6. *Nawab Muhammad Yousuf Talpur: (Deferred during 13th Session)

Will the Minister for Energy (Power Division) be pleased to state:

(a) the method and manner through which present Chief Financial Officer (CFO), Hyderabad Electric Supply Company (HESCO) was elevated from BPS-17 to BPS-18 in 2013;

(b) the date of meeting of promotion/induction board and its composition;

(c) the length of service required for promotion from BPS-17 to BPS-18 and the length of service at her credited at that time;

(d) whether her name was included in the seniority lists of officers of BPS-18 by Electric Power Company (PEPCO);

(e) the reasons for modifying criteria for appointment of CFO, HESCO in advertisement published on 13-01-2018 as compared to the advertisement of 21-06-2016;

(f) whether modified criterian conditions were vetted by PEPCO and Power Division;

(g) whether Audit Para No.91(7/2011 to 06/2012) is still outstanding against her; 2 (h) what were the basis for giving her hefty pay of Rs.500,000/- per month as CFO; and

(i) the reasons for extension of her contract period from initial one year to three years within three/four months of her joining as CFO?

Minister for Power Division (Mr. Omar ): (a) She was offered appointment as D.M (Tariff) in the light of approval of the BoD HESCO in its 90th meeting held on 02­3­2013 on regular basis in the office of F.D HESCO.

(b) No promotion board was Constituted. However HR Committee of HESCO BoD thoroughly interviewed to examine her potential and expertise and BoD Finally approved her induction as DM (Tariff) through Agenda point No. 04 in its 90th meeting held on 02­3­2013.

(c) Minimum 05 Years service required for promotion in BPS­17 to BPS­18.

 09 Years 05 Months 18 Days Service at her credit.

(d) No.

(e) The BOD HESCO in its 119th meeting dated 04­6­2016 under Agenda item No. 05 approved the draft advertisement. which was prepared by Admin & HR Director, HESCO for appointment of Chief Executive Officer, Chief Financial Officer, Chief Internal Audit, Legal advisor and IT Consultant in HESCO and the same advertisement was published in the Newspapers on 21­6­2016.

Later, on the directions of Ministry of Water and Power, the revised criteria for the post of Chief Executive Officer, Chief Financial Officer, Company Secretary and Head of Internal Audit was prepared and submitted by the Admin & HR Director, HESCO in its 124th BOD meeting dated 12­11­2016 for approval. Accordingly’ revised criteria was approved by BOD HESCO. However further process for appointments could not be finalized due to the absence of required No. of candidates.

It is added here that under Agenda item No. 13 the permission for re­advertisement of post of CFO with revised age limit of 35 to 50 years on 3 initial contract of one year, was placed before BOD by the then Admin & HR Director HESCO in its 134th meeting dated 16­10­2017, subsequently the BOD HESCO accorded approval for re­advertisement of the post of CFO with revised age limit in 138th BOD meeting dated 02­01­2018 at Addl. Agenda item No. 02. Thereafter, the advertisement for the post of Chief Financial Officer and CIA was published in Newspapers on 13­01­2018).

(f) Modification in criterion with regards to age limit of 35 to 50 years on initial contract for one year was sought by Admin & HR Director, HESCO, through BOD in its 134th meeting dated 16­10­2017, which was subsequently granted by the BOD in its 138th meeting dated 02­1­2018.

(g) Audit Para is still unsettled.

(h) The lump sum pay package amounting to Rs. 500,000/­ per month was assessed and allowed by the BoD HESCO.

(i) The extention in contract was also made by the appointing authority i.e. BoD HESCO.

20. *Nawab Muhammad Yousuf Talpur: (Deferred during 13th Session)

Will the Minister for Energy (Power Division) be pleased to state:

(a) whether it is a fact that CEO of a DISCO is “Competent Authority” for BPS-18 officer;

(b) whether it is a fact that M.D, PEPCO is an “Appellate Authority” for officers of BPS-18 of DISCOs;

(c) whether M.D, PEPCO, in the capacity of Appellate Authority, suspended any officer of BPS-18 of any DISCO and if so, then to whom the suspended officer can prefer appeal under E&D Rules, 1978 of WAPDA;

(d) the detail of such/similar orders issued during the last five years in each of the DISCOs by M.D, PEPCO; 4 (e) whether M.D, PEPCO can order for inquiry against any officer of BPS-18 of any DISCO through S&I Directorate of PEPCO in the event of having S&I Directorate of DISCO; if so, the details of such/similar cases during last five years in each of the DISCOs; and

(f) what will be the role of BoD of a DISCO in whole of the such situations?

Minister for Power Division (Mr. Omar Ayub Khan): (a) Yes, However, as per Rule­2 of the Pakistan WAPDA Employees (E&D) Rules, 1978, the definition of ‘competent authority’ is reproduced as under:

“Competent Authority means the Authority or the appointing authority, or an officer to whom the appointing authority is subordinate, or an officer designated by the Authority to exercise powers of the competent authority”.

(b) Yes, MD PEPCO is the ‘appellate authority’ for the penalties imposed upon the officers under WAPDA (E&D) Rules, 1978 by the CEOs of DISCOs as per delegation of Administrative Powers circulated on 24­02­2017.

(c) As elaborated at part a, Rule­2 of the Pakistan WAPDA Employees (E&D) Rules, 1978, defines competent authority.

Hence, any Authority to whom the competent authority is subordinate can also act as competent authority.

MD, PEPCO, therefore, can place an officer of BPS­18 under suspension in the capacity of ‘competent authority’ and can take disciplinary action.

In case, MD PEPCO penalizes an officer of BPS­18, the Chairman BoD, PEPCO i.e. Secretary Power Division will be the ‘appellate authority’ in that matter.

(d) i. Mr. Ghulam Sarwar Dars, XEN HESCO

ii. Mr. Jalal­ud­Din Abbassi, XEN HESCO. 5 (e) Yes, GM (S&I), PEPCO is working under MD, PEPCO and conducts enquiries against all employees of DISCOs when and where needed.

The detail of five years regarding enquiries conducted against BPS­l8 officers of any DISCOs through S&I PEPCO is at Annex­A.

(f) BoDs of DISCOs have its own prescribed role. The process to conduct inquiries and take disciplinary action under WAPDA (E&D) Rules, 1978 is the role of concerned competent authorities.

Will the Minister for Energy (Power Division) be pleased to state:

(a) the additional revenue, in terms of billions rupees, which has been generated through electricity bills as a result of uninterrupted electricity supply to consumers in the financial year 2018-19;

(b) total additional megawatts, which have been added in the system by the incumbent Government alongwith details of its projects, which have been initiated and made operational;

(c) the volume of theft of electricity both in terms of number of units and value thereof alongwith the most theft prone areas;

(d) whether the Government has assessed reasons behind such theft, particularly with reference to fault in transmission system; if so, the details thereof; and

(e) what steps are being taken to fix the menace of electricity theft?

Minister for Power Division (Mr. Omar Ayub Khan): (a) The comparison of overall revenue billed and collected during 2018­19 and July 2019 with previous year along with the additional revenue generated through electricity bills as a result of uninterrupted supply to consumers is attached as Annex­A and Annex­A­I.

(b) An addition of 3,364 MW has been made in the national grid system during the tenure of the incumbent Government. The plants­wise detail is attached as Annex­B.

(c) Anti­theft drive/campaign was started w.e.f. 13­10­2018. Company/region­wise progress upto 04­09­2019 is attached as Annex­C.

(d) The primary reason of such theft is due to poor socio­economic condition of people and higher electricity tariff. Moreover, departmental corruption and connivance is also a major cause supplementing theft. 7 (e) A campaign to curb the menace of electricity theft has been launched since 13th October, 2018 in all distribution companies (DISCOs).

Crackdown against electricity theft has been started across country and;

 FIRs are lodged against the persons involved in theft.

 Disciplinary action is initiated against the employees, if found involved in theft.

 Detection bills are charged and recovered.

 Surveillance teams are constituted by DISCOs to arrest people involved in theft of electricity.

(a) the total requirement of electricity of Gilgit-Baltistan;

(b) the total electricity produced in Gilgit-Baltistan;

(c) is there any plan to upgrade the existing small Hydro Power Projects in Gilgit-Baltistan;

(d) is there any plan to connect Gilgit-Baltistan with National Electricity Grid; and

(e) if answers to part (a), (b), (c) and (d) above are in affirmative, the details; if not, reasons thereof?

2. *Mrs. Shahida Akhtar Ali:

Will the Minister for Human Rights be pleased to state: 8 (a) whether the Ministry or National Commission on Human Rights has taken notice of non-compilation of correct data of people with disabilities in the country due to which neither the Federal Government and Provincial Governments could implement the official job quota for the disabled in a consistent manner nor policies be properly formulated or adequate funding allocated for them;

(b) if so, what remedial steps are being taken both at the level of Government and the Commission in this regard?

Minister for Human Rights (Dr. Shireen M. Mazari): (a) Yes, Ministry of Human Rights has taken notice of non­compilation of correct data; however, non availability of data does not restrict the implementation of existing job quot reserved for employment of Persons with Disabilities (PWDs). Ministry of Human Rights is cognizant of significance of data about disabled persons. Therefore, efforts have been made for availability of accurate and reliable data on persons with disabilities. Collection of statistical data about PWDs through Population Census is the responsibility of Pakistan Bureau of Statistics. The concerned department has not officially released data of 2017 census, so far. However, as a result of concerted efforts, made by Ministry of Human Rights, Pakistan Bureau of Statistics has conveyed their commitment to collect data on PWDs through their upcoming surveys (Pakistan Labor Force Survey and Pakistan Social and Living Standard Measurement). As a result of consultative meetings with relevant stakeholders including Ministry of Health Services, Coordination and Regulation, data on disability by using Washington Group of Question was collected through Pakistan Health and Demographic Survey (2017­18) for the first time. Besides, Benazir Income Support Programme has also informed about collection of data on PWDs during their ongoing, country­wide ‘Qaumi Khushali Survey’.

It is mentioned that the subject of disability has been devolved to the provinces as a result of 18th Amendment in the Constitution.

(b) The Establishment Division was approached to share implementation status of the quota reserved for PWDs. In response, they have informed that instructions have been issued to all the Ministries/ Divisions/ Departments to implement the quota in true letter and spirit. 9 Moreover, the ICT Rights of Persons with Disability Bill 2018, prepared by the Ministry of Human Rights, in line with UN Convention on the Rights of Persons with Disabilities, ratified by the Government of Pakistan was introduced in the Parliament on 21st December, 2018. The subject bill was referred to the National Assembly Standing Committee on Human Rights for consideration, which constituted a Sub­Committee to examine and review the Bill. Recently, the Sub­Committee has submitted its report to the Committee. In this regard, the National Assembly Standing Committee on Human Rights is required to present the report in the National Assembly. The Bill specifically proposes equity in the employment for PWDs in the public and private sector without discrimination. Under the proposed law, the Governme shall reserve quota as prescribed by the Federal Government to be periodically reviewed, at various levels for PWDs in Government Departments, institutions and corporate entities owned and managed by the Government. In case of non­ compliance, any establishment which does not employ PWDs, shall pay twice into the fund each month the sum of the money it would have paid as salary or wages to PWDs. It is expected that the law after enactment will ensure protection of rights of PWDs in social, economic and political life including employment.

As a consultative process, similar legislation has been made by the Government of Sindh and Balochistan, whereas, it is under process in Khyber Pukhtunkhwa, Punjab and Gilgit Baltistan.

3. *Mr. Mukhtar Ahmad Malik:

Will the Minister for Energy (Petroleum Division) be pleased to state:

(a) whether it is a fact that the schemes of natural gas, initiated during the tenure of previous Government in Bhalwal District Sargodha, New (NA-88), have been moving ahead on a very slow pace;

(b) if so, the reasons thereof;

(c) the time by which these schemes should have been completed; and

(d) what steps are being taken by the Government to complete the said schemes at the earliest? 10 Minister for Petroleum Division (Mr. Omar Ayub Khan): (a) The expected date for completion of remaining jobs is 30­06­2020.

Commissioning date is subject to availability of material, fulfillment of codal formalities and availability of NOCs from relevant Government authorities for laying of Gas Pipe.

(b) More network has been laid/ commissioned in NA­88 during F.Y. 18­19 as compared to the previous year.

(c) As stated above, the expected date of completion of these jobs is 30­06­2020.

Will the Minister for Energy (Petroleum Division) be pleased to state:

(a) the year-wise production of oil and gas, alongwith cost in dollars as well as rupees, from wells in districts Kohat, Karak and Hangu during the last five years;

(b) the names of schemes, alongwith cost in dollars as well as rupees, executed in the above districts under Corporate Social Responsibility (CSR); 11 (c) the year-wise amount, in dollars as well as rupees, spent by the companies, exploring oil and gas, in each sector during last five years in the other parts of the country; and

(d) share of each partner in Joint Ventures, if any?

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a) Field­ wise production of oil and gas from Kohat, Karak and Hangu districts and cost in dollars as well as rupees for the last five years are placed as Annexures­I & II respectively.

(b) OGDCL is spending Rs. 14.95 Million in District Kohat and Rs. 187.11 Million in District Karak under CSR. MOL Pakistan has allocated US$ 691,333 on CSR activities during 2019­20 in districts Karak, Kohat and Hangu. Detail is attached as Annex­III.

(c) Block­wise expenditure on exploration during the period from 2013­14 to 2017­18 is placed as Annexure­IV.

(d) Block­wise share of joint venture is placed as Annexure­V.

5. *Syed Mehmood Shah:

Will the Minister for Communications be pleased to state:

(a) as to when work to dualize Chaman-Quetta-Karachi road would be started; and

(b) whether the funds have been earmarked for the said road in the current fiscal year 2019-20 and as to how these funds would be released?

Minister for Communications (Mr. ): (a) National Highway Authority intends to dualize rehabilitate route N­25 which starts from Karachi and terminates at Chaman, crossing through Khuzdar and Quetta under Public Private Partnership (PPP) on Build­Operate­Transfer (BOT) basis. 12 The process for detailed design and commercial feasibility has been initiated. This Task is being assigned to M/S NESPAK already engaged for detailed design.

Since, this is a mega project having length of 790 Km and limited traffic volume, therefore, it is anticipated that Government support in the form of Viability Gap Funding (VGF) would be required to execute this project on PPP/BOT basis.

It is expected that the said study shall be completed in 3 to 4 months.

(b) An amount of PKR 500 Million has been allocated for this project in current PSDP 2019­20.

6. *Mst. Shaheen Naz Saifullah:

Will the Minister for Human Rights be pleased to state:

(a) whether it is a fact that innocent poor children are subjected to forced labour in different factories; if so, the action taken against the factory owners; and

(b) whether it is also a fact that the law against forced labour exists and if so, the extent to which it is being implemented, alongwith details?

7. *Jam Abdul Karim Bijar:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that Toll Tax is charged by a contractor, allegedly authorized by NHA at a link road Kathore to National Highway near Gagar Toll Karachi despite the fact that the road does not come under the administrative control of NHA or Federal Government; if so, justification thereof;

(b) the year-wise amount which has been collected from this toll tax point since it was established; and 13 (c) what steps are being taken to remove this illegal toll tax point as it does not fall in the domain of NHA?

Minister for Communications (Mr. Murad Saeed): (a) NHA is only collecting toll revenue on its road network. Whereas, link road Kathore does not come under the domain of NHAs road network. Further, this link road falls under the jurisdiction of Provincial Government therefore, appropriate measure/action regarding illegal toll collection and removal of toll tax point will be taken by concerned District Administration.

(b) As above.

8. *Nawab Muhammad Yousuf Talpur:

Will the Minister for Energy (Power Division) be pleased to state:

(a) whether it is a fact that Private Power and Infrastructure Board (PPIB) has allowed companies to construct Hydro Power Projects on Build Own Operate Transfer (BOOT) basis;

(b) whether it is also a fact that some under construction power plants will be fuelled by imported Coal and Regasified Liquefied Natural Gas (RLNG);

(c) if the answers to part (a) and (b) above are in affirmative, how many power plants are being constructed on BOOT basis and the reasons for allowing imported coal and RLNG based power plants?

Minister for Power Division (Mr. Omar Ayub Khan): (a) Yes private hydropower projects are implemented by Private Power and Infrastructure Board (PPIB) on Build Own Operate Transfer (BOOT) basis under the Power Generation Policies announced by the GoP.

(b) Currently PPIB is processing one RLNG based Power Project which is under construction. The Punjab thermal Power Project is located near Trimmu Barrage, District Jhang, Punjab having gross generation capacity of 1263.2 MW. No imported Coal Power Project is under construction in Jamshoro and Trimmu. 14 (c) Three hydropower projects are being constructed in the private sector on BOOT basis.

The Cabinet Committee on Energy (CCE) vide Case No. CCE­ 27­7­2017 dated 6th June 2017 approved 1263.2 MW RLNG based Project near Trimmu Barrage, District Jhang, Punjab by relaxing the ban it had placed on new imported fuel­based power projects.

9. *Ms. Romina Khurshid Alam:

Will the Minister for Law and Justice be pleased to state:

(a) the names of Civil Servants and public office holders serving under the Constitution and Rules of Business, 1973 against whom either a reference or inquiry is pending in any court or NAB;

(b) the nature of allegations against each of above; and

(c) the time since when such reference or inquiry is pending?

10. *Dr. Mahreen Razzaq Bhutto:

Will the Minister for Energy (Power Division) be pleased to state the per unit cost of electricity produced from Nandi Pur Power Project, alongwith the kind of fuel used there?

Minister for Power Division (Mr. Omar Ayub Khan): (I) Per Unit cost of electricity produced at CCPP Nandipur is Rs. 14.19.

(II) At present, RLNG (Re­gasified Liquefied Natural Gas) is being used as fuel at CCPP Nandipur.

11. *Ms. Shams Un Nisa:

Will the Minister for Foreign Affairs be pleased to state whether the Ministry is vigilant enough to play its role in appeasing the growing conflict between USA and Iran in the Persian Gulf to restore the 15 regional normalcy which will surely help in concentrating on the Kashmir issue by diverting the international attention from the Persian Gulf conflict to the sufferings of Kashmiris in the Indian occupied Jammu and Kashmir?

Minister for Foreign Affairs (Makhdoom Shah Mahmood Hussain Qureshi): Pakistan is deeply concerned at the tensions in the Gulf Region that has potential to destabilize the region. Pakistan, both in its public statements and private interactions, has urged all parties involved to exercise maximum restraint and avoid such acts which could spiral the situation out of hand. The conflict, if ignited, would not be in the interest of Pakistan or any other country of the region. The Prime Minister of Pakistan specifically underscored the point with his US interlocutors during his recent visit to Washington.

Pakistan is observing the situation carefully and is ready to play its role in facilitating de­escalation of tensions. We have close fraternal relations with all states in the Gulf region. The Government of Pakistan will continue to play a constructive role in de­escalation and settlement of issues within the framework of international law. We hope that an amicable solution would be found to settle the situation.

As for the Jammu & Kashmir dispute, Pakistan’s extensive diplomatic outreach campaign is continuing focused sharply on the illegality of Indian actions of 5 August, the indefensible lockdown of millions of Kashmiris for three weeks, and the threats posed to peace and security by Indian belligerence. That the international community is focused on this dispute is evident from the Security Council’s meeting of 16 August and the wider reaction of UN Secretary General, human rights organizations and international media. Pakistan will continue its efforts in support of the Kashmir cause.

(b) whether any proposal is under consideration to set up new refineries?

(a) the steps taken by the Government to alleviate the sufferings of the flood-hit areas; and

Minister for Communications (Mr. Murad Saeed): (a) Rehabilitation of road network is the domain of NHA while relief of flood affected areas is the responsibility of respective provinces. During monsoon season 2019, NHA took following preparedness steps; 18

 Establishment of flood emergency cell at HQ and Regional Office level and nomination of focal persons.

 Issuance of Daily flood situation report to all concerned departments and ministries to update about the current status of entire network.

 Contractors were put on red alert at potential flooding locations to respond within minimum possible time in case of any eventuality.

 Emergency Equipment was made available at all breaching sections to operate the breaching mechanically or through blasting if required.

(b) During current monsoon season, some damages occurred on NHA network which have been restored through Routine Maintenance. However, a culvert on Karachi Northern Bypass was damaged in August 2019 which is planned to be replaced with bridge structure for which design is under preparation.

Further, an Assessment Committee was formulated to physically inspect the damaged locations and propose the restoration work. The field inspections of damaged locations have been carried out in the last week of August 2019 and accordingly the preparation of design / engineer’s estimate is in process. Thereafter, restoration works will be carried out.

15. *Ms. Nusrat Wahid:

Will the Minister for Human Rights be pleased to state whether the action plan for human rights is successful in improving human rights situation in the country, especially in the Thar Region?

Minister for Human Rights (Dr. Shireen M. Mazari): The Action Plan to improve Human Rights situation in Pakistan is being implemented by the federal government in collaboration with provincial public and private sector organizations. While implementing Action Plan, the government remained focused on i) enacting appropriate laws giving effect to Pakistan’s international human rights obligations ; ii) amending and bringing the PPC and CrPC in line with current human rights regimes and Pakistan’s international obligations; iii) Establishment and strengthening National Human Rights Institutions, National Commission for Human Rights, National Commission on the Status of Women, National Commission on Rights of Children and iv) creating public awareness through human rights education, sensitization, research and communication. 19 The Action Plan consists of following six broad areas of interventions:

i. Policy, Legal Reforms & Access to Justice;

ii. Implementing Key Human Rights Priorities: Rights of women, children, minorities and vulnerable population;

iii. Cross cutting interventions for protection of Human Rights: education, sensitization and awareness raising;

iv. International/UN Treaty Implementation;

v. Establishment and strengthening of National Human Rights Institutions; and

vi. Implementation and Monitoring Mechanism of the Action Plan.

The Action Plan for Human Rights covers the whole areas of Pakistan not specifically one area like Thar. The issues of human rights in Thar region i.e health of women and children, education and other basic necessities of life relates to the Province after 18th constitutional amendment for which the Provincial Task Force on Human Rights in Sindh has been constituted under this Action Plan. However, the Action Plan for Human Rights is successful in improving human rights situation.

The present Govt. has made the following interventions in the Thar Region: i. Provision of Health Cards has been approved for all families of Thar region which is non­political and non­religious. ii. 02 Mobile Hospitals announced; one is operational and other is in progress. iii. About 100 RO Plants have also been announced to fulfill the water need of Thar people. iv. The Foreign Minister of Pakistan, alongwith Parliamentary Secretary for Human Rights Mr. Lal Chand and other MNAs visited Thar region on 31st August, 2019 to express solidarity with the minorities’ community. 20 16. *Ms. Uzma Riaz:

It is apprised that National Highway Authority (NHA) has been making its best possible efforts since its inception to provide maximum facilities and services to the road users whether on National Highways or Motorways.

It is further added that NHA has entered into an agreement with M/s Motorway Operations and Rehabilitation Engineering (Private) Limited (a subsidiary owned by FWO) for “Overlay & Modernization of Lahore­Islamabad Motorway (M­2)” under a BOT based Concession Agreement signed on 23rd April, 2014 for a period of twenty (20) years. It is further added that all the services including emergency care, maintenance, and operation activities on Motorway M­2 is being provided by M/s MORE (subsidiary of M/s FWO) in spirit of Concession Agreement, agreed between NHA and M/s MORE.

Following facilities/ services are being provided to the road users round the clock on Motorway M­2 by M/s MORE:

LSMP (Lahore Sialkot Motorway project) is under construction project on BOT basis. The Concessionaire will provide the services as detailed below once the project is operational. 22 First Aid Medical Center

 12 x Ambulances fully equipped with medical facilities and life support system.  6 x Ambulances each side at the interval of 15 KM throughout the length.  Recovery towing Vehicle  Firefighting services  Video Surveillance and Monitoring System  Emergency telephone service  Enabled service areas for the use of disabled person.

South Zone (M­9)

Karachi Hyderabad Motorway (M­9) is biult operate and transfer (BOT) basis project with M/s Score. There are 02 Nos. Trauma centers on M­9 i.e. at Nooriabad at Km 80+000 (South Bound) and Dumba/ Memon Goth at KM 21+000 (South Bound) are constructed by M/s SCORE having medical emergency care and is operational with allied facilities i­e Ambulances, first aid etc. However M/s SCORE and NH&MP are also available round the clock to rescue the cases of accidents.

West Zone

Presently, there is no Medical Emergency Trauma centre constructed by NHA.

• No medical care is available on National Highways Network in Balochistan region.

17. *Mr. Riaz Fatyana:

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a) Public Sector E&P companies i.e. Oil and Gas Development Company Limited (OGDCL) and Pakistan Petroleum Limited (PPL) allocate such funds for their CSR programmes as per their respective company policies.

OGDCL earmarks 1% of its pre­tax profit every year for CSR (including commitments of PCAs). For the year 2019­20, Rs. 1019 million have been allocated for CSR initiatives. The sector­wise allocation of Budget by OGDCL for the year 2019­20 is attached at Annex­A.

PPL earmarks 1.5% of its pre­tax profit every year for CSR (including commitments of PCAs). For the year 2019­20, Rs. 365.7 million have been allocated for CSR initiatives. The sector­wise allocation of budget by PPL for the year 2019­20 is attached at Annex­B.

(b) OGDCL is spending Rs. 14.95 million in district Kohat and Rs. 187.11 million in District Karak under CSR. Detail is attached at Annex­C. 24 PPL does not operate any block in Khyber Pakhtunkhwa, therefore no fund has been allocated under CSR for the province. MOL Pakistan has allocated Rs. 103.70 million (US$ 691,333) on CSR activities during 2019­20 in District Karak, Kohat and Hangu. Detail is attached at Annex­D.

A report which contains post election review alongwith recommendations has already been sent to the Federal Government and all Provincial Governments for placing it before Parliament and the Provincial Assemblies.

2. Similarly, process of preparation of ECP’s third five years Strategic Plan (2019­2023) has already been initiated which would be launched by November, 2019. The plan shall include ECP’s new initiatives, and road map for preparation of next General Elections keeping in view the lessons learnt.

3. Further, a legal framework committee has also been constituted which shall make legislative proposal for amendments in the Election Act, 2017 and the Election Rules keeping in view:

i. Election observation reports of international / domestic observer Groups.

ii. Feedback obtained from different stakeholders.

Minister for Science and Technology (Mr. Fawad Ahmed): (a) The modern scientific research has made it easier to site the moon and other stars. To end the long standing controversy of moon sighting, a committee under the convenership of Joint Scientific Advisor (International Liaison), Ministry of Science and Technology comprising of the Members of Space and Upper Atmosphere Research Commission (SUPARCO), Metrological Department and Institute of Space Technology was constituted to prepare a Lunar Calendar. The Lunar Calendar is helpful to indicate the exact date of religious festivals in the country, moreover, the Lunar Calendar prepared by MoST facilitates to resolve the controversy of sighting Moon on important events like Eid­ul­Fitar, Eid­ul­Adha and Muharram etc. in the country may be resolved. (Copy of notification is at Annexure­I). (b) The Committee has prepared the Lunar calendar for the next 5 years. The Committee has also developed a website http://pakmoonsightinq.pk showing real time status of Moon at any given time and location in the country. The Committee has also developed an android application to link the database of this website. - Royalty to Govt. of Balochistan (GoB): US$ 80.449 million - Social Uplift Contribution to GoB: US$ 5.500 million - Presumptive Tax to Federal Govt.: US$ 21.227 million - EPZ Dev. Surcharge: US$ 10.122 million ­ Receipts of Saindak Metals Ltd. (SML) on account of profit share &annual rent: US$ 305.000 million Total: US$422.298 million

As per Aghaze Haqooq­e­Balochistan Package, 60% of SML’s profit on net basis is shared with GoB. An amount of Rs. 4.369 billion has been transferred to GoB on this account. 28 27. *Ms. Shahida Rehmani: Will the Minister for Law and Justice be pleased to state: (a) whether it is a fact that conviction rate in human rights abuse cases is very low across the country; if yes, please share the reasons for this dismal situation; and (b) also state the efforts made by the Government in this regard to improve the situation? 28. *Mr. Murtaza Javed Abbasi: Will the Minister for Energy (Petroleum Division) be pleased to state: (a) whether it is a fact that Government has conducted an inquiry/ exercise, to determine the magnitude of excessive billing of natural gas due to change of slabs and otherwise; (b) if so, the details and present status thereof; and (c) whether Government intends to pay back or adjust the amount of excessive billing to consumers; if so, the details; if not, the reasons thereof?

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a) On the instructions of the Prime Minister an Inquiry Committee to probe into the high gas billing was constituted. The report on the same has been presented to the Prime Minister. The said inquiry followed by a third party audit on billing conducted by M/s. A.F. Ferguson & Co., Chartered Accountants on the direction of Cabinet Committee on Energy (CCOE) and report in this regard was also presented to the CCOE. The auditor concluded that mainly excessive billing was due to revision in gas price slabs. However there were a number of consumers whose slabs changed due to application of the pressure factor.

(b) As stated in part (a) above.

(c) SNGPL has reported that recently an exercise regarding verification of the pressure factor applied in the bills has been initiated which is under process. In case any anomaly is observed at the site, the same is being rectified by applying the appropriate adjustment factor. 29 29. *Ms. Tahira Aurangzeb:

Will the Minister for Energy (Power Division) be pleased to state the steps being taken by the Government to disconnect illegal Electricity connections and to stop power pilferage throughout the country alongwith the action being taken against the officials involved in the power pilferage?

2 Minister for Power Division (Mr. Omar Ayub Khan): Following steps have been taken by the Government to disconnect illegal electricity connections and to stop power pilferage throughout the country alone with the action being taken against the officials involved in the power pilferage:

a. Implementation of Anti-Theft Campaign

 A campaign to curb the electricity theft has been launched since 13th October 2018 in all distribution companies of Pakistan.

 Chief Ministers of Punjab and Khyber Paktunkhawa have also constituted task forces for control of electricity theft.

 The respective task force is headed by the Secretary Energy of the province and includes the CEO’s of concerned power distribution companies and relevant Deputy Commissioner and District Police Officer.

 Full support of administration and police has restored the morale and enthusiasm of DISCOs employees translating in saving / earning of sizeable financial gain since the launch of campaign.

 With these efforts, line losses of DISCOs are showing a decreasing trend and recovery from the consumers has also improved.

 As a first step of implementation of anti-theft drive, a media campaign was launched both in print and electronic media to warn electricity stealers of stringent action.

 Task force, district management committees and enforcement committees are in continuous communication with each other thorough a portal that has been developed by PITC/PEPCO.

 Lodging of FIRs against electricity stealers.

b. Special Monitoring Teams

 In addition to Anti-Theft Task Force, an independent monitoring team has been constituted, with the mandate to visit the DISCOs and highlight irregularities and corrupt practices. 3 c. HR Monitoring

 Independent monitoring teams have been constituted with the mandate to visit DISCOs and highlight any irregularities / corrupt Practices. Strict actions are being taken based on evidence collected by these teams.

 Profile of officers is being maintained for their employment no sensitive positions.

 All the companies have been directed to launch special campaigns against their corrupt employees’ irrespective of grade and appointment.

 Detail of action taken against officials of DISCOs involved in electricity pilferage is at Annex-A.

25. Pir Syed Fazal Ali Shah Jillani: (Deferred during 9th Session)

Will the Minister for Energy (Power Division) be pleased to state:

(a) whether it is a fact that cemented polls erected in 1990 in village Gagi Wahan, Tehsil Sobbo Dero, District Sanghar have collapsed and almost 70% population is deprived of electricity;

(b) whether it is also a fact that attention of the Power Division has been invited towards this matter but the XEN, SEPCO, Ranipur has refused to listen to this issue and some people are using electricity by installing wooden poles;

(c) if so, why action has not been taken against responsible public servants so far and the time by which poles will be erected?

Minister for Power Division (Mr. Omar Ayub Khan): Yes, it is a fact that LT poles at village Gaji Vahan Taluka Sobhordero District Khairpur were erected approximately in 1990. Out of the total 15 LT poles installed in the said village. 12 poles have eroded with passage of time. 4 There are 43 Nos. sanctioned connections in the said village of 150 Nos. houses out of which only 26 Nos. consumers are paying their bills.

(b) No, it is not a fact that any such complaint has been received for replacement of poles.

A total of 21 Nos. pilferers were using electricity illegally through hooks/ wires running on wooden poles, under the Anti-Theft Campaign the Regional Task Force disconnected illegal connections and connections of defaulters.

The request for FIRs has been sent to the local Police Station Hingorja against 21 Nos. persons involved in electricity theft but FIRs have not yet been lodged.

The status of connections / outstanding dues of the said village is as under:-

(c) As elaborated above, no formal complaint was made by villagers for replacement of poles. However, SEPCO has prepared / approved an estimate, under which 12 poles will be removed along with LT bare conductor under one- point supply system to control electricity pilferage.

The securing work under One Point Supply will be completed within two weeks.

(a) whether it is a fact that HR & Admn Director/Company Secretary, HESCO; 5 (i) is drawing appointment allowance at the rate of Rs.10,000/- per month without any authorization (ii) got reimbursement of Rs.70,000/- from SEPCO for payment to his legal counsel for his personal case, by misguiding BoD of SEPCO (iii) got installed a transformer at his new house at Qasimabad, Hyderabad costing Rs.0.9 million, borne by HESCO (iv) is nominated in the FIR No.03/2015 registered by FIA whose case is under trial in the court of law while he will head new recruitments in 2019 (v) is not circulating minutes of BoD Meetings of HESCO as well as not uploading the same on the website of HESCO (vi) has shifted the office of Company Secretary from HESCO owned building to the rented premises (vii) has been conducting TV programmes as Anchor Person without obtaining permission (viii) has issued bogus clearance on 29-11-2017 in favour of Mr. Shafiq Ahmed Memon, Manager Admn, HESCO for upgradation from BPS-19 to BPS-20 despite the fact that FIR No.03/2015 of FIA was lodged and case was/is under trial in the court of law;

(b) if the answers to part above (a-i to viii) are in affirmative, what actions have been taken or proposed to be taken by SEPCO, HESCO and PEPCO against him?

(a) whether it is a fact that the village Upper Shalother (Ochari), Balakot, UC Garlat suffers from unscheduled loadshedding of electricity; if so, the details alongwith justification thereof; and

(b) the month-wise detail of loadshedding in the village during the last one year?

Minister for Power Division (Mr. Omar Ayub Khan): (a) No, it is not a fact that that un-scheduled load management is carried out in village Upper Shalother (Ochari), Balakot UC, Garlat. However, scheduled load management is implemented in the said area. Besides, emergency permit to work (PTW) is being taken for line maintenance as the area mentioned is hilly, scattered and far flung. Since most of the area comprises trees, seasonal variations along with changing weather conditions cast intense effect in this area as compared to plain regions. Therefore, faults occur frequently due to heavy rains/gusty winds, in such scenarios restoration line / electricity further gets delayed due to breakage of trees for which time to time approved PTWs are taken for line maintenance with proper public announcements through local news. 7 (b) Month-wise detail of scheduled load management and momentary trippings that occurred on 1 I kV Balakot feeder during last one year due to weather conditions, as the feeder runs through for flung, scattered, hilly and snow fall zone area is as under:-

Moulana Abdul Akbar Chitrali: Will the Minister for Energy (Petroleum Division) be pleased to state: (a) whether it is a fact that residents of main street near GT Road and Qureshi Textile Mill of Chak No.44/15-L, Mian Channu have applied for natural gas connections and their applications have matured for connection; however, the relevant authorities could not provide the facility of natural gas so far; if so, the reasons thereof; and (b) what steps are being taken in this regard in order to provide the facility of natural gas to aforesaid residents? Minister for Petroleum Division (Mr. Omar Ayub Khan): (a)SNGPL has reported that Chak No. 44/15 — L has already been gasified and 448 Nos. of Gas Connections have been installed in this locality. However, 217 Nos. of applications are pending so far. As far as the remaining street near GT Road & Qureshi Textile Mill (also known as Abadi Haji Fida Hussain) is concerned, it is apprised that Company’s Gas Distribution Network does not exist in this street. 8 (b) The Company further apprised that in order to provide gas to this Abadi / Street, 2" Ø X 300 Mtrs Pipeline along with 01 no of TBS X 2" Ø is required at an estimated cost of Rs. 3.091 million. Laying of network may be considered subject to necessary approvals and provision of funds. 2. Mr. Junaid Akbar: Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that the mosques in Islamabad are charged electricity bills at commercial rates; (b) if the answer to part (a) above is in affirmative, the steps being taken by the Government to apply domestic rates on electricity bills regarding the said mosques? Minister for Power Division (Mr. Omar Ayub Khan): (a) As per NEPRA, tariff determination the tariff A-1 (Domestic) is applicable to Masajids and same is being applied to a the Masajids in IESCO. (b) As above 3. Mr. Saad Waseem: Will the Minister for Human Rights be pleased to state: (a) whether Ministry or the National Commission for Human Rights have taken notice of the recent brutal killing of Mr. Afzal Kohistani, a human rights activist, in the administrative jurisdiction of Khyber Pakhtunkhwa, and incidents ancillary to his killing; if so, the details thereof; (b) how is the family of deceased, financially or other wise, compensated; and (c) what steps are being taken with the collaboration of the provincial Government of Khyber Pakhtunkhwa to make the responsibles accountable? Minister for Human Rights (Dr. Shireen M. Mazari): (a) The Ministry of Human Rights takes notice of human rights violation cases all over the country. The recent brutal killing of Mr. Afzal Kohistani on 06-03-2019 was also taken up with the Government of Khyber Pakhtunkhwa. Mr. Afzal (Late) was a human rights activist who got recognition after surfacing of a Kohistan video scandal in 2012 in which five girls/women and three men were killed on the pretext of honor killing. 9 Mr. Afzal was main target because he was determined to bring culprits to justice and he was against the practice of honor killing. As per initial report received from local Police on 8/3/2019, Faiz-ur-Rehman, nephew of the deceased Afzal Kohistani was arrested in the murder case (Report at Annex-A). Later, Faiz-ur- Rehman disclosed that three others were involved in the murder case and they are included in the investigation. Recently, Ministry’s Regional Office Peshawar has received progress report from the RPO Hazara, informing that 7 ATA have also been included in the FIR and complete challan has been submitted in the Anti- Terrorism Court Hazara Division, Abottabad on 17-07-2019 (Report at Annex-B). Mr. Afzal (Late) had two wives; Hira and Shahzadi Begum. Hira, second wife, after murder of her Husband eloped with another man and left home. Mr. Afzal’s brother Gul Nazar subsequently killed the man who eloped with Mst. Hira. An FIR No. 90 dated 25/5/19 u/s 109,302/34 has been registered against Gul Nazar who is still at large. Mst. Hira D/o Muhammad Ashraf has now joined her parents in Abbottabad. (b) The victim’s family case for financial assistance was forwarded to provincial government for compensation through DG Law, Parliamentary Affairs & HR Department, Govt of Khyber Pakhtunkhwa. The case is being pursued by the Ministry’s Regional Office, Peshawar. (c) The challan of the murder case of Mr. Afzal has been sent to the Anti-terrorism Court, Abbottabad on 17-07-2019 for trial. As for as security of the deceased family is concerned, the police has deployed four security guard for protection of the victim family (Report at Annxe-C). 4. Mr. Saad Waseem:

Will the Minister for Postal Services be pleased to state:

(a) whether it is a fact that the employees, serving in the Post Office Parliament House, were granted honoraria by the then Minister for Finance, equivalent to their four basic pays, during his concluding speech on budget 2018-19;

(b) whether it is also a fact that the honoraria has not been paid to the said employees so far; if so, the reasons thereof; and

(c) what steps are being taken to pay the honoraria, as announced by the then Minister for Finance, at the earliest? 10 Minister for Postal Services (Mr. Murad Saeed): (a). Yes, It is factually correct. (b). The Minister for Finance, Revenue, Economic Affairs, Statistics and Privatization announced grant of honorarium equal to four months basic pay to the employees of allied departments who performed duties in the Parliament House during Budget Session, 2018-19, including employee of the Parliament House Post Office. However, as per System of Financial Control and Budgeting-2006, the Director General, Pakistan Post has no power to grant Honorarium exceeding one month’s basic pay of the Government Servant concerned. Since, there is no provision under the rules to grant honorarium beyond one month’s basic pay to the Government Servant, therefore, the case was referred for guidance / obtaining approval of honorarium equal to four basic pay of the officials from Finance Division through Ministry of Postal service Islamabad vide this office letter of even number P-II.10-2/2017 dated 25-02-2019 (Annex-A). No authority has so far been received as yet. (c). The matter is being expedited and vigorously perused with the Finance Division and Ministry of Postal Services for grant of honorarium to the Postal Employees, as per announcement of the Finance Minister during Budget Speech for the financial year 2018-19. Syed Imran Ahmad Shah: Will the Minister for Energy (Petroleum Division) be pleased to state: (a) the total number of persons who got gas connection so far in Wazir Town near Muzamil Keryana Store, Bosan Road, Multan alongwith the date on which each person applied for the connection and the date on which connection was provided; and

(b) the total number of persons to whom connections were not provided alongwith the reasons and time by which the connections will be provided? Minister for Petroleum Division (Mr. Omar Ayub Khan): (a) A list of 165 persons to whom gas connections have been provided (as on 09-07-2019) along with date of application and date of provision of gas connection as furnished by SNGPL is at Annex-I. (b) The Company has reported that the total number of applications of Wazir Town is 318. Applications which are on merit are 249, whereas; demand notices have been issued against 189 Nos. of applications. The remaining 60 11 applicants were intimated reasons for refusal i.e. not being original applicant, not resident, property sold, house not traceable etc. Sixty nine cases are not on merit and shall be dealt with in accordance with Company’s policy on turn/ merit basis.

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that various parts of National Highway from Quetta to Karachi is in dilapidated condition causing inconvenience for the travellers; and

(b) whether it is also a fact that the traffic accidents occur almost daily at the said highway; if so, whether there is any plan under consideration to restore the said highway?

Will the Minister for Energy (Power Division) be pleased to state:

(a) whether it is a fact that the cemented poles, installed at Village Gaji Wahan Taluka Sobhodero, District Khairpur in 1990-91, have been damaged by water logging and salinity;

(b) whether it is also a fact that inspite of repeated requests, the new poles have not been installed and consumers are using pvc wires directly from transformer;

(c) if answers to part (a) and (b) above are in affirmative, the number of poles damaged and also number of consumers using electricity through pvc wires alongwith expected date of replacement of damaged poles?

Minister for Power Division (Mr. Omar Ayub Khan): (a) Yes, it is a fact that LT poles at village GajiWahan Taluka Sobhordero District Khairpur were 12 erected approximately in 1990. There are a total of 15 LT poles installed in the said village, out of which 12 poles have eroded with passage of time.

(b) No, it is not a fact that any such complaint has been received from villagers nor SEPCO has allowed anyone to connect PVC wires directly to transformers. However, the pilferers illegally install PVC wires at their own, which have been removed time and again.

(c) As elaborated above, 12 poles in the village Gaji \Vahan have eroded for which SEPCO has prepared / approved an estimate, under which these poles will be removed along with LT bare conductor under one-point supply system to control electricity pilferage. The securing work under One Point Supply will be completed within two weeks. The status of connections / outstanding dues of the said village is as under:

8. Pir Syed Fazal Ali Shah Jillani:

Will the Minister for Energy (Power Division) be pleased to state the amount charged by the Hyderabad Electric Supply Company against the meter No.01371811333500 installed in Naseem Nagar Qasimabad Hyderabad on account of Fine/Detection since 2010, year- wise, and reasons thereof as the flat remains closed?

Minister for Power Division (Mr. Omar Ayub Khan): An inquiry was conducted in respect of reference No. 01371811333500 installed in Naseem Nagar Qasimabad, Hyderabad is attached as Annex-A.

The inquiry committee noted that flat bearing reference No.01-37181- 1333500 is being used since 2010 as evident from monthly meter reading, and 13 payment made by the consumer. Snaps of mobile meter reading shows increase in readings of meter installed at site, hence billing made through meter reading is justified and correct. Direct use of electricity has been revealed from the remarks of the meter reader mentioned repeatedly on the Kalamzoo Card of consumer. The same was also confirmed by the meter reader of the area vide his statement. Detection bills charged to the consumer were on higher side which were already revised/ withdrawn on merit and adjusted in consumer’s electricity bill. The inquiry committee has proposed initiation of action against responsible Meter Supervisor for proposing charging of detection bill on higher side. The outstanding electricity bill of Rs.1.049/- upto 06-2019 against the connection is correct and payable by the consumer. Year-wise detail of amount charged as detection due to direct use of electricity and adjustment thereof is attached as Annex-B. The snaps of meter available on billing record are annexed as Annex-C. It is further clarified that meter reading shows that flat was not locked permanently and using electricity. However, due to use of direct supply detections were charged which cannot be recorded in meter reading.

9. Mr. Ramesh Lal:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that Metro Bus Service will be provided to the residents of Sector I-16, Islamabad;

(b) if so, the time by which it will be provided; if not, the reasons thereof?

Minister for Communications (Mr. Murad Saeed): (a) Metro Bus Service track starts from Peshawar Morr and terminates at New Islamabad International Airport.I-16 Sector does not fall on approved plan of the project. The adjacent sectors may be connected accordingly through existing road networks by CDA or any concerned department but not NHA. Plan for Metro Bus route and I-16 Sector is enclosed for perusal.

(b) It is clarified that I-16 is located away from Metro Bus Service route. Construction of roads for feeder linkage is not in purview of NHA and is not in the scope of the project.

(a) whether the Metro Bus Project, from Peshawar Morr to Tarnol, Islamabad has been inaugurated;

(b) if no, the percentage of work that has been carried out so far; and

(c) the time by which the project will be completed?

Minister for Communications (Mr. Murad Saeed): (a) Metro Bus Project, from Peshawar Morr to Tarnol, Islamabad has not yet been inaugurated.

(b) Most civil works have been completed and balance works like electromechanical, highway safety etc. are taken in hand.

(c) The Civil work/ infrastructure of the project as per scope of the PC-I is scheduled to be completed in November, 2019.

11. Ch. Muhammad Barjees Tahir:

Will the Minister for Energy (Power Division) be pleased to state:

(a) whether it is a fact that low voltage electricity is being supplied by the Peshawar Electric Supply Company (PESCO) to the residents of Upper Shahother Balakot, District, Mansehra since long;

(b) whether the said areas suffer load shedding of electricity; if yes, is it scheduled;

(c) whether the said problems have been brought to the notice of concerned officers of PESCO; if so, the details thereof; and

(d) the time by which said problems will be resolved?

Minister for Power Division (Mr. Omar Ayub Khan): (a) It is Intimated that no low voltage problem is being faced in the area, as 200 KVA Transformer is already installed at site and permissible voltage is found at the said location. The transformer is running under “normal loading position”. 15 (b) At present, no scheduled load management is being carried out on 11 kv Balakot feeder, as AT&C loss of the feeder is below 10%. However momentary drippings occurred on 11 kV Balakot feeder feeding electricity to village upper Shahooter due to weather conditions as the Feeders run through far flung scattered hilly & snow fall zone area.

(c) No individual complaint is received to SDO/XEN concerned.

(d) As explained in Para (a) above, no such problem exists to be resolved.

12. Ch. Muhammad Hamid Hameed:

Will the Minister for Energy (Power Division) be pleased to state:

(a) whether it is a fact that Islamabad Electric Supply Company (IESCO) Sub-Division Bhara Kahu has failed to take notice of loose electric transmission wires in Mohallah Khotha, Senue P.O. Lawrance College Ghora Gali, Murree jeopardising lives of the residents of the area;

(b) if so, the reasons thereof; and

(c) what steps are being taken to rectify the alignment of transmission lines in the said area at the earliest?

Minister for Power Division (Mr. Omar Ayub Khan): (a) The electric wires / cables in Mohallah Khotha, Senue P.O Lawrence College Chore Gali Murree were erected since long time ago. With the passage of time the said electric- lines/ wires become loose.

(b) As the aforesaid wires /cables are very old, the same became loose with the passage of time and due to seasonal effect.

(c) XEN Bhara Kahu, IESCO was tasked to tighten / set right the wires / cables in said area to rcmove safety hazards. The said work has been completed and the loose electric wires have been set right in all respect. 16 13. Syed Mehmood Shah:

Will the Minister for Energy (Power Division) be pleased to state:

(a) whether it is correct that the transformer installed at Village Razeedaro, Tehsil Gambat District Khairpur Merus is out of order for the last four months;

(b) whether it is also correct that despite collection of payment from the residents, the said transformer has not yet been replaced;

(c) whether it is further a fact that there is only one transformer for the whole village; and

(d) the steps being taken for uninterrupted supply of electricity to the village?

Minister for Power Division (Mr. Omar Ayub Khan): (a), (b), (c) & (d) Electricity Supply of Razidero village was disconnected by removing transformer due to non-payment of dues on 19-02-2019.
