Narayana* INTRODUCTION India occupies the second place in the production of milk in the world. The strategy adopted to achieve such remarkable growth in milk production has been a replication of the `Anand pattern' of co-operative dairying in other parts of India using the proceeds of European Economic Commission (EEC) dairy surpluses donated to India under the Operation Flood (OF) programme. The Indian dairy co- operative strategy has, however, proved to be fiercely controversial. One of the major criticisms of the strategy has been that too much focus on transforming the production and marketing technology along western lines has led to a situation where the policy 'took care of the dairy animal but not the human beings who own the animal'. Some dairy unions have come forward to set up foundations and trusts to address the development problems of milk producers. The well-known ones are, The Thribhuvandas Foundation' at Anand, Visaka Medical, Educational and Welfare Trust, and Varana Co-operative Society. They mainly focus on health and educational needs of milk producers and employees. These pioneering efforts have inspired other milk unions. The Malabar Regional Co-operative Milk Producers' Union (MRCMPU)2 has recently registered a welfare trust named, Malabar Rural Development Foundation (MRDF). The mission objective of MRDF is to make a sustainable improvement in the quality of life of dairy farmers by undertaking specific interventions. The planning of interventions for the welfare of dairy farmers in the Malabar region by MRDF called for an understanding of them in the larger social context.

It is believed that Cheraman Perumal and his minister and friend Sundaramoorthy Nayanar left their life in the temple. This temple had undergone several invasions in the flow of time. The Dutch and The Tipu Sulthan of Mysore are the prominent ones, who demolished this temple during their invasions. The temple was renovated in 1801 AD. It is believed that the main idol of worship, Siva linga is brought from Chidambaram Rameshwara temple. It was one of the most popular Siva temples in South India. Thiruvanchikulam Shiva Temple suffered war damages in 1670 and in late 18th century. In the late mediaeval Thiruvanchikulam was under the ruler of Cochin but occasionally, the Zamorin of Calicut had usurped the control. The saint Sundarmoorthy Nayanar and Cheraman Perumal (both were close- friends) worshipped Lord Shiva leading to eternal bliss. They reached Kailas by riding on a 1000- tusked white elephant by Nayanar and on a blue horse by Perumal.

There lays the significance of local governments who are the real promoters of women empowerment from the grass root level. How far the local governments are succeeded in helping women to empower socially, politically and economically is examined through an impact evaluation of schemes carried out in the Mattathur Panchayat in Thrissur district. Key Words: Women empowerment, local governments, pachayat, women component plan Introduction Empowerment, especially empowerment of women is very essential for the development of the family, society as well as nation. It is thus a process of enhancing the capacity of individuals or groups to make choices and to transform those choices into desired actions and outcomes. Empowerment in the real sense of the term increases the innate ability by way of acquiring knowledge, skill, power and experience. It helps individuals to think and act in an autonomous way. It involves developing confidence in their own capacities creating an enabling environment to use it productively to enhance the quality of their life. The main goal of women empowerment is to create a society with gender equality having equitable access to resources. Gender equality implies a society in which women and men enjoy the same opportunities, outcomes, rights and obligations in all spheres of life.

Section (4) (1) (b) (i): Particulars of organization, function and duties of Passport Office, Kozhikode. HISTORICAL BACKGROUND The Regional Passport Office, Kozhikode started functioning in June, 1978 to facilitate expeditious issue of passport to the applicants belonging to the Malabar region of Kerala, residing in the districts of Palakkad, Malappuram, Kozhikode, Wayanad, Kannur, Kasaragod and Mahe district of Puducherry. This office was subsequently bifurcated and created a new Passport Office at Malappuram with effect from 28th August, 2006, taking away Palakkad and Malappuram districts. Subsequently the Palakkad district was merged with RPO, Cochin. Later, the Passport Office, Malappuram was merged with this office. Thus, this office now caters to the applicants from the five northern districts of Kerala, viz., Malappuram, Kozhikode, Wayanad, Kannur, Kasaragod and Mahe region of Puducherry (Union Territory). Consequent on implementation of the Passport Seva Project, passport applications are being accepted at Passport Seva Kendra (PSK) and Post Office Passport Seva Kenda (POPSK). LIVING TO TELL THE TALE- THE KNANAYA CHRISTIANS OF KERALA In the first week of August, Kottayam town witnessed a protest rally by approximately 600 former members of the Knanaya Christians. The rally vouched for the restoration of the erstwhile Knanaya identity of the participants, who by way of marrying outside the Knanaya circle, got ex- communicated from the community. What is it about the Knanaya Community that people who have been ousted from it, refuse to part with their Knanaya identity? Who can give them their Knanaya Identity back? What is the nature of this identity? Belonging to a Jewish-Christian Ancestry, the Knanaya Christians of Kerala are believed to have reached the port of Kodungaloor (Kerala), in 345 CE, under the leadership of Thomas of Cana. This group, also known as ‘Thekkumbaggar’ (Southists) claims to have been practising strict endogamy since the time of their arrival. ‘Thekkumbaggar’ has been opposed to the ‘Vadakkumbaggar’ (Northists) who were the native Christians of that time, for whose ecclestiacal and spiritual uplift, it is believed that the Knanayas migrated from South Mesopotamia. However, the Southists did not involve in marriage relations with the Northists. The Knanaya Christians today, number up to around 2,50,000 people. Within the Knanaya Christians, there are two groups that follow different churches-one follows the Catholic rite and the other , the Jacobite rite. This division dates back to the Coonen Kurush Satyam of 1653, when the Syrian Christians of Kerala, revolted against the Portuguese efforts to bring the Syrian Christians under the Catholic rite.

    PONNANI PEPPER PROJECT HISTORY Ponnani is popularly known as “the Mecca of Kerala”. As an ancient harbour city, it was a major trading hub in the Malabar region, the northernmost end of the state. There are many tales that try to explain how the place got its name. According to one, the prominent Brahmin family of Azhvancherry Thambrakkal once held sway over the land. During their heydays, they offered ponnu aana [elephants made of gold] to the temples, and this gave the land the name “Ponnani”. According to another, due to trade, ponnu [gold] from the Arab lands reached India for the first time at this place, and thus caused it to be named “Ponnani”. It is believed that a place that is referred to as “Tyndis” in the Greek book titled Periplus of the Erythraean Sea is Ponnani. However historians have not been able to establish the exact location of Tyndis beyond doubt. Nor has any archaeological evidence been recovered to confirm this belief. Politically too, Ponnani had great importance in the past. The Zamorins (rulers of Calicut) considered Ponnani as their second headquarters. When Tipu Sultan invaded Kerala in 1766, Ponnani was annexed to the Mysore kingdom. Later when the British colonized the land, Ponnani came under the Bombay Province for a brief interval of time. Still later, it was annexed Malabar and was considered part of the Madras Province for one-and-a-half centuries. Until 1861, Ponnani was the headquarters of Koottanad taluk, and with the formation of the state of Kerala in 1956, it became a taluk in Palakkad district.

    DAY TOUR TO GURUVAYUR TEMPLE AND ELEPHANT CAMP Around 07:30 AM, pick up from respective hotels in Cochin and proceed to Guruvayur (Around 2 ½ hrs drive). Upon arrival visit Punnathur Elephant Court. Punnathurkotta was once the palace of a local ruler, but the palace grounds are now used to house the elephants belonging to the Guruvayoor temple, and has been renamed Anakkotta (meaning "Elephant Fort"). There were 86 elephants housed there, but currently there are about 59 elephants. The elephants are ritual offerings made by the devotees of Lord Guruvayurappa. This facility is also used to train the elephants to serve Lord Krishna as well as to participate in many festivals that occur throughout the year. The oldest elephant is around 82 years of age and is called 'Ramachandran'. Later visit the famous Guruvayur Temple. Guruvayur Sri Krishna Temple is a Hindu temple dedicated to the god Krishna (an avatar of the god Vishnu), located in the town of Guruvayur in Kerala, India. It is one of the most important places of worship for Hindus of Kerala and is often referred to as "Bhuloka Vaikunta" which translates to the "Holy Abode of Vishnu on Earth". Have lunch from Guruvayur and proceed back to conference venue. En route visit Kodungaloor. Once a maritime port of international repute because of its strategic location at the confluence of the Periyar River and the Arabian Sea, Kondugalloor was considered the gateway to ancient India or the Rome of the East, because of its status as a centre for trade. It was also the entry point of three major religions to India - Christianity, Judaism and Islam.
