The applicants have to submit their bids(Both Technical and Financial Proposals) including scanned copy of Bid security and RFP document fee for the above woks in online electronic format with Digital Signature. 2. The letter of Invitation (LOI)and Terms of Reference (ToR) including Request for Proposal (RFP) is available online e-tender portal of MoRT&H https://morth.eproc.in. from Dt…04.02.2017 to 01.03.2017 (upto 11.00 Hrs. IST). 3. No proposal will be accepted in physical form except RFP document fee and Bid Security. The applicants have to submit their RFP document fee and Bid Security in hard copy (original) also on or before 18.00 hours of Dt 09.03.2017 at address given below. If the office happens to be closed on the last date of submission of Bid Security in hard copy as specified, the Bid Security will be received on the next working day at the Office mentioned below. In case the RFP document fee and Bid security is not received within specified time, the Bid shall be considered non-responsive and shall not be downloaded/evaluated. Bids shall be strictly treated as non-responsive if bid is not accompanied by an acceptable bid security as specified in clause 4.3 of LOI. 4. Before submission of online bids, applicants must ensure that scanned copy of all the necessary documents have been attached with bid. 5. The Chief Engineer, National Highways, Gandhinagar or Ministry of Road transport and Highways shall not be responsible for delay in online submission due to any reason whatsoever. 6. All documents/papers uploaded/submitted by the bidder must be legible. 7. Any entity which has been barred by the Ministry of Road Transport and Highways (MoRT&H) or its implementing agencies for the works of Expressways, National Highways, ISC and EI Works and the bar subsists as on the date of Application, would not be eligible to submit the BID. 3 8. Application processing Fees as per website norms has to be deposited. Instruction to application regarding e-tendering process: (a) The interested applicant can download the RFP from the –E-tendering portal of the MoRTH https://morth.eproc.in. The detailed procedure regarding E-tendering may please be seen at Annexure-X of this NIT. (b) Proposals should consist of 2 parts – Technical Proposal (Part-I) and Financial Proposal (Part-II) . The Applicants shall submit the scanned copy of Technical Proposal with all pages numbered serially with index of documents in online. (c) Financial proposal for each package are to be submitted separately. Financial proposal are only to be submitted in online and no hard copy of the financial proposal should be submitted. (i) The RFP must be accompanied with a non-refundable fee of Rs.5000.00 (Rupees five thousand only ) as RFP document fee, in the form of a demand draft or banker‟s cheque drawn on any Nationalized / Scheduled Bank in India in favour of the Executive Engineer, NH Division, Vadodara payable at Vadodara. (ii) Respective Bid Security as mentioned in the table of page-1 valid up to 180 days beyond the last date of submission of bids (in the form of Fixed Deposit Receipt (FDR) for minimum period of six months from Proposal due date(PDD) issued by one of the Nationalized / Scheduled Bank in India in favour of the Executive Engineer, NH Division, Vadodara payable at Vadodara. or in the form of a Bank Guarantee as per format given in the RFP) (iii) Proof of Payment of application processing fees for website if any. Introduction 1.1 Government of Gujarat, Roads & Building Department is engaged in the development of Roads & Highways including National Highways on agency basis in the State of Gujarat. The Executive Engineer, National Highway Division, Vadodara now invites proposal from prospective consultants for carrying out Road Safety audits of above mentioned stretch of NH-56 in the State of Gujarat 1.2 A brief description of the assignment and its objectives are given in the enclosed Terms of Reference at Appendix-I of RFP. 1.3 RFP document is available online on portal of MoRT&H https://morth.eproc.in from 04.02.2017 to 01.03.2017 (1100 hrs) .The RFP must be accompanied with a non- refundable fee of Rs. 5,000 (Rupees Five thousand only), as RFP document fee, in the form of a demand draft or banker‟s cheque drawn on any Nationalized / Scheduled Bank in India in favour of the Executive Engineer, National Highway Division payable at Vadodara 1.4 The Applicant shall have to deposit the RFP document fee as above on or before 18:00 hours of 09.03.2017.In case the RFP document fee is not received within specified time, the Bid shall be considered non-responsive and shall not be down loaded/ evaluated. The most preferred bidder would be determined on the basis of evaluation criteria specified within RFP. 1.5 To obtain first hand information on the assignment and on the local conditions, you are encouraged to pay a visit to the office of Executive Engineer, National Highway Division, Vadodara and the project site before submitting a proposal. You must fully inform yourself of local and site conditions and take them into account in preparing your proposal. 6 1.6 Financial Proposals of all technically qualified consultants will be opened in accordance with terms of RFP.

Dr. Praveen was all praise for him. Dr. Upasana Patel had gone to Bihar to attend the mega surgical camp organised by Bhansali trust. This is our small contri- bution to the mammoth task undertaken by them. Equipments for Dediapada and Umarpada vision centers have been procured from the grants received from M/S Navin Flourine ltd. and soon, we will start these vision centers.

Despite its successes in expanding to over one third of the forest area, challenges in managing the forest jointly exist between these two unequal partners. Apart from issues of governance, the lack of communication between them has been reason for many of the on-going conflicts and issues. The present study explores the communication mechanisms in current practices in JFM, their effectiveness and challenges. The perception of community and the Forest Department about communication challenges, emerging technology, and possible solutions are also explored. A model is developed to help practitioners and planners to assess communication situation and to design appropriate mechanisms. To study the communication challenges and their relation to power and technology, I surveyed three village communities, and interviewed a range of Forest Department officers from Gujarat. I also surveyed senior Indian Forest Service officers from 19 States to understand their perception of the communication challenges. This data helped me to develop a model to understand communication in a culturally embedded governance situation. Results of the study indicate the lack of adequate mechanisms to understand the governance-communication linkages with consequential silhouetted approaches that fail to consider the impacts and linkages.
