Let a Hundred Flowers Bloom: A Malaysian Case Study on Blogging Towards a Democratic Culture Tang Hang Wu Assistant Professor, Faculty of Law, National University of Singapore. 1 Introduction Online personal diaries known as web logs or blogs have recently entered into mainstream consciousness.1 The U.S. dictionary, Merriam- Webster picked the word ‘blog’ as the word of the year in 2004 on the basis that it was the most looked up word.2 The advance of technology has enabled diarists to publish their writings on the Internet almost immediately and thereby reaching a worldwide audience. Anyone with access to a computer, from Baghdad to Beijing, from Kenya to Kuala Lumpur, can start a blog. The fact that blogs can be updated instantaneously made them exceedingly popular especially in times of crisis when people trawl the Internet for every scrap of news and information. It is unsurprising that the terror attacks on the World Trade Center in New York City on September 11, 2001 and the recent US led war in Iraq have caused traffic to several blogs to increase dramatically.3 Blogs with a political slant gained further prominence with the recent fiercely contested and deeply polarized 2004 U.S. elections as the candidates and their supporters used the Internet aggressively in their campaigns.4 Besides its effect on domestic US politics and providing an intensely personal coverage of significant events like September 11 and the Iraq 1 war, blogs maintained by people living under less democratic regimes have also started to make an impact.5 In countries where no independent media exists, blogs are beginning to act as an important medium of dissemination of information to the public as well as providing the outside world a glimpse into what actually goes on in these regimes.6 Quite apart from performing the role of spreading vital news and information, blogs are also changing the social conditions in these societies with regard to freedom of speech.

This is the first measure of Internet penetra- tion that is comparable not only across countries but across sub-regions of countries such as states or even electoral districts.

    23 MAY 2003 Ling-Politics THE RISE AND FALL OF DR LING LIONG SIK By: Alan Ting KUALA LUMPUR, (Bernama) - He was not seen as a likely presidential candidate of the MCA during the infamous clash between Datuk Dr Neo Yee Pan and Datuk Tan Koon Swan in the 1980s. Having thrown his weight behind Koon Swan, he was like any other "generals" in the bitter party tussle, till a twist of fate propelled him to the helm of the oldest and biggest Chinese party, a job he held for almost 17 years. That twist of fate came on Sept 3, 1986 when he, as the deputy president, was appointed to the top post, replacing Koon Swan who had to resign after being sentenced to a two-year jail and a fine of S$500,000 for criminal breach of trust in Singapore. Born on Sept 18, 1943, Dr Ling had his early education at the King Edward VII School in Taiping before joining the prestigious Royal Military College (RMC) in Sungai Besi. From the RMC, Dr Ling studied medicine at the University of Singapore in 1961 and by 1966, he served as a doctor at Penang General Hospital before opting for private practice in Butterworth in 1975. The medical doctor, with a dead-pan face and gravel voice, launched his political career in 1968 when he joined the MCA and worked his way up to become a Central Committee member in 1974. EARLY YEARS In the same year, he was picked to stand in the Mata Kuching (now called Bagan) parliamentary constituency on an MCA ticket and won, retaining the seat for two subsequent terms.

    KENYATAAN AKHBAR KETUA PENGARAH KESIHATAN SITUASI SEMASA DEMAM DENGGI DI MALAYSIA Jumlah kumulatif kes Denggi yang dilaporkan sepanjang tahun 2014 di seluruh negara adalah sebanyak 108,698 kes, meningkat 151% (65,352 kes) berbanding dengan hanya 43,346 kes yang dilaporkan bagi tempoh yang sama pada tahun 2013. Manakala jumlah kumulatif kematian denggi di seluruh negara pada tahun 2014 adalah 215 kematian berbanding dengan hanya 92 kematian yang dilaporkan bagi tempoh sama tahun 2013, iaitu peningkatan 134% (123 kematian). Ini merupakan angka bilangan kes dan kematian yang tertinggi yang pernah dicatatkan di Malaysia. Negeri Selangor mencatatkan kematian kes tertinggi iaitu 77 kematian diikuti oleh Johor 25 kematian, Perak dan WP Kuala Lumpur & Putrajaya masing-masing 21 kematian, Kelantan 17 kematian, Pulau Pinang 11 kematian, Negeri Sembilan 10 kematian, Kedah tujuh (7) kematian, masing-masing enam (6) kematian di Melaka, Sarawak, Pahang dan Sabah serta dua (2) kematian di Terengganu. Terdapat pelbagai faktor yang menyebabkan berlaku peningkatan kes denggi pada masa ini iaitu seperti berikut: 1. Faktor persekitaran yang tidak bersih dan menyumbang kepada tempat-tempat pembiakan Aedes seperti bekas polisterine, bekas plastik dan tayar terpakai. 1 2. Pergerakan manusia yang tidak terbatas dan lebih meluas terutamanya bagi pesakit yang telah dijangkiti virus denggi akan mudah menyebarkan virus ke tempat lain apabila pesakit melawat ke tempat baru. 3. Berlaku perubahan serotype denggi yang menjangkiti komuniti iaitu daripada DEN 2 kepada DEN 1 pada bulan Julai 2014 yang mana ini menyebabkan peningkatan kes serta kematian denggi. 4. Faktor cuaca contohnya hujan dan panas dimana bekas yang boleh menakung air akan menjadi tempat pembiakan Aedes, dan suhu mempengaruhi perkembangan nyamuk dan larva yang menyebabkan populasi Aedes meningkat seterusnya menyebarkan virus denggi.

The way individuals engage with social media in their everyday lives and what encourages them to communicate and participate provides continual challenges for social movement activists. My study uses Foth and Hearn’s (2007) notion of ecology as a foundation to explain the interdependencies of citizens, place, and technology in the context of a social movement. A communicative ecology model sees social media as an environment and argues that communication and information should not be studied alone because there are different people, media, activities, and relationships involved (Tacchi, 2004; Foth & Hearn, 2007; Strate, 2017).
