Box 9020082 San Juan, PR 00902-0082 Dear Governor Rosselló, I write as president of the American Statistical Association to respectfully urge you to keep Puerto Rico’s statistical agency, El Instituto de Estadísticas de Puerto Rico (Puerto Rico Institute of Statistics, PRIS), and its board of directors fully independent. I also draw your attention to the 2,800 individuals—and still growing—who have signed a petition with this same request.1 At this critical historical juncture, Puerto Rico needs accurate, objective, and timely statistics. Government statistics empower the economy, serve the health and welfare of citizens, improve governance, and inform decisions and policies in the public and private sectors, among many other vital functions. Government statistics are also fundamental to evidence-based policymaking, the engagement of which is on a rapid rise in local, state, and federal governments. To address the challenges posed by its decade-long economic recession and the devastation of back-to-back hurricanes, Puerto Rico must chart its path toward sustainable recovery using reputable and reliable data and statistical methods. Because of their broad and profound importance, it is imperative that government statistics be produced through rigorous scientific processes and analyses performed by experts that can function without improper outside influence. Government statistics must be independent, objective, accurate, and timely and be perceived as such. It is just as important to have adequate statistics on a variety of topics. PRIS has demonstrated repeatedly it has the expertise to function independently to produce rigorous, objective, and accurate statistics for the benefit of Puerto Rico and its people.

    TESTIMONY OF SENATOR EDUARDO BHATIA MINORITY LEADER –SENATE OF PUERTO RICO BEFORE THE COMMITTEE ON NATURAL RESOURCES U.S. HOUSE OF REPRESENTATIVES “PROMESA: Discussion Draft” October 22, 2019 Good morning, Chairman Grijalva, Ranking Member Bishop, and Members of the Committee. Thank you for the invitation to participate in today’s hearing to discuss potential amendments to the Puerto Rico Oversight, Management and Economic Stability Act of 2016 (“PROMESA”).1 My name is Eduardo Bhatia Gautier. I am a former president of the Senate of Puerto Rico (2013-2016), and currently serve as the minority leader for the Popular Democratic Party. On behalf of the people of Puerto Rico, we welcome the opportunity to have a constructive dialogue with you and your colleagues on PROMESA. From the outset, it is important to underscore that I have always been opposed to the imposition by Congress of an undemocratic fiscal control board for the Government of Puerto Rico.2 As the former president of the Senate of Puerto Rico, I advocated for a comprehensive framework that would give Puerto Rico the tools it needed to reach a resolution with creditors and adjust its debts to a sustainable level. Recognizing that debt restructuring alone would be an insufficient path to Puerto Rico’s recovery from its long-standing fiscal and economic crisis, together with multiple experts, I also encouraged Congress to address Puerto Rico’s inequitable health care financing structure and adopt legislative measures promoting sustained economic growth. Regrettably, Congress did not heed such advice.     Plenary Session Speaker Biographies Christopher L. Eisgruber ’83 Christopher L. Eisgruber has served as Princeton University’s 20th president since July 2013. He is the Laurance S. Rockefeller Professor of Public Affairs in the Woodrow Wilson School and the University Center for Human Values. Before becoming president, he served as Princeton’s provost from 2004-2013 and as director of Princeton’s Program in Law and Public Affairs from 2001-2004. A renowned constitutional scholar, he is the author of The Next Justice: Repairing the Supreme Court Appointments Process (Princeton 2007), Religious Freedom and the Constitution (co-authored with Lawrence G. Sager, Harvard 2007), and Constitutional Self- Government (Harvard 2001), as well as numerous articles in books and academic journals. In 2014, he was elected to membership in the American Academy of Arts and Sciences. Eisgruber served on the faculty of the New York University School of Law for eleven years before joining the Princeton faculty in 2001. Prior to his time at NYU, he clerked for Judge Patrick Higginbotham of the United States Court of Appeals for the Fifth Circuit and for Justice John Paul Stevens of the United States Supreme Court. Eisgruber received an A.B. magna cum laude in Physics from Princeton, an M. Litt. in Politics from Oxford University, and a J.D. from the University of Chicago Law School. His wife, Lori Martin, is a distinguished securities litigator with the law firm WilmerHale, and his son, Danny, attends the University of Chicago. Bhatia’s father, Dr. Mohinder Bhatia, was working as an economist at the US Embassy in El Salvador as part of President Kennedy's Alliance for Progress, a program to eradicate poverty. Bhatia's father moved to Puerto Rico from India in 1957. • Bhatia's mother, Dr. Carmen Gautier, was a political science professor at the University of Puerto Rico, one of the first Puerto Rican women to attend Wellesley College and the London School of Economics. • Eduardo Bhatia is the youngest of three siblings. His brother, Andrés Bhatia, is a practicing oncologist in Gainesville, Florida, and his sister, Lisa Bhatia, is an assistant U.S. attorney at the San Juan District office of the U.S. Attorney. • Bhatia attended Princeton University, obtaining his Bachelor's degree in Government and Public Policy from the Woodrow Wilson School of Public and International Affairs in 1986. During Bhatia's university years, he was a member of the Princeton University Democrats and the Princeton University Council. He was an activist in the student movement for divesting the University's endowment from companies doing business in the Apartheid regime in South Africa where Nelson Mandela was jailed. • In May 1986, Bhatia was awarded a Fulbright scholarship to study law, economics and politics in Santiago, Chile for one year. The focus of his research was the need for Chile to transition to a democratic regime where human rights were protected. At that time and during Pinochet's dictatorship, he secretly helped collect and transport pamphlets, flyers and underground documents from human rights groups to Princeton's Library, to help with the efforts to document the struggles in Latin America.
