Appendix D Introduction This report summarizes the activities of the Division 6 office of the Colorado Division of Water Resources in 2009. It presents an overview of the administration activities that took place during both the calendar and irrigation year 2009 and statistical data for both the water and irrigation year 2009. Please direct any questions regarding the information in this report to the Division 6 office in Steamboat Springs. Year 2009 Basin Hydrology Snow Pack In water year 2009 the snow water equivalent (SWE) started out well below average in the months of October and November, but gradually grew to being above average by January in all three basins: North Platte River, White River and Yampa River, as shown in Table 1. With spring conditions being warmer than average, the SWE by May dropped once again to well below average. Table 2 shows the January 1st, March 1st and May 1st runoff forecasts developed by the Natural Resources Conservation Service (NRCS) in comparison to the actual runoff as measured at the selected USGS gauging stations. Precipitation for these selected weather stations was well below average for the month of October and then all over the board until June where the precipitation at all three stations were well above average. June was undoubtedly a wet month, with one water commissioner/rancher joking that he was beginning to grow webbed feet. The Meeker station in particular had precipitation in excess of 280% of average for the month of June. This however was followed by two very dry months where the precipitation was just below 20% of average. Table 4 shows the NRCS Snotel site precipitation for all three basins combined (North Platte, White and Yampa Rivers). Based on the precipitation recorded at the NRCS Snotel sites, precipitation was at its highest in January at 154% of average and at its lowest in August at 51% of average. At the end of the water year, the total annual precipitation was 102% of average, which was very similar to the water year total in 2008 of 103%. The total runoff for the water year at this site was 98% of average. As shown in Table 5, the peak discharge occurred on June 5, 2009 at a rate of 2,450 cfs. Historically, the peak has occurred on May 25 with an average peak discharge of 3,081 cfs. The highest peak of record (1904 through 2009) occurred on June 11, 1923 at 6,720 cfs. Stream flow on the White River below Boise Creek (the most downstream gauging station on the White River in Colorado) dropped as low as 64% of average in August and was as high as 136% of average in May. The total runoff for the water year was 101% of average. As shown in Table 5, the peak discharge occurred on May 26, 2009 at a value of 3,680 cfs. Historically, the peak has occurred on May 28 with an average peak discharge of 3,267 cfs. The highest peak of record (1983 through 2009) occurred on June 7, 1984 at 6,440 cfs. Stream flow on the Little Snake River near Lily dropped to as low as 86% of average in August and was as high as 156% of average in May. The total runoff for the water year was 144% of average. As shown in Table 5, the peak discharge occurred on May 27, 2009 at a value of 6,510 cfs. Historically, the peak has occurred on May 24 with an average peak discharge of 5,302 cfs. The historic peak of record (1922 through 2009) occurred on May 18, 1984 at 16,700 cfs. Stream flow on the Yampa River near Maybell dropped to as low as 70% of average in October 2008 and was as high as 132% of average in May. The total runoff for the water year was 115% of average. As shown in Table 5, the peak discharge occurred on May 26, 2009 at a discharge of 10,700 cfs. Historically, the peak has occurred on May 25 with an average peak discharge of 10,379 cfs. The historic peak of record (1916 through 2009) occurred on May 17, 1984 at 25,100 cfs. The Illinois River of the Michigan River of the North Platte River was not subject to administration at all. Unlike these two main tributaries of the North Platte River, Piceance Creek of the White River and all other systems typically subject to administration were under administration for a substantial portion of the summer as more fully described below.

Long-eared myotis (Myotis evotis) in hand INTRODUCTION Bats, as a group, are of conservation concern in much of the United States. Because bats have low reproductive rates, undergo major physiological stress (from hibernation and/or migration), are susceptible to human disturbance at roost sites, and may be disproportionately impacted by some energy development, they are receiving ever-increasing levels of conservation attention (Racey and Entwistle 2003). One of the primary facets of most conservation strategies is the need to obtain better distributional information (Racey and Entwistle 2003, Fenton 2003). Bats pose a particularly difficult information gap because of the lack of survey effort and the inherent difficulty of surveying for nocturnal, volant species. Of the approximately 126 species of mammals found in Colorado, bats, with approximately 20 species, are second only to the rodents in diversity. Despite being a large component of the mammalian fauna, the distribution, abundance, and ecology of most bats species is poorly understood. Much of the absence of biological information is driven by the paucity of survey effort dedicated to bats. In turn, the lack of distributional information has raised concern that many bat species in Colorado are of conservation concern.

The refuge was created to offset, in part, losses of breeding and nesting habitat in the prairie wetland region of the Midwest. Most of the land was purchased with funds derived from the sale of Duck Stamps. Arapaho National Wildlife Refuge (NWR) is located in an intermountain glacial basin immediately south of Walden, the county seat of Jackson County, Colorado. The basin is approximately 30 miles wide and 45 miles long. Since it is the most northern of four such "parks" in Colorado, it is known locally as "North Park". The Ute Indians referred to North Park as "Cow Lodge" and "Bull Pen." They were the first visitors to the area and remained only during the summer months to hunt bison, abandoning the valley during the long, snowy and icy winters.

This document was prepared at the request of the U.S. Army Corps of Engineers (USACE) in conjunction with the National Environmental Policy Act (NEPA) reviews and preparation of the Environmental Impact Statements (EISs) for the proposed Northern Integrated Supply Project (NISP) and the proposed expansions of the existing Halligan Reservoir and the existing Milton Seaman Reservoir. The Applicant for NISP is the Northern Colorado Water Conservancy District (NCWCD or District), acting on behalf of 15 participating municipal and rural domestic water providers that are located within the District's boundaries in Boulder, Larimer, Morgan, and Weld Counties in northern Colorado. The Applicant's Proposed Action is the construction of the 170,000 acre-foot (AF) Glade Reservoir, located in the Hook and Moore Glade area northwest of Fort Collins near Ted's Place, off of the main channel of the Poudre River, and the 45,624 AF Galeton Reservoir, located on the plains northeast of Greeley and east of Ault. Additional infrastructure and exchange operations would be necessary to facilitate delivery of water to the project's participants. The City of Fort Collins and the North Poudre Irrigation Company (NPIC) are jointly pursuing the expansion of Halligan Reservoir, located on the North Fork of the Poudre River (North Fork), above Livermore.

    ////// NORTH PLATTE BASIN The North Platte Basin, also known as North Park, is a high-altitude valley covering about 2,000 square miles in north-central Colorado. It includes all of Jackson County and the small portion of Larimer County that contains the Laramie River watershed. Both the North Platte and Laramie Rivers flow north into Wyoming and are subject to use-limitations described in Supreme Court decrees. The basin is also affected by the Platte River Recovery Implementation Program (PRRIP), which was developed to manage endangered species recovery efforts on the Platte River in Central Nebraska. Water use in the basin is dominated by irrigated pastures associated with ranching operations. The basin also has a major wildlife refuge in addition to numerous public lands and recreational opportunities. The basin exports a portion of North Platte water—approximately 4,500 AFY—to the Front Range. NORTH PLATTE ////// NORTH PLATTE BASIN 4.6 NORTH PLATTE BASIN RESULTS 4.6.1 BASIN CHALLENGES The North Platte Basin will face several key issues and challenges pertaining to water management, endangered species, and resource development in the future. Copyright © 2012 Colorado State University Colorado Natural Heritage Program All Rights Reserved EXECUTIVE SUMMARY The North Platte River Basin covers >2,000 square miles in north central Colorado and is known for extensive wetland resources. Of particular importance to Colorado Parks and Wildlife (CPW), the basin’s wetlands serve as significant waterfowl breeding areas and refuge for rare amphibians, fish, and invertebrates. Recognizing the need for better information about wetlands across the state, CPW and Colorado Natural Heritage Program (CNHP) began a collaborative effort called Statewide Strategies for Colorado Wetlands to catalogue the location, type, and condition of Colorado’s wetlands through a series of river basin-scale wetland profile and condition assessment projects. This report summarizes finding from the second basinwide wetland condition assessment, conducted in the North Platte River Basin. The initial step in each project is to compile a “wetland profile” based on digital wetland mapping.

E-mail: [email protected] Received: February 1, 2021 Accepted: February 23, 2021 Online Published: February 24, 2021 doi:10.5539/esr.v10n1p49 URL: https://doi.org/10.5539/esr.v10n1p49 Abstract The United States Supreme Court settled legal disputes concerning four different Larimer County (Colorado) locations where water is moved by gravity across the high elevation North Platte-South Platte River drainage divide, which begins as a triple drainage divide with the Colorado River at Thunder Mountain (on the east-west continental divide and near Colorado River headwaters) and proceeds in roughly a north and northeast direction across deep mountain passes and other low points (divide crossings) first as the Michigan River (in the North Platte watershed)-Cache la Poudre River (in the South Platte watershed) drainage divide and then as the Laramie River (in the North Platte watershed)-Cache la Poudre River drainage divide. The mountain passes and nearby valley and drainage route orientations and other unusual erosional features can be explained if enormous and prolonged volumes of south-oriented water moved along today’s north-oriented North Platte and Laramie River alignments into what must have been a rising mountain region to reach south-oriented Colorado River headwaters. Mountain uplift in time forced a flow reversal in the Laramie River valley while flow continued in a south direction along the North Platte River alignment only to be forced to flow around the Medicine Bow Mountains south end and then to flow northward in the Laramie River valley and later to be captured by headward erosion of the east-oriented Cache la Poudre River-Joe Wright Creek valley (aided by a steeper gradient and less resistant bedrock).
