NOTICES OF MOTION 8.1 Councillor L. Kiernan - Request for Traffic Control Assistance Concerning Highway 10 and Olde Base Line Road Intersection Whereas Council recognizes the reality of high traffic volumes, chronic speeding, and the increasing number of commercial vehicles associated with Provincial Highway 10 moving through the intersection at Olde Base Line Road; Whereas the stretch of Provincial Highway 10 at Olde Base Line Road, contains various uses such as residential, small scale commercial, institutional (Church), GO Bus Stops and a Veterinary Clinic; Whereas the risks associated with running the red light at high speeds, specifically by commercial vehicles, include significant danger to all vehicles travelling on Highway 10, local residents, the community, and properties within the area; Whereas Provincial Highway 10 has a speed limit of 50km/h and 60km/h through Caledon Village at Charleston Side Road and King Street, respectively; Now therefore be it resolved that on behalf of Council, the Mayor send a letter to the Honourable Caroline Mulroney, Minister of Transportation (MTO) requesting a reduction to the speed limit in both directions on Highway 10 at Olde Base Line Road, consistent with the current speed limit on Highway 10 at Charleston Side Road and King Street; That MTO be requested to install a Red Light Camera at the intersection of Highway 10 and Olde Base Line Road by early 2021 as a measure to improve driver and pedestrian safety by reducing the number of right-angle collisions at the intersection; That a copy of the letter with this motion be provided to the Honourable Sylvia Jones, MPP Dufferin Caledon and Ontario Solicitor General, the Ontario Provincial Police, and the Region of Peel. 3 8.2 Councillor C. Early - Caledon Public Library Board Donation and Bequests Reserve Fund Whereas The Caledon Library Board received confirmation of the Library’s charitable Status in November 2018; Whereas the Caledon Library Board is in the midst of developing a formal fundraising strategy; Whereas the Caledon Library Board would like to have certainty that donated or funds raised as part of the Caledon Library Board’s fundraising strategy in support of library services will remain accessible beyond the fiscal year in which they were received rather than consolidated as part of the Library’s and Town’s year-end operating budget results in the year the funds are received; Whereas the Caledon Library Board has conducted their own due diligence related to the duties and requirements of operating a registered charity confirmed that the reserve will be administered by the Town’s Finance division and, like all reserve funds held by the Town, allocation of the reserve will be managed in alignment with Town finance and procurement policies; And Whereas the Library Board has requested that Council pass a resolution directing the creation of a Caledon Public Library Board Donation and Bequest Reserve Fund; Now therefore be it resolved that the Caledon Public Library Board Donation and Bequest Reserve Fund be established to receive and hold donations and bequests received by the Caledon Public Library until utilized to support special programs or initiatives outside of the annual operating budget, administered by the Town’s Finance division; That the Caledon Public Library Board Donation and Bequest Reserve be an interest earning reserve that is used to hold cash donations and funds raised as part of the Caledon Library Board’s fundraising strategy; and Further that withdrawals or allocations from the Caledon Public Library Board Donation and Bequests Reserve Fund require the authorization of the Caledon Library Board in alignment with the guidelines of the Caledon Public Library Donation and Bequest Reserve Policy that will be adopted for this purpose. 9. We respectfully request a greeting/proclamation letter in recognition of Falun Dafa Day for this year (May 13, 2021). This is our annual celebration of 29 years spreading of Falun Dafa to the public, the contributions of the Falun Dafa community in Canada and to honor the values of Truthfulness, Compassion, and Forbearance. We truly appreciate for your previous proclamations to us during the past years! Falun Dafa (also known as Falun Gong) is a spiritual practice for mind and body, rooted in the ancient schools of cultivation in China. It consists of meditative exercises, and a moral philosophy aimed at the promotion of virtue. At the core of Falun Dafa’s teachings are the tenets of “Truthfulness, Compassion, and Forbearance.” Tens of millions of people from diverse cultural backgrounds in over 100 countries, including Canada, benefit from practicing Falun Gong, where the free teachings help people improve their mental, moral, and physical wellbeing and contribute to a more healthy and harmonious society.
