Thank you for choosing The City of El Cerrito’s Summer Day Camp program. We provide a fun camp experience that focuses on enrichment, friendship, and unique experiences: spending lots of time outside, creating art and science projects, taking walks, field trips, and building relationships with new friends and great role models. We know that your camper will enjoy their time at camp!

Whether you are new to camp or a returning family, we want to ensure the best possible summer experience for your camper. Please make sure to read through this handbook as it contains important information to help you prepare for the summer. We have done our best to answer any questions that you might have about day camp, our policies and our procedures.

WHERE WILL I BE? Classic Camps are in different locations based on the campers’ entering grade. Each camp location is outfitted with games, sports equipment, art supplies and themed decorations to fit each camp week. Classic Camps are supervised by a Recreation Supervisor and managed directly by the Community Services Coordinators. Each camp will have a Coordinator, Camp Specialist, and a team of Camp Counselors. We make sure that all our camp staff are qualified in a variety of different areas such as CPR & First Aid, Water Safety, Field Trip and Transportation Safety, Positive Discipline, Age- Appropriate Activities, and keeping camp fun!

WHAT WILL CAMPERS DO? Classic Campers participate in organized outdoor games, , enrichment activities, field trips for older children and guest visitors for the youngest group. See the Activity Guide on our website, www.el-cerrito.org/recguide for some of the specific activities and field trips that we offer at camp.

Swim Lessons and Recreation Swimming are part of the camp program. Adventure & Discovery Campers have instructional swimming included in their activities twice a week beginning Week 2. Adventure Campers visit the Splash Park three times per week, while Discovery Campers participate in Recreation Swim three times per week. Explorer Campers enjoy Recreation Swim three times a week, and have field trips the other two days. Please see page 5 of the camp brochure for details.

While at the Swim Center, all campers must wear their dry-wick Camp for visibility and sun protection. Campers must be 48 inches tall to ride the water slide and must pass a swim test for entrance into the lap pool.

Themed Weeks: Each week has a special theme at our Classic Camps! There will be activities throughout the week that tie in with the theme. On Fridays there is usually a Special Event – sometimes held in an all-camp large group, and sometimes held in smaller camp groups. Events include a carnival, a Dance & Drama Camp performance and more!

FUN AT CAMP Below are some of the activities your camper may participate in while at a Classic Camp (all equipment provided). Staff set an intentional and varying schedule for the week where each group will get to participate in a variety of activities. Part of the camp experience is learning that while we can do fun things that we know we like, trying something different or new can also be exciting!

Each week at Swim Camp, campers enjoy a daily recreation swim, fun water and land activities, plus a swim lesson grouped by ability (no lesson on field trip days). Campers spend the entire afternoon in and around the water, so a love of the water is a must! Campers should arrive at camp expecting to get wet every day. Swim Camp is a “become a stronger swimmer” camp, not a “beginning to learn to swim” camp. Daily activities are designed for campers who already have a solid swimming foundation. We require a swim test to determine swimming ability which will be administered on the first day of camp. Campers that do not meet the minimum swimming requirements will not be allowed to attend Swim Camp. This is a great camp for swimmers who meet these prerequisites: • Comfortable in deep water • Able to swim 50 yards nonstop of coordinated front crawl with rhythmic breathing • Can tread water for 1 minute Field trip excursions are on Thursdays, leaving from Prospect Sierra Middle School at 12pm and will be back by 6pm.

Mix & Match mixes the Classic Camp atmosphere and matches the flexibility of Specialty Camps. Mix & Match Camp is the only City Staff-run camp that offers drop-in, half-day, OR all-day camp options. It’s a great option for campers who prefer mixed-grade programs, who don’t need a full week of care, or who are in a half day specialty camp and would enjoy spending the other half of their day participating in classic camp-like activities.

Each day campers will participate in group games, classic themed camp activities and more. Weekly themes match with the Camp Classic themes. Mix & Match campers visit the Splash Park on Tuesday and Thursday afternoons.

Specialty Camps offer the opportunity for your child to explore age-appropriate activities and develop skills in specific subjects like visual & performing arts, athletics, engineering, cooking and more. Specialty Camps are unique in that they allow campers to delve in and focus on a new interest or an activity they already love.

Specialty Camps are offered as AM (9am-12pm), PM (1-4pm) or All Day (9am-4pm) options. Half Day Camps can be paired with Mix & Match Camp for a full day. Early Birds & Late Birds options are available for registration for families needing to drop off before 9am or pick up after 4pm.

WHO LEADS SPECIALTY CAMPS? Specialty Camps are led by Contract Instructors who are experts in their fields and who are enthusiastic about passing their knowledge on to your camper. Some come from national organizations while others are members of the El Cerrito community themselves. All are oriented, provided training, and fingerprinted through the El Cerrito Recreation Department.

Each week El Cerrito Recreation Department Staff will send a welcome email with helpful, general information for the week. Instructors may send their own welcome email or send home notes with information specific to their camp.

Sign-In: Campers should be brought to the camp site right at the start of camp (9am or 1pm). Please allow yourself time to sign-in on the sign-in sheet as well as to pay the materials fee if applicable (it can occasionally be a few minutes, especially on the first day). Campers registered for Early Birds will be transported either by walking or by vehicle to their Specialty Camp and signed-in by City Staff.

Sign-Out: It is very important camper pick up occurs immediately at the camp end time (12pm or 4pm) as there is a short window for instructors to pack up their camp and leave the space in good condition for the next program. Instructors are trained to only release campers to those approved to pick-up, as stated on your JotForm (Emergency Forms) or WebTrac account. ALL INDIVIDUALS THAT PICK-UP CAMPERS MUST BE PREPARED TO SHOW A PHOTO I.D. EVERYDAY, NO EXCEPTIONS. This is for the safety and security of your child. City Staff will pick up campers from camp if they are enrolled in Late Birds and bring them to the Late Birds room.

LATE PICK UP POLICY If campers are not enrolled in Late Birds and are not picked up on time from camp, they will be brought to the Late Birds location and will be charged the Late Fees detailed on page 11.

Lunch Bunch: Campers enrolled in an AM and PM Specialty Camp, or in a half day of Mix & Match and a half day of Specialty Camp, will be picked up by City Staff for Lunch Bunch. They will be taken to a central location where they will have the opportunity to eat their lunch, and later to their next camp. Lunch is not provided. Campers should bring a nut free lunch and snacks each day. For more information on Lunch Bunch, see page 9.

Materials Fee: Some camps have an additional materials fee, indicated on promotional materials and enrollment receipts. They are due directly and made payable to the Instructor on the first day of camp.

HOT TIP! Make sure your correct email address is on file, and check messages regularly. On the Thursday or Friday before the start of a camp week, an email will go out from Recreation Department staff with important information such as materials fee and camp location reminders. Additionally, Instructors may send their own emails or send home notes detailing their activities and curriculum for the week.

Mix & Match and Specialty Camps may run as all day camps from 9am-4pm or as half-day camps from 9am-12pm and/or 1pm-4pm. As part of our comprehensive camp program, there are additional programs that can help extend your camper’s schedule and cover more hours in the day!

EXTENDED CARE: EARLY BIRDS & LATE BIRDS Early Birds & Late Birds are available to campers in Specialty Camps and Mix & Match (extended care hours are included for campers in Classic Camps, as well as All Day-All Week Mix & Match). Campers can register for a full week or for a day-of “drop-in” if space is available. Drop-ins are not available for advanced reservation.

Early Birds 7am-9pm: Campers signed up for an AM camp beginning at 9am can be dropped off as early as 7am when registered in Early Birds. Early Birds will be transported by City Staff to the AM camp they are enrolled in.

Late Birds 4pm-6pm: Campers signed up for a PM camp ending at 4pm can continue to be supervised as late as 6pm when registered in Late Birds. Campers will be transported by City Staff from the PM camp they are enrolled into the Late Birds’ room. Non-registered campers taken to Late Birds will be charges a fee; Late Fees detailed on page 11.

LUNCH BUNCH: The “Lunch Bunch” program is where campers from different camps come together at one central location to eat their lunches from home. Campers enrolled in both AM and PM camps will automatically be signed up for this program at no extra charge. Campers will be picked up from their AM camp at noon by City Staff and walked to the Lunch Bunch location (typically the field at Prospect Sierra). They will have the opportunity to eat their lunch and enjoy supervised free time. At approximately 12:45pm, campers will be grouped by their PM camps, and walked to their PM camp location. Please provide nut-free lunch and a water bottle for campers. No food items will be provided.

We recommend notifying the Recreation Office if your camper enrolls in a camp or has a schedule change after the first day of camp to confirm they have been added to the Lunch Bunch roster. We ask that you please do not pick your camper up from Lunch Bunch. If you need to pick up early, please do so right at noon directly from your camper’s AM camp. Campers registered for only a half day of camp are not able to attend Lunch Bunch.

WHAT SHOULD MY CAMPER BRING TO CAMP? In a labeled backpack your camper should bring:

Please pack more food than you would for a school day. Camp is more active, and children have bigger appetites! Make sure all snacks and lunches are nut-free. See our handout on packing an environmentally friendly lunch as well.

If the weather is cooler, a sweatshirt or light is suggested. Layers are best. Please always send your camper in close-toed athletic . The only exception is appropriate for the pool deck (if applicable) when at the pool.

All articles of worn or brought to camp should be clearly marked with the camper’s name.

Classic Camp campers must wear their camp shirts on all field trip days as well as in the pool for added sun protection. Additional camp shirts may be purchased at the Community Center.

WHAT SHOULD MY CAMPER NOT BRING TO CAMP? The following are items that should not be at camp:

The Camp and Camp Staff will not be responsible for any of these items that are brought to camp.

**CAMP SPENDING MONEY Discovery, Explorer, and Swim Campers may bring small amounts of money on specified days when there are field trips. We encourage you to follow the suggested amounts that will be on the weekly camp newsletter. If all campers are bringing close to the same amount, the camp environment will feel inclusive to everyone.

LOST & FOUND

We ask that you label all your camper’s belongings so that we can do our best to return lost items to the right camper or guardian. Campers move locations many times throughout their day. Camp staff remind campers at every transition to make sure to collect all their belongings and do their best to sweep the areas and identify missing items. If your camper is missing an item, you will want to check at your camper’s main location (Prospect Sierra or otherwise), the Community Center, and the Swim Center. We recommend that you check a second time as items sometimes go home with the wrong camper and are later returned to staff. The Recreation Department will hold lost and found items for 2 weeks. At that time, all lost and found will be donated.

Registration Forms & Emergency Information: New for 2020 we will be using an online form to collect emergency information: JotForm. For registrations completed February-May, these forms are due within two weeks. For registrations completed June-August these forms are due immediately. Information collected includes (but is not limited to) a current clear faced photo of your child, emergency contacts, individuals authorized to pick up, medical information, and other relevant behavioral information.

JotForm (Emergency Forms) are required for your camper to participate in any of our camps this summer.

Once you have registered online or in person a link to JotForm will be sent to the email on file. You can complete the forms and submit them from a desktop, tablet, or phone. Please note that you will be required to complete the full form including uploading a photo all at one time. The JotForm (Emergency Forms) only needs to be submitted once per child. If you do not get an email, the link to the form can also be found online: www.el-cerrito.org/summercamps .

Sunscreen: Please note that Staff or Specialty Camp Instructors will not apply your child’s sunscreen for them but will regularly remind them to apply it. For younger campers, we recommend practicing at home before attending camp.

Sign-In/Out: All campers must be signed in by a Parent/Guardian each day using the Sign-In/Out Form. Camp staff or Instructors will have this available. All adults picking up a camper MUST have ID on hand. Please make sure to add any additional authorized adults to your account ahead of time. This can be done on the JotForm form emailed to you at the time of registration, or by emailing the names and contact numbers of your approved pick-up persons to [email protected]. Campers entering Grades 5 and up may sign themselves in and out if the Permission to Sign-In/Out Form has been submitted ahead of time to the Recreation Office or by email: [email protected] cerrito.ca.us .

LATE PICK UP POLICY Any camper picked up after the program end time will be charged a late fee per child (not per family). AM Camps end at 12pm, PM Camps end at 4pm, and Late Birds ends at 6pm.

There is a $20.00 late pick-up fee and a $1.00 per minute charge for late pick-ups. Example: Being 10 minutes late results in $20.00 + $10.00= $30.00

Transportation (Between Camps and at Field Trips): Staff receive detailed training and practice around proper transportation and offsite supervision protocols. Campers are always supervised. Campers may be walked to different facilities depending on their schedule for the week and where each program is located. Except for Week 1, Early & Late birds as well as Lunch Bunch are held at Prospect Sierra Middle School. Camps may be at different locations such as Cerrito Vista Park, or the El Cerrito

11 Community and Swim Center. Camps may also walk from different locations for specific activities such as swimming or outdoor park time.

For Classic Camp local trips, transportation will be handled with City of El Cerrito Recreation Department vans. For trips to bigger destinations, a large school bus will be chartered. Explorers or LIT’s may use BART at times. It is important to be on time for field trips. Campers will not be permitted to participate in the field trip if they haven’t arrived at the designated departure site on time.

Camp Shirts: Classic Camp campers will be issued one (1) Camp Shirt for the summer on the first Monday they attend. Campers should bring their Camp Shirt to camp every day. Camp Shirts must be worn at the Swim Center and on all Field Trips. Additional Camp Shirts can be purchased at the Community Center Office.

It is the goal of the El Cerrito Recreation Department to provide safe, positive and fun experiences for all participants in our programs. To achieve this goal, we ask that everyone follow instructions and rules as stated by City Staff and Instructors, use appropriate language, never verbally or physically harm another person, and be respectful of others and their belongings as well as facilities and equipment.

For youth participants, Staff and Instructors will keep an open line of communication with parents/guardians. Should any misbehavior, behavioral changes or positive incidents occur with a child in our care, Staff members/Contract Instructors are directed to have a discussion with the parent/guardian.

In the case of behavior problems:

1. Staff/ Instructors will take steps to resolve the behavior directly with the participant. This may include actions such as repeating rules and expectations or giving verbal warnings. Youth may be directed to an alternative activity or given time away from the group to calm and self-reflect. For youth related incidents, Staff will record any incidents of behavior issues on a Behavior Report Form that is kept at the site. Independent Contractors (Instructors) will keep a record of their own.

2. If youth behavior problems continue, Staff/Instructors will speak with the parent/ guardian, informing them of the behavior issues and asking for their assistance in resolving the matter. Staff/Instructors should continue to share with parent/guardian what Staff/Contract Instructors are doing at the site to correct the behavior. Staff/Instructors may also request a formal meeting with the participant or their parent/guardian if the behavior continues. Parents/guardians must agree to work with City Staff to come to resolution on problems.

3. Continuation of misbehavior may result in the suspension or dismissal of the participant from the program. Refunds will not be issued if a participant is temporarily suspended or dismissed from the program.

Consequences for misbehavior may reflect the severity of the participant’s actions. Disciplinary steps may not be sequential and one severe act, as determined by the El Cerrito Recreation Department, may lead to immediate dismissal from the program(s). Campers may also be dismissed from the program if parents/guardians are refusing to engage and collaborate with staff on working towards solutions.

CHILD ABUSE PREVENTION The health and well-being of your child(ren) is essential to the City of El Cerrito Recreation Department. The Department has developed a policy on the prevention of child abuse that includes the following provisions:

• Parents are encouraged to visit program sites at any time and do not need to make an appointment to do so. • Parents will be informed about their child’s program participation. • Staff will be alert to the physical and emotional state of all children. When any sign of injury or suspected abuse is detected, the supervisor will be notified immediately. • Staff will offer information on child abuse and assistance to parents and children through workshops and resource materials upon request. • Staff will not release a child to anyone other than the authorized parents/guardians or other individuals authorized, in writing, by parents. Sign-in and sign-out logs will be maintained on a daily basis and kept on file. • Staff and volunteers will not verbally or emotionally abuse or punish children. • Staff and volunteers will not discipline children by use of physical punishment or by failing to provide the necessities of care, such as food and shelter. • Staff will be finger-printed and receive clearances before working. • Staff training will include information about the signs of child abuse and the approved procedures for responding to the suspicion of abuse. • It is the Recreation Department’s policy that staff may not be alone with children they meet in City of El Cerrito programs outside of the program. This includes babysitting, sleepovers, inviting children to their home, gift-giving and special phone calls to an individual child. We ask that you please not jeopardize a staff members’ employment by asking them to babysit. • To report concerns, please contact the Recreation Supervisor overseeing Youth Services at 510- 559-7003. • When an incident occurs and/or is brought to our attention, the Recreation Department is legally bound to notify Child Protective Services (CPS).

Illness, Accidents, Insurance and Liability: If a child becomes ill, the staff will call the phone numbers listed on your JotForm (Emergency Form) so that the child may be picked up immediately. Parents/guardians should list names of family/friends who are available to pick up their child during the day. Anyone listed on the forms will be required to show I.D. when picking up a child from the site.

1. If a child sustains an injury needing attention beyond standard first aid, staff will phone the local emergency number/911 for assistance. The parent/guardian will be contacted. If the parent or guardian cannot be immediately contacted staff will make every attempt to contact a person on the emergency contact list. 2. When 911 is called an ambulance will be dispatched. 3. Only authorization by a parent/guardian can cancel an ambulance. 4. The determination for transportation may be left up to emergency personnel depending on the seriousness of the injury and the availability of the parent/guardian. 5. If your child is transported to a local hospital facility, a staff member will remain with the child until a parent/guardian arrives. 6. The City does not pay the cost of ambulance service, but most family health plans do cover ambulance service. 7. The City does not provide accident insurance for childcare children. 8. The cost of treating accidents must be assumed by the parent/guardian and/or their health plan.

HEALTH RELATED CONCERNS All health-related concerns should be noted clearly on your child’s JotForm (Emergency Form). We also recommend when possible speaking directly to your camp instructors.

Medication: Guardians of children who must take prescription medication during camp hours must provide the Community Services Coordinator with written instructions and permission to assist in administering the medication. Medication must be brought by the parent/guardian to the site and given directly to the Coordinator. All medication must be in original packaging with labeled instructions from the prescribing doctor. When possible, please give the Coordinator one week’s notice to arrange for this service. Medication Authorization forms are available at the Community Center office.

Disabilities, Allergies, Special Needs and Fears: Please notify the Coordinator of any disabilities, special needs or allergies that pertain to your child. This information allows staff to provide the best possible care for your child. For the safety of your children, our guideline for campers with special needs is if your child requires an aide in the classroom, they require an aide at camp as well. Any exceptions would be at the discretion of the Recreation Supervisor, with prior knowledge of how a child interacts in the program.

Food Policy: There are children in our program with food allergies. All our sites are NUT FREE. Please do not send any snack, lunch or other food items with your child made with nuts or cooked in nut oils.

POLICIES AS STATED ON YOUR REGISTRATION FORM Requests for cancellations and transfers must be submitted in writing (email OK) to the El Cerrito Community Center Office or processed online at www.el-cerrito.org/recreation under “My Account” at least 10 working days prior to the first day of camp.

Cancellations and transfers will not be granted for nonattendance. Camp cancellations prior to 10 working days will result in loss of $32 deposit. Cancellations less than 10 days in advance will result in the loss of the total camp fee. Transfers are assessed a fee of $20 per child per camp. In the case of illness or injury, requests for a refund, transfer or credit will be considered only when accompanied with a doctor’s note and letter requesting the exception. Requests must be made prior to the camp start date.
