November 20-21, 2019 Board Meeting - Floodplain Designations Background: Consent Agenda Item 3 includes 7 new floodplain studies that are proposed for CWCB action. Staff is requesting Board designation and approval for these items. A brief summary of the study is presented in the attached document. CWCB staff performs technical reviews of floodplain information to assure the Board that the information complies with the requirements of the CWCB’s “Rules and Regulations for Regulatory Floodplains in Colorado,” 2 CCR 408-1. The attached document provides a further discussion of legislative authority and responsibilities delegated to the CWCB. The CWCB’s designation and approvals greatly assist local communities in meeting the statutory requirements of the State and the regulatory requirements of the National Flood Insurance Program. Additional supporting information for this item is attached. Requested action for Floodplain Resolution 19-703: Staff recommends that the Board: 1) designate and approve the detailed 100-year and 500-year information and 100-year approximate floodplain information contained in said report within Chaffee County, City of Salida, Town of Buena Vista and Town of Poncha Springs, and 2) authorize staff to prepare a floodplain resolution to be signed by the Director and transmitted to Chaffee County, City of Salida, Town of Buena Vista, Town of Poncha Springs, and FEMA. This action is recommended in order to meet statutory requirements. -
Classifications and Numeric Standards for Upper Colorado River Basin and North Platte River
Presented below are water quality standards that are in effect for Clean Water Act purposes. EPA is posting these standards as a convenience to users and has made a reasonable effort to assure their accuracy. Additionally, EPA has made a reasonable effort to identify parts of the standards that are not approved, disapproved, or are otherwise not in effect for Clean Water Act purposes. Snake River Watershed Plan Pennsylvania Mine, Peru Creek Prepared on Behalf of: Colorado Department of Public Health & Environment, Water Quality Control Division Under 319 NPS Grant # FAA WQC 08000041 Prepared by: Blue River Watershed Group In cooperation with the Snake River Watershed Task Force blueriverwatershed.org March, 2009 May, 2013 update 1 Snake River Watershed Plan Executive Summary The Snake River is the primary eastern tributary to the Blue River in Summit County Colorado. Much of the eastern edge of the Snake River watershed is along the west side of the Continental Divide. The Snake River watershed drains a heavily mineralized part of the central Rocky Mountains, an area that was heavily mined in the late 1800’s and has had some ongoing mining related activities since then. The Snake River and several of its tributaries are on the Colorado 303(d) listing as streams that do not meet water-quality stream standards due to low pH and high concentration of four trace metals: dissolved cadmium, copper, lead and zinc. Much has been done to study the problems in the watershed, beginning at least in the early 1970s. Most of this work has focused in the tributary Peru Creek, which is home to the largest, longest serving mine in the watershed, the Pennsylvania Mine. This Mine has been targeted as the largest source of anthropogenic pollution in the watershed since the early-1970s studies. The Snake River Watershed Plan has been developed in an attempt to put the overall problem in some context, to summarize both the problems that exist and the work that has been and is being done to solve the water-quality problems in the watershed, to identify and prioritize the numerous sources of water-quality degradation and to study what successful remediation of the “most significant” water quality degrading sites might mean for the watershed.
