from just under 40,000 cases in Australia. Perhaps surprisingly, that pandemic barely rippled the public’s consciousness. Still, as the minister who would have been blamed for any deficiency in Australia’s pandemic preparedness, I beefed up the National Medicine Stockpile (including one of the world’s largest holdings of anti-viral drugs), established the Australian Health Protection Committee, and made formal speeches laying out the initial plan to deal with any crisis. -

The Liberal Campaign in the 2013 Federal Election Brian Loughnane On Saturday 7 September 2013 the Liberal and National Coalition won a decisive majority, the Labor Party recorded its lowest primary vote in over 100 years and the Greens had their worst Senate vote in three elections. The Coalition’s success was driven by the support of the Australian people for our Plan to build a strong prosperous economy and a safe, secure Australia. It was the result of strong leadership by Tony Abbott, supported by his colleagues, and a clear strategy which was implemented with discipline and professionalism over two terms of parliament. Under Tony Abbott’s leadership, in the past two elections, the Coalition won a net 31 seats from Labor and achieved a 6.2 per cent nationwide two-party- preferred swing. At the 2013 election the Coalition had swings towards it in every state and territory—ranging from 1.1 per cent in the Northern Territory to 9.4 per cent in Tasmania. At the electorate level, the Coalition won a majority of the primary vote in 51 seats.1 In contrast, Labor only won seven seats with a majority of the primary vote. Reality check: Australia’s China shift came before Trump James Laurenceson February 9 2017 Note: This article appeared in The Diplomat, February 9 2017. Last year, defense hawks in the United States and Australia were handed a rude shock. A poll by the Sydney- based Lowy Institute revealed that 43 percent of Australians thought the country’s most important relationship was with the United States. The very same proportion said that it was with China. Another poll by the U.S. Studies Center at the University of Sydney found that 48 percent of Australians thought the relationship with China should be stronger, compared with 32 percent who said the same about the United States. It is against this background that new U.S. President Donald Trump spoke to Australian Prime Minister Malcolm Turnbull last week. After having had conversations with several other world leaders, including Russia’s Vladimir Putin, Trump reportedly told Turnbull that his was the “worst phone call by far.” As part of a discussion over a U.S.-Australia refugee resettlement plan, Trump accused Turnbull of trying to send the “next Boston bombers” to the United States. Trump counsellor Kellyanne Conway then blamed Australia for leaking details of the conversation, despite the earliest reports citing White House sources, only later confirmed by Australian ones. In any case, Trump himself had fired off a tweet calling the refugee resettlement plan Turnbull had struck with the former Obama administration “a dumb deal.” Many commentators declared China to be the big winner from the episode. But to focus only on the fallout of the phone call would be to miss a shift that was already underway. -

SUMMER SCHOLAR’S PAPER December 2014 ‘In the wilderness’: preparation for government by the Coalition 1 in opposition 1983–1993 Marija Taflaga Parliamentary Library Summer Scholar 2014 Executive summary • This paper examines the Coalition’s policy and preparation efforts to transition into government between 1983 and 1993. • The role of the opposition in the Australian political system is examined and briefly compared with other Westminster countries. The paper also outlines the workings of the shadow Cabinet and the nature of the working relationship between the Liberal Party (LP) and The Nationals (NATS) as a Coalition. • Next, the paper provides a brief historical background of the Coalition’s history in power from 1949 to 1983, and the broader political context in Australia during those years. • Through an examination of key policy documents between 1983 and 1993, the paper argues that different approaches to planning emerged over the decade. First a diagnostic phase from 1983–1984 under the leadership of Andrew Peacock. Second, a policy development phase from 1985–1990 under the leadership of both Peacock and John Howard. The third period from 1990 ̶ 1993 under Dr John Hewson was unique. Hewson’s Opposition engaged in a rigorous and sophisticated regime of policy making and planning never attempted before or since by an Australian opposition. The LP’s attempts to plan for government resulted in the institutionalisation of opposition policy making within the LP and the Coalition. • Each leader’s personal leadership style played an important role in determining the processes underpinning the Coalition’s planning efforts in addition to the overall philosophical approach of the Liberal-led Coalition. -
