For and on behalf of the Budge Budge –I Panchayat Samity, The Executive Officer, Budge Budge –I Panchayat Samity invites, percentage rate tender for each of the following works by two cover system upto 2:00 p.m. on 11.02.2014 Pre Qualification documents in a separate cover and Bid document with schedule rates in another cover are to be submitted by the eligible contractors who satisfy the terms and condition set out in the pre-qualification document.

In case of change of date, due intimation will be given in the Notice Board as well as in Website www.etender.wb.nic.in No individual intimation will be furnished. The Executive Officer, Budge Budge –I Panchayat Samity reserves the right to reject or cancel any or all pre-qualification documents and bid document without assigning any reason whatsoever. The Eligibility criteria are given below :- 1. To qualify for award of the contract, each bidder should have in the last four years achieve in any one of the year during last four years in the same name and style (excluding current year) a minimum financial turnover to the amount given below. i. The bidder should have achieved a minimum average annual financial turnover not less than the bid amount out of which 75% should be from Civil Engineering works. (The respective payment certificates are to be attached.) The turnover will be indexed at the rate of 10% (ten percent) simple interest for a year. Satisfactorily completed, as prime Contractor, at least one similar nature of work / RCC Structural work equal in value to 40 % (forty percent) of the estimated cost of work for which the bid is invited. ii. Up to date Income Tax return should be submitted for last 3 years. iii. IT & Professional Tax Clearance certificate & Pan Card (Photocopy) should be furnished. (AGM resolution and Audit report for the last financial year to be submitted in case of Engineer’s Co-Operative Societies. ) iv. An Under taking that the bidder will be able to invest a minimum of cash up to 10 percent of the bid price of works, during the implementation of works. v. For terms and conditions standard bidding documents must be followed. vi. The working capital shall not be less than 15% of the Amount put to tender out of which minimum 10% shall be of applicant’s own resource. vii. Cost of escalation will not be provided in any condition. viii. Authority to seek references from the bidder’s bankers.

To Qualify for a package of contract made up of this and other contracts for which bids are invited in the NIT, the bidder must demonstrate having experience and resources sufficient to meet the aggregates of he qualifying criteria for individual contracts.

All duties, taxes, royalties, cess (including 1% cess under West Building and other construction workers Regulation of Employment & conditions of service) Welfare cess Act 1996, will be deducted from the running bills.

The intending bidders are requested to inspect the site before quoting their rates.

The Earnest money of the unsuccessful bidders will be return on receipt of application from the tenderers. However the earnest money for the successful bidder will be retain till the completion of the work. (completion means date of issuance of the final bill) The Security deposited deducted @10% from each of the running bill will be refunded only after completion of work. (completion means date of issuance of the final bill)

No Mobilisation charges for tools and machineries will not be provided to the successful bidders, at the same time bidders has to make own arrangement for inspection of site before applying for bid.

All works to be executed as per schedule specification and direction of S.A.E. in charge. Few changes may be done apart from schedule as per site condition and permission of the Executive Officer, Budge Budge –I Panchayat Samity.

The Successful bidders will have to abide by the provisions of Contract Labour Act (Regulation and abolition) Rules, 1972 as will be forced from time to time. If no labour license is obtained and produced by the agency payment is liable to be withheld. Tendering authority is not liable or responsible for any theft of materials, tools and plants, or accident to working labourers in any respect.
