DUE to a perfect storm of factors - state planning regulations that allow two houses where one stood, state planning regulations that allow the unfettered development of a new Care-to-Year 6 school and the impact of the Darlington upgrade - traffic along Wattle Ave has reached levels that it was never designed for.

The imminent Hove crossing work, whilst sorely needed, will only exacerbate the situation in the medium term. From 3pm to 6pm on Tuesday February 4, 549 vehicles travelled west and 311 travelled east.

Similar figures apply in the morning.

During peak hours, Wattle Ave has become a significant thoroughfare. I understand that the solution to this problem is a complex one; however, it must be grappled with. I urge the council and the State Liberal Government to be innovative, courageous and resolute in addressing it.

RATEPAYERS will be able to compare how the efficiency of spending in their local council contrasts with neighbouring areas in a new benchmarking system to expose waste.

Local Government Minister Stephan Knoll, pictured, will today confirm broad support for nine recommendations made by a state-based Productivity Commission inquiry into reducing council costs for ratepayers and business.

The report found council rates in SA had risen by about twice the level of inflation over the past decade and proposed a new system of transparent online "benchmarking".

The system, expected to be operating late this year, has been trialled by three Adelaide councils, and delivered significant savings in those areas.

It has conditional backing from the Local Government Association as being a less blunt tool than rate capping which they strongly opposed.

Mr Knoll said the State Government was determined to deliver lower household costs.

"We have given broad support for all the recommendations and advice the Productivity Commission has provided to lower council rates and improve transparency," Mr Knoll said.

"The report clearly identifies there is scope to reduce council rates for SA households and businesses, slash red tape and improve transparency.

"A key reform will be a new website that captures easy-tounderstand information for communities on how their council is performing," he said.

"Benchmarking works ...

"If ratepayers can compare and understand how different councils are performing with delivering key services and keeping their costs down, they can effectively engage with their councils on their most important decisions." Mr Knoll last year lost a vote in Parliament over an election pledge to introduce a formal cap on council rates which was taken to the election by the Liberals in 2018.

He is currently gearing up for a second attempt at reform, after Parliament was reset over the summer, and will need support from either Labor or the Upper House crossbench.

Labor also opposed rate capping last year, but instead proposed its own package of reforms in local government.

The Labor plan would have imposed new scrutiny on expenses and travel by councils, as well as requirements to publish council budget plans.

MOST of the popular timber boardwalk at Hallett Cove has now been reopened but Marion Council says it now needs the State Government to help fund further repairs if it is to fully reopen.

The council had to temporarily shut off 2.5km of the boardwalk from Murto Parade, Marino to Peera St, Hallett Cove, to undertake safety inspections last June after an engineering report rated the safety risk as "high" because of drainage problems weakening the boardwalk's timber footings. After months of intensive engineering work - costing the council $238,000 - the only stretches of the 8km walkway that now remain closed are 500m at Kurnabinna and Grey Rd gullies in Hallett Cove.

The council is planning a $4.8 million upgrade to the gullies and other sections of the 20-year-old structure.

However, it requires the State Government to contribute $2.4 million toward the project.

Mayor Kris Hanna said the latest stage of repairs was great news for the thousands of locals and visitors who used the walkway.

"Diversions are in place around the only closed sections, so people can enjoy the walk and spectacular views," Mr Hanna said.

"We are now seeking State Government funding to deliver a $4.8 million plan to fix the gullies and connect the walkway between Heron Way Reserve and the Field River." The engineering report said that the coastal cliffs were a fragile environment for the walkway and that stormwater run-off combined with erosion had an extreme impact on the structures' footings.

As a result, repairing or replacing ageing footings will likely only extend the life of the boardwalk for another five to 10 years.

Mr Hanna said the council had a long-term plan to renew all of the walkway.

"The walkway will eventually need to be entirely rebuilt," he said.

"The coastal walkway plan would cost an estimated $14.5 million over 10 years.

"This underlines council's commitment to preserving this popular attraction for our community to enjoy.

"Council has been committed to reopening the walkway as quickly as possible. We are also committed to preserving it for future generations."
