1EXECUTIVE SUMMARY: The proposing ordinary sand excavation project of MOIDEEN FAISAL HUSSAIN, have in Survey no. 138/34-1, 138/21, 138/21-1, 138/19, 138/20, 138/19-1, 138/12, with an extent of 0.1742 Ha is his own private dryland at Attipra village of Thiruvananthapuram Taluk in Thiruvananthapuram District. The purpose of the project is to construct a naturally ventilated multi storeyed building . The proposed project does not involve any rock blasting or rock mining. The semi mechanised method of mining and transportation will be carried out by utilising excavators and tippers. The quantity of excavation will be calculated as 16,968MTand the excavated sand will be utilized for filling the neighbouring low lying dwelling grounds asper their requirements, refilling of building foundations, and for basement filling. There is no environmental hazard involve in this process and the project area does not HACA region and not fall in CRZ zone. The estimated project host is about 25 lakh The proposed project is categorized as category B2, of ordinary sand mining by MoEF O.M. dated 24 June 2013. As the proposed project is coming under ordinary sand/red sand clearance, an application duly filled & signed with required annexure, affidavit excavated bts, reports& other necessary documents are submitted for prior environmental clearance with prefeasibility report. Commitment from applicant regarding the proposed project: I have applied for prior Environmental Clearance to DEIAA, Thiruvananthapuram for excavation of ordinary sand from survey no. 138/34-1, 138/21, 138/21-1, 138/19, 138/20, 138/19-1, 138/12, Attipra village, Thiruvananthapuram Taluk, Thiruvananthapuram District, Kerala State in an extent of 0.1742 hector.

I will not deploy any child labours below 18 years for any type of excavation operation. All labours engaged will have insurance till the end of life of excavation period. All type of

3 Safety / Protective measures will be taken / provided to all the labourers working in my excavation site.

1M safety zone all along the project periphery will be maintained and Green belt will be developed and maintained all along this project periphery. This will help to maintain the hard support for the surrounding land / area. No pit will be formed after excavation. The quarrying operation will not cause any hindrance to the nearby public and human settlements during transportation of mineral. I will sincerely follow and execute the Pollution Control measures and Green belt development during the course of excavation operation.

This is an ordinary sand excavation project. The project site is at Attipra, in survey no,

The proposed ordinary sand excavation project site is at Attipra, near Govt Eng. collage in

Brief description of nature of project

This is an ordinary sand excavation project. The proposed ordinary sand excavation does not involve any blasting or rock mining. Mechanized method is used for excavation of ordinary sand and excavation will be carried out using excavators and transportation of material using

5 tippers. The quantity of sand excavated will be 16,968MT. There is no environmental hazard involved in this process. The ordinary sand excavated (the minor mineral) from proposed site will be used for the filling up of- the low-lying dweller grounds, the building foundation, and basement stemming works.

Need for the project and its importance to the country or region

The basic objective of the project is to construct a naturally ventilated green house and poly house purely for the state/village agriculture promotion. Excavated ordinary sand will be used for sand filling for construction works and for ground filling of nearby dwelling areas.

Demand and supply gap

There is a large demand of ordinary sand for sand filling for constructions, other infrastructure development and will be used for sand filling for Excavated ordinary sand will be used for sand filling for construction works and for ground filling of nearby dwelling areas.

Imports vs indigenous production

There will not be any import of material for this proposed project. And no indigenous materials will be produced/excavated during this mining activity.

Export possibility

There will not be any export of material since this is low category minor mineral- ordinary sand excavation project and the project proponent would like to utilise the material for sand filling for construction works and for ground filling of nearby dwelling areas only.

6 Domestic/export market

There is a large demand of ordinary sand for sand filling for constructions, road formation and other infrastructure development. Excavated ordinary sand will be used only for sand filling for construction works and for ground filling of nearby dwelling areas.

Employment generation (direct and indirect)

In this proposed excavation project, 8-10 people will have direct employment and around 10 -16 will have indirect employment.

3. PROJECT DESCRIPTION:

Types of project including interlinked and interdependent project

This is an ordinary sand excavation project. Excavated ordinary sand will be used for sand filling for building constructions, dwelling ground filling and levelling activities nearby region. This project is not interlinked with any other projects.

Location

This ordinary sand excavation site is at Attipra, in survey no. 138/34-1, 138/21, 138/21-1,

138/19, 138/20, 138/19-1, 138/12, Attipra village, Thiruvananthapuram Taluk, Thiruvananthapuram District in an extent of 0.1742 hector. Details of alternate sites considered and basis of selecting the proposed site, particularly the environment consideration gone into should be highlighted The excavation of ordinary sand is site specific and no alternative site has been considered. The proposed project site is part a of summit of the hilly terrain. Excavation of ordinary sand will not generate significant pollutions & environmental issues.

7 Size or magnitude of operation

This proposed Ordinary sand excavation project is in an extent of 0.2914 Ha. The proposed site is height almost the same from the the road level. It is proposed /planned to excavate approx. 6 m Ordinary Sand from the proposed area. The quantity of material excavated is as given below: • Reserve (ordinary sand) available 8484 x 2 x = 16,968 MT Volume of excavation =8484cum • Available material for excavation = 16,968 MT Project Description with process details: (a schematic diagram/flowchart layout, components of the project. Mechanized method is used for excavation of ordinary sand and excavation will be carried out using excavators and transportation of material using tippers. The quantity of sand excavated will be 16,968MT. Excavated ordinary sand will be used for sand filling for construction works and for ground filling of nearby dwelling areas. The process flow diagram of the excavation process is given below: -

8 Availability of water, its source, energy/power requirements and source should be given In the proposed sand excavation project approximate 1 KLD water will be required to meet domestic purposes& dust suppression and the same will be sourced from outside through tankers. No electricity is used for the proposed project. Only diesel operated machineries are used for the excavation purposes.

Quantity of waste to be generated (liquid & solid) and scheme of their management No solid / liquid waste or effluent will be generated due to proposed ordinary sand excavation project. 1 KLD water will be used for domestic/drinking & suppression purpose only and no waste will have generated from this. The major source of pollution in the proposed sand excavation activity will be particulate matter (fugitive emission) generated while excavation

of sand & transport vehicle and emissions of SO2 and NO2 due to operation of the excavators and transport vehicle. The surrounding of project area is with good greenery all around and this will minimize the fugitive emissions. However, during excavation operations, water sprinkling will be done to avoid generation of fugitive dust emissions and transport vehicle will be well covered. In addition, Green belt will be developed and maintained all along the project periphery. 3 SITE ANALYSIS

This proposed ordinary sand excavation project site is at Attipra, in survey no. 138/34-1,

138/21, 138/21-1, 138/19, 138/20, 138/19-1, 138/12, Attipra village, Thiruvananthapuram Taluk, Thiruvananthapuram District.

Land form, land use & ownership

The entire project area is 0.1742 Ha which is a private, dry, non-government, non-forest land and there is no habitation in this area. The land is owned by the project proponent and a private party with consent. At present the proposed area is an undeveloped and no other activity being carried out.

Topography (along with map)

The site is part of slightly elevated hilly terrain and has a natural drain of rain water.

Existing land use pattern (Agriculture, non- agriculture, forest, water bodies, including CRZ), shortest distance from the periphery of the forest, national park, wild life sanctuary, eco-sensitive areas, Water bodies distance from HFL line, CRZ notification for notified industrial area. At present the proposed site is non-agricultural, out-cropped, non-forest Land. The proposed area does not come under notified industrial area or CRZ zone. Kaliyikkavilai is 39 km

away (Ariel), Akulam is 2 km away (Ariel), VeliBeach 1.5km away. Nearest Railway line is 142m km away (Ariel), No Reserve Forest, Biosphere, Ecological Park, National Park, Wild Life Sanctuary and Dams etc .

Existing infrastructure: - There are no existing infrastructures in the proposed project site.

Soil classification: -

The soils of the area can be classified into the following types: - laterite gravel, red bricks and pattern rocky type.The soil is well drained, low in organic matter, non-fertile and low in plant nutrients.

10 Climatic Data from Secondary Sources: -

Thrissur has a tropical climate and has significant rain fall. The average annual temperature in Thrissur is 27.3OC.In a year, the average rainfall is 2952 mm. Driest Month is Jan, with 1 mm of rainfall. In July Precipitation reaches its peak with an average of 830mm. The warmest month of an year is April with an average temp. of 29.6O.

The Social Infrastructure available near the proposed site are as given below Nearest Town : Kazhakkottam Nearest School : Kulathoor Nearest Hopital : T.S.C Hospital

Good mobile network is available in the site and other Communication services are available in the nearby villages.

4 PLANNING BRIEF

Planning concept (type of industries, facilities, transportation etc)

This is ordinary sand excavation project; mechanized excavation of ordinary sand is proposed. Excavation activities will be carried out by an hydraulic excavators, loading of the material to the tipper will be done using excavators and tippers will be used for transporting of the material. Drinking water, Rest Shelter, Toilets & Transport facility for employers will be arranged. No electricity is used for the proposed project. Only diesel operated machineries are used for the excavation purposes. No solid / liquid waste or effluent will be generated due to proposed ordinary sand excavation project. Water will be used for domestic/drinking& dust suppression purpose only and this will have sourced from outside by tankers. The major source of pollution in the proposed sand excavation activity will be particulate matter

11 (fugitive emission) generated while excavation of sand & transport vehicle and emissions of

SO2 and NO2 due to operation of the excavators and transport vehicle. The surrounding of project area is with good greenery all around and this will minimize the fugitive emissions. However, during dry seasons, excavation operations will be carried out after water sprinkling to avoid generation of fugitive dust emissions and transport vehicle will be covered. Town and country planning/ development authority classification.

Types of industry: -

As per schedule of EIA notification 2006 and amendments thereafter proposed sand excavation project comes under Mining of Minerals at SlNo.1(a). As per ministry of environment &forest, Govt. of Office memorandum No. L-11011/47/2011-1A.II(M) dt:24 June 2013, proposed excavation activity will be categorized as ‘B2’ category project.

Transportation: -

Excavated ordinary sand will be transported using 6-7 Tipper Lorries covered with tarpaulin sheets.

Population projection: -

Due to this proposed sand excavation activity there will not be influx of people from outside as only the local people will be employed this project.

Land use planning: -

The proposed project is in an extent of 0.1742 Ha, and the total area will be used for ordinary sand excavation. No pits will be formed due to this excavation. After excavation this area/land will be utilized for the construction of a naturally ventilated Malty storeyed building.

12 Assessment of infrastructure demand (physical and social):-

The basic infrastructure such as roads, transportation, health centres and hospitals, schools, colleges, sanitary facilities are available in the vicinity of the proposed project area. The proposed project is a small scale minor mineral excavation (ordinary sand) and this will not exert any unbearable load on any of these resources.

Amenities/facilities

Rest Shelters, Safe Drinking water, First Aid Box and all other necessary facilities will be arranged at the proposed project site. 5 PROPOSED INFRASTRUCTURE: No major infrastructures are proposed at the sand excavation area except rest shelter. Facilities like drinking water& First Aid Box etc. will be arranged at the project site. Green belt will be developed and maintained all along the project periphery.

Social infrastructure

Schools (primary as well as secondary), health centers and hospitals, electricity, banks, postoffice, veterinary centers etc. are available within 5 km. of proposed ordinary sand excavation area. In the proposed sand excavation project approximate 1 KLD water will be required to meet domestic purposes including drinking water & dust suppression and the same will be sourced from outside through tankers and cans.

4 Power requirement and supply/sources

No power will be required for the proposed ordinary sand excavation project as the excavation will be done using diesel operated machineries like excavators.
