MINING PLAN FOR REMOVAL OF BRICK EARTH Over an extent of 0.64.5Hectares in S.F.No.84/8 of Perunagiri Village, Paramakudi Taluk, Ramanathapuram District, Tamil Nadu State PART – A 1.0 INTRODUCTION Thiru.A.Balasubramanian, S/o.Annamalai Nadar, M/s.Sri Periyandavar Chamber Bricks, residing at Sangamangalam Village, Manamadurai Taluk, Sivagangai District and Tamil Nadu has applied to Quarry Brick Earth from the lands located in S.F. Nos. 84/8 of Perunagiri Village, Paramakudi Taluk, Ramanathapuram District, Tamil Nadu State over an extent of 0.64.5Hectares with the District Collector through Dept. of Geology and Mining, Ramanathapuram District. The District Collector, Ramanathapuram, vide letter Rc. No. G&M.2/1112/2016 dated 19.09.2016 has asked the applicant Thiru.A.Balasubramanian to submit the Mining Plan for approval and directed to seek Environmental Clearance from the State Level Environment Impact Assessment Authority for the above area. Accordingly, Mining Plan is prepared under Rule. 19(2) of Tamil Nadu Minor Minerals Concession Rules, 1959 for removal of Brick Earth with due consideration of environmental parameters so as to obtain Environmental Clearance (EC) from the State EIA Authority (SEIAA), Chennai region as per the Memorandum dated 18-05-2012 from MoEF. 1 Extracting minor minerals from an area of less than 5 hectares will need environment clearance from the Union ministry of Environment and Forest (MOEF). The EIA (Environmental Impact Assessment) notification 2006, requires mining projects, including new projects, expansion, modernization, or renewal of mine leases, with lease area of 5 hectare and above irrespective of major or minor mineral of obtain prior environment clearance. Mining projects with lease area of 5 hectares and above but less than 25 hectares are categorized as category ‘B2' whereas projects with lease area of 25 hectares and above are categorized as category ‘B1’. Both the category projects are considered by the respective State-level EIA authority. To ensure compliance of Supreme Court order of February 27, 2012, it has now been decided that all mining projects of minor minerals irrespective of the size of the lease would henceforth require prior environment clearance. Accordingly this mining plan is prepared for mining Brick Earth and to obtain Environment clearance from the State level EIA Authority. The Applicant intends to mine Brick Earth from the said patta land for the manufacture of eco-friendly bricks in their own units using conventional method .Under MoEF notification EIA-2006, 2009 & 2013 this project falls under the category “B2”. 2 As per the guide lines enumerated by the MoEF, GOI, 1. The burrowing/excavation activity is restricted to a minimum depth 1m below general ground level at the mining site. The District Collector, in the precise letter, has restricted the depth of mining to 1m below ground level. This mining operation is well within the norms of operation laid by the Ministry 2. The burrowing/excavation activity is restricted to a minimum depth 1m above ground water table at the mining site. The ground water table in this area averages 25m. The mining operation will not affect the water table in the area. 3. The burrowing/excavation activity shall not alter the natural drainage pattern of the area. 4. The burrowed/excavated pit shall be restored by the project proponent for useful purpose. 5. A berm shall be left from the boundary of adjoining field having a width equal to atleast half the depth of proposed extraction. 6. A minimum distance of 15m from any civil structure shall be kept from the periphery of any excavation area. 7. No Historical monuments, Archeological place of interest, Place of Worship, Reserved Forest, Social Forest, Wildlife Sanctuary, etc are found near the quarry site. 8. The excavation is proposed for an average depth of 2m below ground level. On completion of mining activity, the area will used for agricultural purpose. 9. There would not be any adverse impact on the existing environment due to the mining activity. Sudiyur is the nearest Railway Station which is 3.0Km on Northwestern side of the site area. 5 4.0 GEOLOGY AND MINERAL RESERVES 4.1 Brief description of the The area applied is Patta - Dry land in topography of the area Perunagiri Village. It is represented in the (with plans): survey of India. Topo sheet : 58 - K /10 Latitude :09°35'12"N to 09°35'14"N Longitude :78°30'30"E to 78°30'35"E The Elevation is around 55m above MSL. The terrain being gentle & sloping towards Southeastern side, covered with top soil, arenaceous in nature and composed of pink to Red sand. Ground water level is around 28m. Nearby Panchayat Bore well is 85 feet deep. 4.2 Brief description of the Topsoil and subsoil capping of 1 to 2 m in and geology of the area (with around Perunagiri village areas consists of plans): arenaceous/ ferrugineous earth (Brick Earth) that are suitable for the manufacture of bricks. Bricks are made from common residual (or) sedimentary soils which are found so abundantly in these areas. These are more superficial portions of the soil profile and are neither too clayey nor too sandy in nature. At the same time it is both tenacious and plastic when wet. This area topsoil is of uniform quality, clean and free of all intercalated gravel and boulder 6 beds. Recent alluvial found in these areas is suitable for brick making. 4.3 Details of Exploration No exploration is carried out. The topsoil has already carried out if any: to be mined out. The quantity and quality of Brick Earth available in the area can be easily confirmed by visual survey. 4.4 Estimation of reserves: a) Geological reserves The Geological Reserves is estimated and with geological shown in plate - 3 up to the depth of 1m. sections on a scale of Geological resources is estimated as area 1 : 1000 method upto a depth of 1m S.F.Nos. 84/8: 0.64.5x 10000 sqm x 1m = 6,450m3 b) Recoverable reserves: By allowing the safety distance as per Mine provisions & Conditions laid in the precise letter the recoverable Reserve is calculated & shown in Plate - 3, S.F.No. 84/8: Block –I Section XY-AB L54m x W41m x D1.0m = 2,214m3 Section XY-CD L66m x W30m x D1.0m = 1,980m3 Total = 4,194m3 The total mineable reserve is estimated as 4,194m3 of Brick Earth upto depth of 1m only. 7 5.0 MINING 5.1 Method of mining Opencast mining by semi mechanized system (opencast/ underground): of removing loose soils using hydraulic excavator and agricultural tractor tippers/ tippers or combination will be adopted. 5.2 Mode of working It is being loose sedimentary topsoil and soft (mechanized, semi in nature, the Brick Earth is removed by a mechanized, manual): system of hydraulic excavator and tipper combination. After removal, the material is being loaded in the tippers and transported to the brick manufacturing unit. 5.3 Proposed bench height and It is being soft natured topsoil accumulated on width: the surface and being mined at shallow depth of 1m below ground level. So no need for benching is required. And this district was named as Ramanathapuram. During the British period this district was called “Ramnad”. The name continued after independence. Later the district was renamed as Ramanathapuram to be in conformity with the Tamil Name for this region. As per GO.Ms.No.347 dated 8.3.1985, Madurai was trifurcated on 15-3-85 as 1) Pasumpon Muthuramalinga Thevar District which consists of Thiruppattur, Karaikudi, Devakottai, Sivaganga, Manamadurai and Ilaiyankudi Taluks. This district was later renamed as Sivaganga district. 2) Kamarajar District which consist of Sriviliputtur, Virudhunagar, Thiruchuli, Aruppukottai, Sattur and Rajapalayam Taluks. This district was later renamed as Virudhunagar District. 3) Ramanathapuram District, which consists of Tiruvadanai, Paramakudi, Kamuthi, Mudukulathur, Kadaladi, R.S.Mangalam, Kilakarai, Ramanathapuram and Rameswaram Taluks.
