And this district was named as Ramanathapuram. During the British period this district was called “Ramnad”. The name continued after independence. Later the district was renamed as Ramanathapuram to be in conformity with the Tamil Name for this region. As per GO.Ms.No.347 dated 8.3.1985, Madurai was trifurcated on 15-3-85 as 1) Pasumpon Muthuramalinga Thevar District which consists of Thiruppattur, Karaikudi, Devakottai, Sivaganga, Manamadurai and Ilaiyankudi Taluks. This district was later renamed as Sivaganga district. 2) Kamarajar District which consist of Sriviliputtur, Virudhunagar, Thiruchuli, Aruppukottai, Sattur and Rajapalayam Taluks. This district was later renamed as Virudhunagar District. 3) Ramanathapuram District, which consists of Tiruvadanai, Paramakudi, Kamuthi, Mudukulathur, Kadaladi, R.S.Mangalam, Kilakarai, Ramanathapuram and Rameswaram Taluks. Geographical location of the districtRamanathapuram is one of thecoastal districts bounded on the north by Sivagangai and Pudukottai districts, on the east and south by the Bay of Bengal, and on the west by Thoothukudi and Virudhunagardistricts. Vaigai River and Gundar River are flowing in the district and they will be dry during the summer season. 1 | Page District Disaster Management Plan 2020-21 Ramanathapuram 2020 RAMANATHAPURAM DISTRICT MAP 2 | Page District Disaster Management Plan 2020-21 Ramanathapuram 2020 GEOGRAPHY AND HISTORY OF RAMANATHAPURAM Geographical location of the district Ramanathapuram is one of the coastal districts bounded on the north by Sivagangai and Pudukottai districts on the east and south by the Bay of Bengal and on the west by Thoothukudi and Virudhunagar districts.The district headquarters is locatedat Ramanathapuram. The district lies between 9 05 and 9 o 5’ North Latitude and 78o 1’ and 79o 27’ East Longitude. The general geographical information of the district is simple and flat. Vaigai river and Gundar river are flowing in the district and they will be dry during the summer season. The climate of this district in the inland plains is generally hot and dry with a low degree of humidity except within a radius of about 20km from the coast, where the temperature is tolerable and cool on account of the sea breeze. Rapid urbanization and population growth in hazard–prone areas and coastal areas make action all the more urgent. Disaster risk reduction is a top priority as we seek to hold back the tide of rising economic and human losses. Its impact can be catastrophic for poverty reduction and sustainable development efforts, especially in a country like ours. Unexpected rains, causing urban flooding in many low lying area of the district, Lightening are other forms of recurrent disasters affecting the communities. Land use pattern in the city has also changed drastically which adds to severity of the disaster. It is high time that every district whether big, medium or small starts focus Sendai Framework For Disaster Risk Reduction (2015-30) to reduce risks and vulnerabilities, to adopt systematic and scientific planning process to mitigate disaster risks and vulnerability factors. Building capacities of state, district and local body institution and of the communities who lives with hazards are most important and are prelude for DRR initiatives. Scope and Purpose of District Disaster Management Plan The present plan-2018 will apply to risk of (a) small-scale and large scale (b) Frequent and infrequent (c) sudden, slow and on set disasters caused by man- made or natural hazards as well as related to environmental, technological and biological hazards. It aims to guide the multi-hazard management disaster risk in development at all levels as well as within and across all sectors DDMP discussed in detailed about types of disasters prone to the district. Natural disasters related to weather like flood, lightning and thunder, disaster related to geology like earthquake, disaster related to anthropology. District Disaster Management Plan discussed about management of any type of disasters, occurrence of any one disaster always brought us two or many secondary disasters, say flood may cause epidermic outbreak, earthquake may result in fire accidents, dam failure, bridge collapse etc. Thus DDMP focus on multi-hazard management disaster risk in development at all levels as well as within and across all sectors Expected Outcome Expected outcome of District Disaster Management Plan (2020-2021) is substantial reduction in disaster risk and losses in lives, livelihoods and health in the economic, physical, social, cultural and environmental assets of persons, business, communities and countries. Goal of the District Disaster Management Plan To prevent new and existing disaster risk through implementation of integrated and inclusive economic, structural, legal, social, health, cultural, educational, environmental, technological, political and institutional measures that prevent and reduce hazard exposure and vulnerability to disaster, increase preparedness for response and recovery and thus strengthen resilience. Targets of District Disaster Management Plan Sendai framework target about reduction of mortality rate, reduction in affected population, reduction in economic loss, reduction in damage of properties, enhancing international cooperation, strengthening of multi-hazard warning system and accessibility and availability of information to the people by 2030.
