DEBATE ON PRESIDENT’S STATE OF THE NATION ADDRESS The CHIEF WHIP OF THE MAJORITY PARTY: Hon Speaker and Deputy Speaker, thank you very much for this opportunity. Hon President, Deputy President, Ministers and Deputy Ministers, all important and hon members of this Joint Sitting, my greetings to you ... IsiXhosa: ... ngale ntsasa. UNREVISED HANSARD JOINT SITTING TUESDAY, 25 JUNE 2019 Page: 2 English: This is a very special month where we honour the role that was played by young people to put the country where it is today. This debate on the first state of the nation address in the sixth term of Parliament comes soon after Members of Parliament have taken oath or affirmation to obey, respect and uphold the Constitution of the Republic of South Africa. As the majority party, the ANC accepts the mandate to lead government in dealing with complex challenges that our country faces and to achieve a better life for all. We have accepted this responsibility with humility knowing that our people have embraced our elections manifesto which they helped to shape. We must assert quite boldly that this is a new term and while there is continuity in many respects there will be change. Change is inevitable. Our President, the head of the state and the government of the Republic of South Africa has acknowledged quite candidly an enormity of the challenges facing our country, our continent as well as the world. The President talked about the dream because there is no revolution without a dream. Any revolution without a dream is a dead revolution. [Applause.] The President has outlined more that 21 concrete plans on how to take South Africa. You may revisit your own state of the nation address document. Unemployment remains high particularly amongst young people. Our country endures unacceptable levels of income of wealth inequalities. Inequality has been proven in studies internationally to be a single most important driver of violent crime and social instability. English: We are raising this matter based on the concerns that our people have expressed in our interactions with them over a past few months... English: Our people said that they want this Parliament to be about them and their needs and not about the politicians. The principles that we will work tirelessly to restore the integrity and esteem with which Parliament is held by all are... English: This Parliament must not be a conveyor belt but an activist Parliament that is going to deliver on the needs of our people. Any law or conduct inconsistent with it is invalid and the obligation imposed must be fulfilled. English: A constitutional judgement once said this in 2016, and I quote: Parliament is the voice of all South Africans especially the poor, the voiceless and the least remembered. It is the watchdog of the state resources, the enforcer of fiscal and cost-effectiveness of the common good of all our people. It fulfils a pre-eminently unique role of holding the executive accountable for the fulfilment of the promises made to the populace through the state of the nation address, budget speeches, policies, legislation and Constitution. UNREVISED HANSARD JOINT SITTING TUESDAY, 25 JUNE 2019 Page: 8 As the ANC, we wish to appeal to all members of this institution to uphold the Constitution by ensuring that Parliament is able to fulfil its constitutional obligation without fear, favour and prejudice. As members of the ANC we are going to hold our executive accountable in ensuring that they deliver on what they have committed. The Constitutional Court judgement continues: The President is the head of the state and of the executive. The promotion of national unity and reconciliation falls squarely on his shoulders. To him the executive authority of the entire republic is primarily entrusted. He initiates and gives the final stamp of approval to all national legislations. He is a constitutional being by design, a national pathfinder, a commander-in chief of state affairs and a personification of the nation’s constitutional project. We need to find new and better ways for organised people to come to public hearings and to take Parliament closer to our people through its activities. ANC is a leader of the society and has a track record that has spanned over a century.     EFF STATEMENT ON SECOND NATIONAL PEOPLES ASSEMBLY, PARLIAMENT DEPLOYMENTS AND OTHER POLITICAL ISSUES Tuesday, 02 July, 2019 NATIONAL PEOPLE’S ASSEMBLY At its Special Meeting convened on the 1st of July, 2019, the Central Command Team resolved that the EFF Second National People’s Assembly will be convened on the 13 - 16 December, 2019 at the Expo Centre, Nasrec under the theme “Consolidating the Ground Towards Socialist Power”. The National People’s Assembly is an elective conference of the EFF, the highest decision-making body and, according to the EFF Constitution, takes place every five years. Accordingly, the CCT has adopted guidelines that pave the path towards the election of delegates from branches, including in regions, and provinces. These will be published on the EFF website for easy access. Within these guidelines are strict rules and deadlines for election of delegates, audit of branches, as well as conduct of all fighters and commissars on lobbying for leadership positions. Members and leaders of the EFF are therefore called upon to internalise these guidelines and participate in the lead up to this assembly with the highest discipline and determination. The Discussion Documents will also be published on the EFF website and they will be sent to branches, so that branches are not only ceased with matters of leadership but they also discuss the state of the nation in South Africa through the Discussion Documents of the EFF and provide what could be a sustainable solution to the challenges that are confronting the poor masses of our people on the ground. PARLIAMENT COMMITTEE DEPLOYMENTS Post 2019 General Elections, the EFF increased its seats from 31 to 53 Members of Parliament (MPs), with 44 in the National Assembly (NA) and 9 in the National Council of Provinces (NCOP).

    To : News Editors The Mpumalanga Provincial Government will convene a Provincial Youth Development Summit. As we celebrate 20 years of democracy, government intends to intensify its commitment to youth development in South Africa. Historically, young people have played a pivotal role in the liberation struggle, which has brought about the democracy we enjoy today. Youth groups such as the class of 1976, in Soweto took to the streets against the might of the apartheid regime in a quest for freedom, equality and human rights. The power, resilience and determination that young people showed then, is still present, but the challenge facing our society today is to harness that determination for advancement of our nation. This force of youth can be used to combat challenges facing our communities today such as: poverty, unemployment, skills shortage, limited access to business opportunities, substance abuse, crime and violence against the vulnerable. In his 2013 State of the Province Address, the Honorable Premier of Mpumalanga Province, Mr. DD Mabuza declared that his office will establish a dedicated unit to foster youth development in the province. The formation of this unit is tasked in the main with tackling and championing matters of youth development in the province through the office of the premier. To this end, the Mpumalanga Provincial Government, through the Office of the Premier and in conjunction with the Mpumalanga Department of Education will be hosting the inaugural 2014 MPUMALANGA YOUTH DEVELOPMENT SUMMIT as a platform to solicit views and ideas from the very youth of the province of Mpumalanga. The 2014 Mpumalanga Youth Development Summit is a two (2) days event hosted by the Mpumalanga Provincial Government in collaboration with the Mpumalanga Department of Education, supported by various strategic partners from both public and private sectors for the youth of Mpumalanga.

In reviewing our 2009/10 IDP and subsequently drafting our IDP and Budget respectively for 2010/11 and beyond, we have consulted quite extensively with our communities in all our constituent Local Municipalities through their varying groupings using our annual IDP/Budget Mayoral Outreaches, IDP Representative Forum and other IGR structures institutionalised within our Municipality. Culminating from the state of the Nation and state of the Province Addresses respectively, and aforementioned consultation and engagements with varying stakeholders the following Key Development objectives were identified as pertinent in bringing about improved quality of life for our entire populace:- Facilitate creation of more jobs and descent work; Form strategic partnerships in fighting hunger and poverty; Advocate for access to quality education for all our citizens; Ensure proper health care for all our communities; Ensure sustainable development of all rural communities within our jurisdictional area; Harness the building of safer and secure communities To date resounding success has been realised in number of areas, where many of our people are living decent lives as a result of the services we have provided in their respective residential areas. Accolades such as Awards received by the District from varying stakeholders attest to the work done well by the District. Whilst much has been achieved, there is still much that needs to be done to reverse and ultimately eradicate undesired consequences of underdevelopment, inequality, unemployment, HIV/AIDS and poverty.
