SUBJECT: CONSIDERATION OF POLICY FOR ESTABLISHMENT OF "MAYOR EMERITUS"

BACKGROUND

At the July 6 and August 17. 2009 Council meetings, the possibility of establishing a Mayor Emeritus title was agendized for discussion. Shortly before the August meeting Council received a request from a proponent of the potential policy, withdrawing his request for consideration. Council tabled the item. Recently Council has again asked to have the matter agendized for further discussion. Attached to this staff report are the prior staff reports and research materials obtained by staff at that time. (Attachment 1) By agendizing the item for this meeting, the Council may discuss the proposed policy and, depending on the outcome of such discussion, provide additional direction to staff.

DISCUSSION

As a summary of prior research the title of "Emeritus" is generally associated with the field of academia. According to a dictionary definition, it is an adjective that is used in the title of a retired , bishop or other professional. The term is used when a person of importance in a given profession retires, so that his/her former rank can still be used in his/her title. This is particularly useful when establishing the authority of a person who might comment, lecture or write on a particular subject. The word originated in the mid-18th century from Latin as the past participle of emereri, meaning to "earn ones discharge by service". It is customarily bestowed by educational institutions on retiring/retired faculty members or administrators in recognition of their long-term service. Included in Attachment 1 are a couple of Academic Policies that set forth the processes and requirements connected to the title.

The title of Mayor Emeritus has been adopted by a few cities in California and other states. Among them are the Cities of Camarillo, Lancaster (Henry Hearns 20 years), San Leandro(20 years of service), Pico Rivera (Garth Gardner 8 years of service), Los Angeles (only for Mayor Bradley who served 5 terms and is now deceased), Novato (for Ernie Grey after 20 years of public service and 4 terms as mayor), Glendora (16 years of service), Gardena, Santa Clarita, and as far back as the 1940s for Samuel Carson after apparently 50 years of public service for Jamestown. Also included in Attachment 1 is a list of Grover Beach public officials with their dates of service.

If the City Council wishes to explore the policy of a Mayor Emeritus title further, there are certain concerns that should be considered. Would this be an ad hoc appointment without any criteria and simply on the vote of the Council? If not, what criteria would entitle someone to request or be given such title? Would it be subject to appOintment for consideration by a Council Member, or could someone simply request to be considered? Would the bearer of such title have any official or other function in the absence of the Mayor and Mayor Pro Tem? Would he or she be entitled to the use of City letterhead and how would the content of his or her letters be monitored?

Staff is concerned that unless objective criteria is established, the policy would be difficult to administer and would potentially put the Council in a position of being accused of "playing favorites" if one applicant is granted the title and not another.

ALTERNATIVES The City Council has the following alternatives to consider:

1. Receive the staff report and public comment; based on majority vote, provide additional direction to staff for future agenda placement.

2. Receive the staff report and public comment and choose to take no further action regarding the concept of establishing a Mayor Emeritus policy without further direction to staff.

RECOMMENDED ACTION It is recommended that Council consider the staff report and any testimony from the public and by majority vote provide direction to staff.

FISCAL IMPACT

There is no fiscal impact associated with the recommended action.

PUBLIC NOTIFICATION The agenda was posted in accordance with the Brown Act.

Staff has reviewed Agenda Report and minutes from a meeting of the Camarillo City Council, regarding the bestowing of the Mayor Emeritus title on a particular Individual. The main concern expressed by some of the Council Members was the consistency in criteria or policy that would need to be adopted if such title was to be granted by the Council. The Council voted 3-2 to bestow the title on this particular individual, without establishing any policies or criteria for such actions in the future. (Attachment 2)

If the City Council wishes to explore the idea of a Mayor Emeritus title further, and if the bearer of such title is to have any official function either in absence of the Mayor' and Mayor Pro Tem, or otherwise, staff recommends that further research be conducted regarding the validity of such functions in a Jurisdiction where the Mayor is elected rather than appointed by the Council. As of the date of this report, no data or precedence was revealed by research.

ALTERNATIVES

The City Council has the following alternatives to consider:

1. Receive the staff report and, based on consensus, provide additional direction to staff for further research and/or future agenda placement.

2. Receive the staff report and choose to abandon the concept of Mayor Emeritus without further direction to staff.

RECOMMENDED ACTION

Staff recommends that the Council consider the staff report and choose the alternative that is desired by the majority of the Council.

FISCAL IMPACT

There is no fiscal impact associated with the recommended action.

BOT POLICY

Sec. 6-1103. Emeritus Pollcv. Full·time members of the University's faculty and/or administrative staff, who qualify for retirement under the regulations of any of the retirement plans offered by the University, will be retired with the emeritus title which conforms to the title held upon retirement, or other appropriate title. In addition, the President of the University may, at his/her discretion, recommend to the Board any other members of the faculty, administration, or staff be awarded the emeritus title.

The emeritus title involves no duties and provides no stipend. A person who holds the emeritus title is entitled to attend all appropriate assemblies with voice but without vote, to march in academic processions such as commencements, and to receive other courtesies and privileges that may be determined from time to time by the Board.

The President, or his or her designee, will develop appropriate procedures for the administration of this subpart.

BOT ADOPTED PROCEDURES/DESCRIPTION/DEFINITIONS

I. Who Qualifies for Emeritus Status?

"Full·time members of the University's faculty and/or administrative staff, who qualify for retirement1 under the regulations of any of the University retirement plans will be retired with the emeritus title which conforms to the title held upon retirement, or other appropriate title. In addition, the President of the University

The Procedure to be followed in recommending and authorizing this title for a qualified individual is the same as that used in recommending and authorizing a regular contractual appointment. "

II. Courtesies and privileges provided to employees who receive Ferris State University Board of Trustee granted Emeritus status include:

A. Continuation of Courtesies and Privileges to Emeriti Spouse: The surviving spouse of a Ferris State University Board of Trustee granted Emeritus status continues to receive designated courtesies and privileges, with the exception of tuition waiver, of the deceased Emeritus. Designated courtesies and privileges cannot be extended on to any other dependent at any time.

B. Identification Card: Those granted Emeritus status by the Board of Trustees will continue to receive one photo identification card clearly marked "Emeritus". The identification card will allow access to campus services and privileges relating to activities and functions offered by Ferris State University at the same level and rates as current faculty and staff.

C. Tuition Waiver: Tuition waiver will be offered to those granted Emeritus status by the Board of Trustees. The tuition waiver is not transferable to dependents or spouse.

D. Katke and Racquet Facility: Privileges will remain in effect for Emeritus and his/her spouse who has been granted Emeritus status by the Board of Trustees. Because of previous agreements regarding rates at Katke Golf Course, there will be three levels of rates:

1. June 1988 and years prior, rates offered at the time of Emeritus status being granted by Board of Trustees will remain in effect.

2. June 1989 through year 2000, rates offered at the time of Emeritus status being granted by Board of Trustees will remain in effect.

3. June 2001 and future years, Board of Trustee granted Emeritus will receive faculty/staff rates.

The use of the Racquet Facility is available to Board of Trustee granted Emeritus and his/her spouse at the same rates as faculty and staff.

E. Computerllnternet Services: As currently provided, Individual access to Ferris State University Campus Internet service will continue to be offered to those granted Emeritus status by the Board of Trustees under the same terms and conditions as it is offered to faculty and staff by the Department of Telecomm unications.

Library Resources & Services: As currently provided, Library resources and services will be available to those granted Emeritus status by the Board of Trustees. All fees assessed will be at the same rate as faculty and staff.

G. Parking Permits: As currently provided, granted Emeritus by the Board of Trustees will continue to receive Ferris State University parking permits free of charge.

111. Courtesies and privileges for the Ferris State University Emeriti Association (FSUEA) include:

A. University Catalog: As currently provided, the FSUEA members will continue to be listed in one section of the Ferris State University Catalog.

B. A Personal Direct Link to the University: As currently provided informally, the FSUEA will be formally linked to the University through the Department of Alumni Relations in the Division of University Advancement and Marketing.

C. Office Space: As currently provided, Ferris State University will continue to provide adequate office space to the FSUEA and its members based on space availability as determined by the University.

D. Address Records: As currently provided, the Department of Development Services in the Division of University AdVancement and Marketing will continue to provide data services to the FSUEA. The Ferris State University Emeriti Association will provide a listing of Ferris State University Emeriti Association members for publication in the Ferris State University Campus Directory and in the Ferris State University Emeriti Association Directory.

E. Mailing Labels: As currently provided, the Department of Development Services in the Division of University Advancement and Marketing will continue to prepare mailing labels for the annual directory and the newsletter at no cost to the FSUEA.

F. Printing Materials: As currently provided, the Ferris State University Copy Center will continlle to print the Emeriti Association quarterly newsletter and their annual directory. The Ferris State University Emeriti Association will continue to pay for this service.

G. Mailings: As currentiy provided, the quarterly newsletter and directory will be mailed from the Ferris State University Mailroom. The Ferris State University Emeriti Association will continue to pay for this service.

H. Emeritus Continuing Involvement with the University: Ferris State University departments and administration are encouraged to use the expertise of Emeritus in certain matters when mutually agreeable. EMERITUS

The follOWing policy was approved by the Board of Trustees on May 18, 1950 and revised on April 5, 1991.

Members of the faculty, academic staff and administrative staff who leave the University with official retirement status are granted certain privileges and the "emeritus" title. For faculty members with the rank of professor, associate professor or assistant professor, the "emeritus" designation is appended to the rank held at the time of retirement, e.g., professor emeritus. For academic staff the title would be librarian emeritus, etc. For administrators whose administrative appointment requires approval by the Board of Trustees and for all executive managers, the emeritus designation, upon approval by the Provost and the President, is appended only to the most senior administrative title held at Michigan State University, which may be held at or prior to the time of retirement, e.g., dean emeritus. The emeritus designation is not normally awarded for administrative held on an "acting" basis.

Faculty with the emeritus designation are entitled to attend Academic Senate meetings with voice but without vote; to march in academic processions such as commencement; to receive the MSU News­ Bulletin; to avail themselves of the libraries; to receive, on application, a faculty vehicle permit; to represent the University, on appointment, at academic ceremonies of other institutions; and, in general, to take part in the social and ceremonial functions of the University.

The Board of Governors may the title of Dean Emeritus to qualified nominees, subject to the following conditions:

1. A Dean of Brandon University, having served a minimum of five years in that position, shall upon the cessation of his/her regular employment with the University be immediately eligible for nomination for the honorary title of Dean Emeritus.

2. Any five members of the university community (including current 01' past faculty, staff and students, as well as members of the public who serve or have served on Brandon University governing bodies) may nominate a former Dean who is deemed to have served with distinction for the title of Dean Emeritus. Nominations in writing, plus supporting documentation, may be forwarded at ailY time to thc Secretariat Coordinator of the Board of Governors.

3. The Executive Committee of the Board of Governors shall initially consider any such nomination and it shall then be forwal'ded to the Board of Governors, accompanied by the Executive Committee's recommendation, for a decision that shall be made in Closed Session. Only affirmative decisions shall be announced publicly.

4. The recipient of the title of Dean Emeritus shall be considered to be honorary members of Convocation and shall be entitled to the same privileges accorded retired faculty members designated as "emeritus." Temple University Emeritus Policy

Faculty who are not full or Deans, at"the time of retirement, must fill out a form (see below) that requires recommendations from the Department Chair, the Dean and a vote by the Council of Deans,

Retiring faculty members are advised to contact the Benefits Office in Human Resources as soon as possible to discuss if there are benefit implications from their proposed retirement.

X. EMERITUS STATUS (l,(lVised 3/13/07) Emeritus status is accorded at the time of retirement: o All academic Deans o All Full Professors with tenure

Upon nomination, emeritus status may be acccrded at the time of retirement, after approval of the Council of Deans, to: o Tenured Associate Professors who have served at Temple University for at least 15 years, o Full-time non-tenure-track faculty who have served at Temple University for at least 15 years, and who have reached Associate, Senior, or Distinguished status in their respective categories. o Any faculty otherwise eligible for emeritus status, but who had to resign because of illness or some other reason beyond the faculty member's control. For good and stated reason, on recommendation of a Dean and following consultation with the Faculty Senate Personnel Committee (or with the Chair of that committee if the committee is unable to meet), emeritus status can be revoked. Emeritus status carries the following privileges, as well as all other privileges of retired faculty: 1. Listing in University catalogs; 2, Unrestricted use of the libraries; 3. An invitation to roark in Commencement processions; 4, Retention on University mailing lists and email accounts so as to receive announcements of University events; 5, Tuition benefits as per the University's current policy applicable to fulltime faculty; 6, Access to the University's recreational and social facilities on the same basis as they are enjoyed by the full-time faculty; 7. Admission to cultural and athletic events at the full-time faculty discount; and 8, Office and desk space, and laboratory facilities, if available, on the request of the Dean ofthe School or College, Such space may be provided, but the applicant is not entitled to such space.

At its meetings on September 7,2005 and October 19,2005, the Personnel Planning and Review Committee considered changes in Section 600 of the Administrative Manual to modify the eligibility requirements for a faculty member to attain Emeritus status. The Committee adopted policy recommendations by passing the following motion on October 19,2005:

1. Criteria

Summary of Supporting Reasons:

For a number of years there has been confusion among department chairs, deans, chait·s of personnel committees, and other faculty about the timing for the granting of Emeritus status.

In the academy, Emeritus status has traditionally been granted to honor its faculty members who have retired, with an honorary title corresponding to the title held immediately before retirement.' As faculty members began to enter the Faculty Early Retirement Program (FERP) a question arose: at what point should otherwise eligible faculty members be recognized as faculty Emeriti - at the time they enter FERP or not utitil the end ofthe FERP period?

At its September 7, 2005 meeting, the Committee reexamined the matter of eligibility of FERP faculty members for emeritus status by reviewing the meaning of the honorary title, the impact of changes in Section 600 related to the granting of emeritus status, increasing issues concerning implementation of the current policy, and the role ofFERP faculty in the institution.

The Emeritus designation is an honorary title allowing one to retain one's former position title although one no longer occupies that position and thus, otherwise, would not be able to use a title. Yet, FERP faculty at CSUN continue to hold a professorship position at the University. The title afforded such faculty members of "Professor" continues while the faculty member is in the FERP program. While one holds the title of Professor, there is no need for the additional title of "Professor Emeritus."

Due to changes in the Faculty Collective Bargaining Agreement and Section 600 since 1986, FERP faculty are able to playa larger role in the life of the institution. In addition to teaching responsibilities, FERP faculty members now serve on (and even may chair) faculty recruitment committees as well as search and screen committees for academic and other administrators. With recent changes in Section 600 in the last year, FERP faculty may, under certain circumstances, serve on department personnel committees to review faculty in the RTP process. Many of our FERP faculty members serve on faculty governance and other committees and boards. The role is so significant that it is increasingly difficult to view these productive faculty members as "retired."

As a practical matter, there have been continuing problems with administering policies related to recognition ofFERP faculty as Emeritus faculty. FaCUlty members may file paperwork and inform departments of their intention to FERP. In more than one case, a faculty member has filed FERP paperwork, been recommended for emeritus status by his or her depaItment, been awarded emeritus status by the University President, attended the honored Faculty Reception and received emeritus recognition only to withdraw from the FERP Program the next week or month - and then initiate the process again the following year. Since FERP faculty may be awarded Emeritus status anytiine from the entry of FERP until separation from the University, there are several cases each year where departments have submitted late applications for FERP faculty to be recognized as Emeriti, often the result of a last-minute decision by the faculty member to seek Emeritus status that particular year. Faculty members, as well as other members of the campus community, continue to be confused about the meaning of Emeritus status (Is it synonymous with retired? Synonymous with FERP?).

Section 650.3.5 sets forth the rights and privileges of faculty Emeriti. As this section notes, FERP faculty Emeriti do not acquire the rights and privileges of Emeritus status until the end of their FERP service. Thus, the only "Emeritus faculty right" FERP faculty Emeriti enjoy is the right to be referred to as both "Professor" (the current title) and "Professor Emeritus" (the honorary title). The Committee next considered the number of years required for eligibility for Emeritus status. The Committee concluded that a more appropriate minimum time period is ten years instead of 15 years - a faculty member could make significant contributions to the . institution during ten years of employment. The Committee was also concerned that under the current language, a foi'mer tenured faculty member who had served ten years at CSUN could accept a position at another institution !Ind immediately request Emeritus status at CSUN even though he or she had not retired. Under the new language, only those faculty members or former faculty members who retire from the institution may be granted emeritus status. Note: PP&R has interpreted the language in this section to permit consideration of posthumous of Emeritus status for faculty members who have served the minimum years for eligibility.

Consult your by-laws for specific requirements for a congregational vote.

The UUA Bylaws grant a vote at General Assembly to ministers emerltl/ae. Article IV, Section 4.8 (b) states:

BACKGROUND: Since Stanley J. Daily left the City Council In 1998, the majority of conversations I've had regarding him have involved one or more persons referring to him as our city's . Mayor Emeritus. Although it is occasionally pointed out that the title was never conferred to Mr. Daily by the City CounCil, the response is almost always, "Really? Well, it should bel" After four years, it's time for the C()uncilto address the issue, anc:ll am asking approval to confer the title, Mayor Emeritus, upon Stan Daily. My dictionary defines Emeritus as an honorary title held after retirement. There are many reasons in favor of conferring the title upon Mr. Daily, some of which are discussed below. First, Mr. Dally Is one of only two surviving members of the original Camarillo City Council. .

Additionally, the people of Camarillo have shown long-term respect and support for his leadership and philosophy by electing him to represent them on the Council and/or the Harbor District Board continuously for 34 years. Only Mr. Morgan, who is still on the Council, has exceeded Mr. Daily's tenure of 19% years on the City Council. Furthermore, Mr. Daily's service on the City Council included serving as Vice Mayor for 7% years; the person who served the most time as Vice Mayor after that is also Mr. Morgan, having served four years. Finally, Stan Daily served as Mayor of the City of Camarillo for six years, a number that has neither been equaled nor exceeded in Camarillo. The closest was Earl Joseph, who passed away several years ago, and who served as Camarillo's Mayor for 5% years. Currently in my fourth year, I am second to Mr. Joseph with the highest number of years as Mayor. The Honorable Mayor and City Councilmembers January 8, 2003 Page Two

Mayor Craven requested the Council consider bestowing the title of Mayor Emeritus on Stanley Daily .. She noted Mr. Daily served as Mayor longer than any member on the City Council. Council member Morgan supported bestowing the title on Mr. Daily and suggested the Council establish criteria in the event of future requests. City Manager Bankston stated there is no existing policy or precedence on bestowing titles. A Council previously discussed bestowing the title on Earl Joseph but instead decided to name a city street after him. Vice-Mayor Waunch did not support bestOWing the title. He felt the title was inappropriate, would create an unnecessary precedence and noted the last title held by Stan Daily when he retired was Council member. Councilmember KUdee supported approving the request and referring the . matter to the Policy Committee for formation of a policy. Council member McDonald agreed Mr. Dally deserved the title but supported establishing criteria before bestOWing the title. B. PolicY Committee Report on "Mayor Emeritus" C. Mayor Emeritus (Items Band C were heard concurrently.)

City Manager Bankston stated the Citl(, Council referred the item of "Mayor Emeritus" to the Policy Committee to consider establishment of criteria for bestowing the title of Mayor Emeritus. For dlfferent.reasons, the members of the Policy Committee agreed that no policy or criteria should be adopted.

Vice Mayor Waunch, a member of the Policy Committee, did not feel a polley was necessary and could potentially create hard feelings in the future. He believed the term "emeritus" was more properly associated with the academic world. He noted there are a few Instances when the title of Mayor Emeritus has been bestowed, but it Is customarily issued to a person who is serving In the capacity of Mayor when he/she leaves service. He was concerned abou't the precedent such a title would establish.

Mayor Craven, a member of the Policy Committee, reviewed the particulars City Council 4/9/03 66

of .the three titles conferred within the County. Sh~ supported not establishing a policy so that each Council could consider, on a case-by-case basis, whether to confer the title to an individual whose service on the Council was either outstanding or lengthy in nature. She did not oppose the title being conferred to more than one person in the history of the City. She stated Mr. Daily has been known throughout the community as Mayor Emeritus for many years.

Council member Morgan felt Stan Daily clearly deserved the title of Mayor Emeritus, but felt criteria should be established to keep the issue non-political in the future. .

Council member McDonald stated the delay associated with the issue has nothing to do with whether Mr. Dally is deserving of the title. Mr. Daily has clearly done more for the community than any other resident. She did not support establisrning a precedent.

Council member Kildee felt such a decision should be left to future councils without an established policy. He stated Mr. Daily has been known as Mayor Emeritus for at least five years. By bestowing the title, the Council would merely be confirming that which is already accepted within the community.

It was moved by Councilmember Kildee, seconded by Councllmember Morgan, to not establish any criteria for the title of Mayor Emeritus but to bestow the title of Mayor Emeritus on Stanley J. Daily.

Peter Donald Keith was born May 1944 in the City of San Francisco, California and raised in the wine country of Napa Valley. After completing military duty in 1970, Peter chose the Central Coast and Grover Beach in particular, to begin a process of business and civic commitment.

Peter and his family have lived in Grover Beach for nearly 40 years. He continues to work as a consultant for the family-operated casualty restoration consu'uction firm he founded in 1975 and which his eldest son, Stacy Keith, has operated since 1997. Peter is a California licensed general contractor currently involved in Specialty housing design, construction and development. In addition, Peter manages and oversees his portfolio of commercial, retail and residential rental propetties.

Peter and his wife Carol enjoy domestic and international travel and have visited Grover Beach's Sister City ofNarvacan in the Philippine Islands. They have climbed Mount Kilimanjaro (19,565 feet), camped the Savannas of Africa and twice summated Mount Whitney in California (these are hiking climbs - not technical climbs). Peter's primary hobbies are sea kayaking, riding Harley Davidsons, adventure photography and philantlu·opy.

1O. Consideration of Establishing a Mayor Emeritus Title andlor Position and Related Policies.

City Attorney Koczanowicz provided a brief overview of research conducted regarding establishing a position or title of "Mayor Emeritus", and reviewed a list of other cities who have bestowed the title on former Mayors in recognition of long-term public service.

Brief discussion was held regarding alternatives to honor former Mayors and Council Members for their years of public service to the community, whether someone bestowed with the title should have official duties or serve in an offiCial capacity, and scheduling the matter on a future agenda to receive public input. Additional discussion was held regarding adding a component to the City's upcoming 50th anniversary celebration to thank and honor all former elected officials, advisory body members, and business people for making historically significant contributions to the City over its 50-year history.

Action: Upon unanimous consensus, the Council: 1) directed staff to schedule this matter for a Public Hearing in either July or August for further Council consideration and public input, and 2) directed staff to include a component to the City's upcoming 50 lh Anniversary Celebration to recognize and thank former elected officials.

BACKGROUND

In a recent Council meeting, the City Council discussed the possibility of establishing a Mayor Emeritus. title to be bestowed on certain members of our community. After discussion, the Council continued the item and requested that it be returned for further consideration in a public hearing to allow an opportunity for input from the residents.

DISCUSSION

Consistent with Council's direction, staff has returned this item for further discussion as a public hearing item. However, since the last Council meeting where this subject was discussed, the City received a communication from the member of the public withdrawing the original interest expressed for consideration of such policy (Attachment 1). In view of this communication, staff recommends that the Council table this item and reconsider it further only when and if any . further interest Is either demonstrated by the Council or communicated to the City. The Council may want to consider directing staff to incorporate a broad-based citizen recognition program as part of the City's 50th Anniversary Celebration, .

ALTERNATIVES

The City Council has the fallowing alternatives to consider:

1) Table the item, without any further discussion or testimony from the public.

2) Consider the item and public testimony and make a decision on a Mayor Emeritus policy for the City.

RECOMMENDED ACTION

5. Consideration of Policy for Establishment of "Mayor Emeritus" Title.

Mayor Shoals read the tille to the foregoing item, declared the Public Hearing open, and deferred to staff for a report. City Attorney Koczanowlcz stated that the Council had previously received a citizen request and then discussed the possibility of establishing a Mayor Emeritus title to bestow on certain members of the community. The Council then directed staff to schedule the matter for a Public Hearing to allow an opportunity for public input. However, after this item was scheduled and advertised as a Public Hearing, the City received written correspondence from the same citizen, Peter Keith, withdrawing his request.

Mayor Shoals invited comments from those in the audience who wished to be heard on this matter.

The following persons spoke against establishing the honorary title of Mayor Emeritus: - Anita Shower, Grover Beach resident; and - Jack Kean, former Council Member and Grover Beach resident.

There were no further public comments received.

Mayor Shoals read the title to the foregoing item and deferred to tall for a report. Public Works Superintendent Ford reviewed regulations adopted by the State Water Control Board in May 2006 for controlling sanitary sewer ovelflows, whic resulted in certain requirements on the City. One of the requirements called for develo ent of a Sewer System Management Plan (SSMP). He reviewed the SSMP that defined g Is for improving the sewer system infrastructure and provided an implementation plan an schedule for achieving certain goals. He then responded to questions from the Council.

CITY COUNCIL MEMBER ITEMS

A. Mayor Shoals requested Council consensus to schedule discussion of the following items at a future Council meeting:

o Formation of a community foundation to raise revenue for special projects or community improvements, such as street trees and park amenities.

o Increasing the distance at public facility entrances to prohibit smoking beyond the 20-foot minimum distance required by the State or establishing designated smoking areas.

o Creating a Mayor Emeritus Program to honor individuals who have served in the capacity of Mayor for an extended period of time. 11*

o Regulations and abatement procedures for complaints regarding barking dogs.

Action: Upon consensus (Council Member Mires absent), the Council agreed to schedule discussion of the foregoing items on a future Council agenda.

COUNCIL COMMUNICATIONS

A. Mayor Shoals objected to a local oversized display advertising the sale of alcohol. He distributed a document entitled "Saving Face - How Corporale Franchise Design Can Respect Community Identity" and suggested modifying the City's existing sign regulations.

He then requested a status report regarding the City's street tree regulations and objected to allowing developments to plant 15-gallon street trees, specifically Queen Palms. He suggested requiring larger street tree plantings that were in proportion with the scale of the building.

CITY MANAGER'S REPORTS AND COMMENTS

8. Development of a Grover Beach Local Stimulus Program.

City Manager Perrault provided an overview of preliminary concepts for a local economic stimulus program and outlined estimated program costs and benefits for the following: Local Business Preference Policy for Purchases by the City - Establishing a policy to offer a 5% preference to local businesses for City purchases or acquisition of materials, supplies, equipment, or services on a competitive basis. For public works projects, the City would extend the preference to local contractors for qualified bids submitted within 5% or $5,000, whichever was less. This would primarily assist small businesses operating in the City, Shop Grover Beach - A program to encourage residents to patronize local businesses. This program concept was modeled after a similar program implemented by the City of Lancaster, which issued a limited number of "Shop Local" cards valued at $30 each issued on a first-come, first-served basis to residents who presented receipts for local purchases totaling $500. Program costs would be leveraged to generate additional sales tax. Business Retention Loan Program - Short-term financial assistance for small local businesses in the form of loans/grants. Loans would be for operational expenditures to those small businesses that could demonstrate economic hardship. Grants would be for tenant or fac;:ade improvements and would require matching funds. 20% Reduction in Building Permit Fees for a Single Month Program - Reduce fees during a pre-selected month to stimulate the local construction and related-trade industry.
