"Boletim Oficial de Mozambique" No. 11 of 14 March 1959 ORDER OF THE GOVERNOR IN COUNCIL No. 13,027 Promulgating a new Schedule to replace Schedule D annexed to the Pharmacy Regulations approved by Legislative Order No. 775 of 24 December 1941 Legislative Order No. 775 of 24 December 194W gave approval to the Pharmacy Regulations and to the Schedules thereto, including Schedule D referring to narcotic drugs. In time, as new drugs were recognized to be addiction-producing, they were added to the list. In recent years a steady increase in the manufacture and consumption of synthetic products capable of becoming habit-forming has occurred. These products must be placed under control, since their indiscriminate use would be dangerous to the population. Accordingly, on the recommendation of the competent international body, by virtue of the Protocol of 19 November 1948 and with the approval of the Council of Health and Hygiene, Bearing in mind the provisions of Order No. 12,884 of 21 January 1959, The Secretary of the Province of Mozambique, in the exercise of the powers vested in him by article 155 of the Constitution, hereby orders as followst Single Article. Schedule D annexed to the Pharmacy Regulations approved by Legislative Order No. 775 of 24 December 1941 is hereby replaced by the Schedule hereunder, which shall henceforth form an integral part of the said Regulations. Opium in the form of preparations: tinctures, extracts and all other preparations made directly from raw or medicinal opium and containing more than 0.2 per cent but less than 20 per cent of morphine. (Seei "Morphine") II Morphine (including preparations made directly from raw or medicinal opium and containing more than 20 per cent of morphine; does not include preparations containing 0.2 per cent or less of morphine, with the exception of solutions in an inert liquid or solid). Oxycodone^1 (dihydrohydroxycodeinone). Hydrocodone (dihydrocodeinone). Hydromorphone (dihydromorphinone). Thebacon (acetyldihydrocodeinone or acetyldemethylodihydrothebaine). Oihydromorphine. Benzylmorphine. Myrophine (myristyl ester of benzylmorphine). The other ethers of morphine (with the exception of those included in Group III). Methyldihydromorphine (6-methyldihydromorphine). Metopon (methyldihydromorphinone )/7-methyldihydromorphinone7^. Oxymorphone (dihydrohydroxymorphinone). Desomorphine (dihydrodesoxymorphine). Methyldesorphine. Morphine—N-oxide. The morphine-N-oxide derivatives and the other pentavalent nitrogen morphine derivatives. Thebaine. Ecgonine. The provisions of the international Conventions apply to the basic substances, their salts and the preparations of the narcotic drugs of this group. V Dihydrocodeine. codhydrine, hydrocodeine, hydrocodin, paracodine. Acetyldihidrocodeine, acetylcodone. Propoxyphene (4-dimethylamino-3-methyl-l,2-diphenyl-2-propionoxybutane). The provisions of the international Conventions apply to the basic substances and their salts, but do not apply to the preparations of the narcotic drugs of this group. - 5 - The import, cultivation, sale and consumption of plants of the cannabis species are absolutely prohibited, in conformity with article 59 of the Pharmacy Regulations approved by Legislative Order No. 775 of 24 December 1941. In addition, as from the date of publication of the above Schedule, the import, sale and consumption of medical preparations made from the said plants are similarly prohibited.     OPIUM OPIUM • Opium poppy, Papaver somniferum var. album, is the species of plant from which opium and poppy seeds are extracted. • The Latin botanical name means, loosely, the "sleep‐bringing poppy, white form", referring to the sedative properties of some of these opiates • The plant itself is also valuable for ornamental purposes, and has been known as the "common garden poppy", • Poppy seeds of Papaver somniferum are an important food item and the source of poppyseed oil, a healthy edible oil that has many uses. Poppy seeds are called Khuskhus in Hindi, Gasagasalu in Telugu, Gasagasa in Kannada, Posto dana in Bengali. • The opium poppy is the principal source of all natural opiates. • Opium (raw opium) is the latex harvested by making incisions on the green capsules (seed pods). Poppy straw is the dried mature plant except the seeds, harvested by mowing. • Morphine is the predominant alkaloid found in the varieties of opium poppy plant cultivated in most producing countries • Poppies as medicine: Australia, Turkey and India are the major producers of poppy for medicinal purposes and poppy‐based drugs, such as morphine or codeine • In medicine, the term opiate describes any of the narcotic opioid alkaloids found as natural products in the opium poppy plant, as well as many semisynthetic chemical derivatives of such alkaloids • There are a number of broad classes of opioids: • Natural opiates: alkaloids contained in the resin of the opium poppy, primarily morphine, codeine, and thebaine, papaverine and noscapine • Semi‐synthetic opioids: created from the natural opiates, such as hydromorphone, hydrocodone, oxycodone, oxymorphone, desomorphine, diacetylmorphine (heroin), nicomorphine, dipropanoylmorphine, benzylmorphine and ethylmorphine; • Fully synthetic opioids: such as fentanyl, pethidine, methadone, tramadol and dextropropoxyphene; • Endogenous opioid peptides, produced naturally in the body, such as endorphins, enkephalins, dynorphins, and endomorphins.
