AGENDA ITEM NO. 14 TITLE: NORTH ELY DRAFT SUPPLEMENTARY PLANNING DOCUMENT Committee: Development & Transport Committee Date: 14th January 2014 Author: Shirley Blake, Principal Sustainable Development Officer [N190] 1.0 ISSUE 1.1 To consider the responses to the public consultation on the draft North Ely Supplementary Planning Document and approve amendments to the document. 2.0 RECOMMENDATION 2.1 Members are recommended to: i) approve the proposed amendments to the Draft North Ely Supplementary Planning Document as set out in Appendix 2, and ii) approve the Draft North Ely Supplementary Planning Document for use as a material consideration in the assessment of appropriate planning applications. 3.0 BACKGROUND 3.1 The submission draft of the East Cambridgeshire Local Plan proposes an allocation for an urban extension of approximately 3,000 houses to the North of Ely. This is a part of its wider long term vision for the future development of the City over the next 20 years. 3.2 The draft North Ely Supplementary Planning Document (SPD) has been developed by the District Council to provide further supporting detail to help guide the development of the urban extension. It builds on the ideas set out in the North Ely Development Framework 2011, and the developers Joint Strategic Masterplan July 2013, prepared following a series of workshops with the developers, District Council officers and key stakeholders such as the County Council and Environment Agency. 3.3 The aim of the SPD is to provide a clear policy guidance to ensure that a quality development is delivered in North Ely, together with the best possible outcomes for the local community. -

Out of Reach Welcome to the ancient kingdom of Reach, Cambridgeshire, England BEFORE The ancient Township of REACH, or RECHE, has been inhabited for 2,000 years. Local legend says that it was once a city boasting seven churches! Situated at the termination of the great earthwork known as the Devil's Dyke, with Reach Lode giving direct access to the sea, it survived the Conquest as an inland port. It was the centre of considerable trade in mediaeval times, being granted a charter to hold AFTER an annual fair at Rogationtide by King John. Later, as the activity on its hythes decreased and its maritime importance declined, Reach, with its great fair dwin- dling to the proportions of a village `feast' and its many inns closing one by one, gradually lapsed into a purely agricultural community. Reche the port has gone, only Reach the hamlet remains. The medieval remains were suggested to be part of the medieval monastic complex of Cauldwell Priory. The graves were all aligned east-west. The ground level in the churchyard had been raised by up to 0.85m. PRESS RELEASE Haddenham `Say No to Mereham' Group Update Date: 10th September 2007 03 Since its establishment the Haddenham `Say No to Mereham' Group has been active in supporting opposition to the planned development of 5,500 houses (long term plan up to 7,500 houses) at the Mereham site between Wilburton and Stretham on the A10. The following actions are being taken and we would like to encourage as many people as possible to support us. The Developers, Australian company Multiplex Stannifer, have huge resources available to them to fight for planning to be granted - all we have are our voices and (very limited) time, plus whatever donations we can obtain from the local community. Petition: 34th Haddenham Steam Rally (8th-9th September) A great effort was made by members of the `Say No to Mereham' Group this weekend at the Haddenham Steam Rally. Demonstrating the cross-party nature of this campaign, County Councillor William Hunt (Conservative) and District Councillor Gareth Wilson (Liberal Democrat) worked together with other volunteers to tell visitors to the Steam Rally about the threat of the Mereham development. Locals and people from further afield queued to sign the petition and over 1,000 signatures were collected. A similar exercise is planned on Ely Market 22nd and 29th September and we need volunteers to man the stand and attract the attention of passers-by. Paper copies of the `Say No to Mereham' petition have been circulated to shops and other businesses in Haddenham, Wilburton, Witchford and other surrounding villages. The petition has now been set up on the `10 Downing Street' website.
