The County Council welcomes the opportunity to comment on the proposals and appreciates that the Commission is having to work to stricter criteria in electorate numbers than before. It welcomes the retention of eight MPs for West Sussex and that there are no proposals for crossing boundaries with neighbouring local authorities. The consultation document sets out proposed changes to six district wards within West Sussex. The County Council recognises that at least three of these are necessary to ensure that Arundel and South Downs, Bognor Regis and Littlehampton and Chichester constituencies comply with the electoral quota. It supports the Commission’s proposals to: • move Plaistow ward from Chichester constituency to Arundel and South Downs constituency • move Barnham ward from Arundel and South Downs constituency to Bognor Regis and Littlehampton constituency. • move Copthorne and Worth ward from Horsham constituency to Crawley constituency. The County Council does not consider that the other three proposed changes are either necessary or are desirable to local electorates. Namely: • Easebourne ward in Chichester constituency should remain unchanged. Easebourne is strongly aligned to Midhurst, which will remain in Chichester constituency and Easebourne should therefore remain in Chichester also. Retaining Easebourne in Chichester constituency will not breach the electoral quota rules and will not adversely affect the shape of either constituency.

There are a number of ways in which the vaccination is being rolled out to our communities: A GP-led vaccination service is where most people living in the district will currently receive their vaccination. At the moment, each area has been allocated one site, but in the case of the district, there are four sites – which is great news for residents and means that the vaccination can be given to as many people as possible as quickly as possible. Hospital hubs – local hospitals across the country have begun giving the vaccine to people over 80 who are attending for a planned appointment and frontline health and care staff. St Richard’s Hospital began providing the vaccination in this way this week. Roving service - the vaccine will be taken into care homes and into people’s own homes if they cannot attend a vaccination site. This is being stepped up over the coming weeks as more supplies of the vaccines become available. Large vaccination centres – each county will have one large vaccination centre which will be able to give the vaccine to large numbers of people.

    Overall Character THE WEST SUSSEX LANDSCAPE Land Management Guidelines This long narrow Character Area extends between West Wittering and Shoreham and comprises the majority of the West Sussex coastline. It is a distinctive low, open and exposed landscape which has an overriding visual and physical association with the sea. Its wide and gently curved bays are further defined by the protruding shingle headland of Selsey Bill, and the chalk headland of Beachy Head in neighbouring East Sussex. This is a dynamic character area whose key characteristics are linked by coastal evolution, weather and tides. Sheet SC1 The character varies considerably according to weather condition and seasons. Local communities now have a greater influence over the way their neighbourhoods are developed, placing community need at its heart, along with co-operation with developers and local authorities. In addition to a number of policy changes, one of the most significant is the way the National Planning Policy Framework (NPPF) is applied through the involvement of local communities and a presumption in favour of sustainable developments in line with community need. The removal of the regional tier with the abolition of regional spatial strategies (RSS), local planning policy has become essential. Communities defined by parish or geography have been encouraged to develop their own neighbourhood plans, to provide an informed and contextual framework to determine future development, whilst conforming to strategic and local policies. Through the development of neighbourhood plans, it is essential to give the community every opportunity to contribute their thoughts and to comment on any proposed developments.

Very humbly I say, for heavy responsibility will rest upon every member of this new Parliament, which will have to deal with questions of the gravest moment, and of the deepest concern tio the future welfare, if not to the very existence of our Empire. The settlement in the immediate future of those countries now or lately in arms against us, to bring to them not only peace but goodwill among men, and to enable our foes to appreciate the true freedom which exists under the British flag is no light undertaking; and the wise application to our Army system of the lessons taught us in that war is another task which may try our system of Parliamentary Government in no common degree. I am glad to know from some of the names which appear on the nomination papers which I handed in to-day that the great constituency which has given me a share in this most honourable but most responsible duty looks far beyond the petty pitfalls of mere party politics; and while not forgetting those domestic questions and local interests which rightly have a claim upon me, I shall make the welfare of our country my chief concern, and seeking to build upon the best and surest foundation, I shall endeavour as your representative to discharge in some measure that debt of gratitude which we owe to our soldiers, our people and our colonies, who in the time of need have rallied to their country’s flag in a manner which has been the admiration of the civilised world, and will be the priceless inheritance of those who come after us.
