2011 Census – Data for Parishes February 2014 2011 Census – data for parishes February 2014 Every ten years, the Office for National Statistics (ONS) carries out a census to find out more about the people who live in England and Wales and about the make-up of local neighbourhoods. The 2011 Census took place on Sunday 27 March 2011. The census is a key source of statistics on our local populations, and for many statistics and geographies such as parishes, the 2011 Census will be the first source of data we have had since the 2001 Census. The Office for National Statistics is currently in the process of publishing the results of the 2011 Census. Data for parishes There is a wealth of information available from the 2011 Census at parish level, for example: • Population (by single year of age) • Ethnicity and religion • Housing (includes single pensioner households, lone parents, tenure and central heating availability) • Economic activity (includes unemployment, hours worked and occupations) • Health (includes general health, limiting long term conditions and carers). Some data tables available at parish level cover a single topic, for example health and others show results for more than one topic, for example health by age. The tables published by ONS so far are all available on the NOMIS website: https://www.nomisweb.co.uk/census/2011 Important information about using 2011 Census data for parishes Care needs to be taken when looking at parish results from the 2011 Census: • The tables published by ONS are at parish level and not parish council level • For some small parishes, no results are available • In some cases, the results quoted for a parish are actually for an area larger or smaller than the parish. The reason for this is explained below. The Office for National Statistics (ONS) is calculating parish results from the 2011 Census by summing the results for output areas (OA). These are small geographical areas that ONS originally set up for statistical purposes In some cases, a number of OAs will fit neatly into a parish but in some cases they do not. Where an OA crosses parish boundaries ONS has assigned the results of that OA to the parish in which its centre lies (in terms of population). In some cases this will mean that the results quoted for a parish are not actually for the parish stated but a larger or smaller area than this to varying extents. Also if a parish population is below 100 or it has less than 40 households ONS are not publishing results for this parish. Contact: Lee Huxley Phone: 01244 972064 Email:[email protected] Parish council populations The following table includes the population for each parish council1 at the time of the 2011 Census and also notes on whether the parish council statistics (which are summed from parish statistics) are for the actual parish (an exact match) or a larger / smaller geography (see the previous section for an explanation on this). • Framework of a Neighbourhood Plan
Clotton and Hoofield: Framework of a Neighbourhood Plan Background and Introduction. This plan has been prepared by the Clotton and Hoofield Neighbourhood Plan Group on behalf of Clotton and Hoofield Parish Council after X months of study, research and consultation with the local community. We have also worked closely with Cheshire West and Chester Council. We have consulted with the community in a number of ways throughout the plan making process and we believe that this Plan reflects the views of our community. A number of strong messages emerged from the consultation process including the size, volume and speed of traffic passing through the village as well as the fact that local people enjoy living and working in the village and wish to retain its identity and character. This was key to developing the overarching Vision of the Plan which is set out on page X of the plan. The aims and policies of the Plan have been driven by the views of the local community and we strongly believe that the policies in this plan are robust and, when formally adopted, will provide the necessary planning policy framework for the future of the community up to 2030. The Neighbourhood plan area for Clotton and Hoofield was designated in X, 2017 and is shown on the plan (below/opposite). Peter Manby Chair of the Neighbourhood Plan Steering Group Contents. 1. There has been considerable debate about the desirability of either single or multi member wards in the context of Cheshire West and Chester Council (CW&C). Given the fact that elections will be held every four years as "all up" elections, unlike for example the election by thirds found in Metropolitan Councils, we strongly back the idea of single member wards as this will lead to representation which reflects local desires better. These are the basic reasons why we have opted for single member wards: 1. The Boundary Committee's instructions say that wards should represent the local communities. The role of members on local authorities is as representatives of their local communities. 2. Single member wards establish a close link between the member and the community.

OAKMERE PARISH COUNCIL Lynwood, Overdale Lane, Oakmere, Northwich, Cheshire CW8 2EL Clerk – Mrs G M Carter Telephone :- Email :- The Boundary Committee for England, Trevelyan House, Great Peter Street, LONDON SW1P 2HW 3rd August 2009 REF :- Electoral Review of the new Cheshire West and Chester Unitary Authority. Dear Sir/ Madam, It would appear that the status quo will be maintained for the number of Councillors representing Eddisbury, therefore, the Parish Council has no objections to the changes. Yours faithfully, G M Carter (Clerk to the Parish Council) Tarporley Parish Council 30th July 2009 SUBMISSION TO THE BOUNDARY COMMITTEE Tarporley Parish Council has considered the options available to it for the composition of a new electoral ward of which its parish would be part. It has been very aware of the sensibilities of adjacent parishes and has taken this into consideration by contacting the various Clerks and Chairmen, however due to the tight timescale consultation has been limited and without final consensus. In 1973 Tarporley became part of Vale Royal Borough Council, with one councillor representing it. More recently there was a boundary change and Tarporley, together with Rushton, Little Budworth, and Darnall, became the Tarporley and Oulton ward, represented by two councillors. This arrangement worked well with one councillor concentrating on Tarporley and the other, the remaining smaller parishes. With regard to the Cheshire County Council, Tarporley was included in the Eddisbury Ward that extended from Cuddington in the north to Tilston Fearnall in the south and was represented by one councillor. This constituted an unsatisfactorily large geographical spread with the majority of the population living in the Cuddington area.
