Update of Works, Services and Projects

Council held its last meeting on Tuesday 13 December 2016 at which the following were discussed or determined:-

 Following a request from the Branch Commissioner Air Activities Scouts SA for assistance for maintenance to their runway at , Council has agreed to contribute $7,500 as a 50 percent share arrangement for the sheeting of the airstrip.

 A report on the higher river levels affecting some shack areas and Community Wastewater Systems was noted.

 A letter has been received from the State Minister for Local Government approving the reallocation of funds from Purnong Road Stage 3 to Murraylands Road. Upgrades of Murraylands Road will be staged over the coming 4 years as follows:-

1. Murraylands Road – Punyelroo to Stott Highway 2. Murraylands Road – Sunny Dale to Black Hill Road 3. Murraylands Road – Black Hill to Angas Valley Road 4. Murraylands Road – Swan Reach Pumping Station to Stott Highway

Stage 2 of the upgrade of Purnong Road will commence in February 2017

 Council funding of $7,500.00 has been approved under the State Bicycle Fund Council will match this funding for a shared path on Burr Street outside of the Truro Primary School.

 Repair work has been undertaken on Eudunda Road and consideration will be given to staging construction works in the 2017/2018 Budget. An application will also be submitted for funding under the Heavy Vehicle Safety Productivity Program.

 Following the higher river levels, Hermanns Landing incurred some damage. An application will be submitted to the Federal Government Building Better Regions Fund to upgrade the Landing.

 Advice was received from the Department of Planning, Transport and Infrastructure that Council was successful in obtaining State Black Spot Funding for the Murray Bridge/ Road and Belvedere Road intersection upgrade. Work is expected to commence in April 2017.

 A report on the Open Space, Recreation and Public Realm Draft Plan was noted.

 A Commendation was received by Council at the Planning Institute of Australia’s 2016 Awards Ceremony for ‘Improving Planning Practices and Processes’ Category for Council’s Business and Investments Register.

 Council’s eight (8) By-Laws expire in 2017 and these are being reviewed.

 A report on Corella control strategies was noted.

 A report on the Local Nuisance and Litter Control Act 2016 and draft Regulations was noted. -2-

 Council has decided to be a partner with the SA Government’s Energy Partners Program to assist community awareness on how energy costs can be reduced.

 A report indicating that $20,271.00 of unspent funds for the Cambrai Community Library was noted and the Library will be requested to supply a plan of how they propose to use these funds in the next 12 months.

 In 2017 the Australia Day Citizen of the Year Award, Young Citizen of the Year Award and Community Event of the Year Award were awarded to :-

 Citizen of the Year Award – James Graetz

 Young Citizen of the Year Award – Sophie Kroehn

 Community Event of the Year Award – Swan Reach Area School We Matter Launch and Colour Run

 Council has decided not to express an interest to host a stage of the 2018 Santos Tour Down Under.

 A report on the relocation of the PS Canally from Morgan to Mannum for restoration was noted.

 A report on the State Recovery Office potentially obtaining funding from the State Government to support local recovery and community development events following the recent Riverland storm event was noted.

 A report on the status of the Mannum Helipad was noted.

 Council will submit an application for a wharf/mooring facility at Swan Reach and Hermanns Landing and upgrading the Cambrai Pool for funding under the Federal Governments Building Better Regions Fund, subject to design and costing for these facilities being submitted to Council.

 A report on the status of the advocacy for the future of the OPAL program was noted.

 A report on the Australian Competition and Consumer Commission Inquiry into domestic mobile roaming services was noted.

 A report on the Agreement under the Murray Darling Basin Plan for 3,200GL of water flow for the to was noted.

 Council’s Informal Gatherings and Discussion Policy was amended in accordance with the new State Government Regulations.
