Upon approval of the rationalization plan of the office per EO 366, a twist of fate unfolded with the signing of the Philippine Statistical Act of 2013. This law merges NSO with National Statistical Coordination Board (NSCB), Bureau of Agricultural Statistics (BAS) and Bureau of Labor and Employment Statistics (BLES) to form a new and centralized statistical agency. Statistical Operations “Statistics Generation: A Continuing Process and Progress” Different processes are involved in data collection and processing, from training of concepts to provincial personnel and enumerators, conduct of data collection, manual and machine processing of census and survey forms, as shown above. These phases of generating statistics are vital in ensuring the consistency of data with standards, reliability, integrity and concept comparability at the local and international level. National Censuses Conducted Census of Agriculture and Fisheries The Census of Agriculture and Fisheries (CAF) aims to collect and compile basic information on the agricultural and fishery sectors in the country. The 2012 CAF is the sixth in a series of agriculture census and fifth in the fishery census since 1960. Complete listing of households was done during the census activity. Agricultural, aquacultural and fishing operators were also identified in the undertaking. A total of 1,156 statistical researchers was involved in listing of households and data collection in the entire region. The enumeration started on February 25 and was completed on April 12. Census of Philippine Business and Industry The 2012 Census of Philippine Business and Industry (CPBI) is the 15th in the series of economic censuses conducted in the Philippines. This aims to collect and generate information on the levels, structure, performance and trends of economic activities of the formal sector in the entire country. The reference period covers January to December 2012 for all data, with exception to employment which data gathered is as of November 2012. A total of 944 establishments and enterprises served as respondents for 2012 CPBI. The distribution and collection of questionnaires started in April 1 until August 31. The 2012 CAF questionnaires for establishments engaged in agriculture and fishing activities were added as rider for this census. Household Surveys Labor Force Survey The Labor Force Survey (LFS) is a quarterly statistical activity undertaken during the months of January, April, July and October. LFS is a nationwide household survey which gathers socio-economic and employment characteristics of the population 15 years and over. Enumeration period for each quarter round covers about 20 days. An average of 2,064 households were sampled as respondents of one LFS quarter round for 2013. The table below summarizes the quarterly and annual results of labor and employment estimates for the Cordillera region: Table 1. This covered data on expenditures and income of families from June to December 2012. Based on the samples in the first visit conducted in July 2012, 2,209 households in the region were again interviewed to complete the annual data. FIES is a survey of households on family income and expenditure, which include among others, levels of consumption by item of expenditure as well as sources of income in cash and in kind. Undertaken every three years, FIES provide information on the levels of living and disparities in income of Filipino families, as well as their spending patterns. Survey on Overseas Filipinos The Survey on Overseas Filipinos (SOF) gathers information on Filipino citizens who left for abroad during the last five years. The data gathered in the survey include the demographic and economic characteristics of OFWs and remittances sent to their families here in the Philippines. 2013 SOF was conducted as a rider activity with October 2013 LFS from October 8 to 31. A total of 2,130 households in the whole region were sampled for this survey. Annual Poverty Indicators Survey The Annual Poverty Indicators Survey (APIS) is a nationwide survey designed to provide information on the different non-income indicators related to poverty. The 2013 APIS is the 9th in a series since 1998. The survey gathers data on the socio-economic profile of families and other information related to their living conditions. This year’s round of APIS was conducted July 9 to 31 as rider project with July LFS with 1,638 sample households. National Demographic and Health Survey The 2013 National demographic and Health Survey (NDHS) is a tenth in a series of demographic surveys undertaken in the country at a five-year intervals since 1968. It is designed to provide information on fertility, family planning and health in the country. It involves interviewing all women who are 15 to 49 years of age in the sample households. The women were asked questions on the women’s background, the children they have given birth to, the knowledge and use of family planning methods, the health of their children, reproductive health. Four six-member teams covered 35 enumeration areas in the entire region: 2 teams for Baguio City-Benguet area, a team for Abra and Mountain Province and another one for Ifugao, Kalinga and Apayao. The teams, headed by selected female Statistical Coordination Officers as team leaders under the supervision of the Regional Office, were able to achieve 99.7 percent response rate out of the 782 sample households for the whole region. Enumeration started August 12 and lasted until September 25. Functional Literacy, Education and Mass Media Survey The 2013 Functional Literacy, Education and Mass Media Survey (FLEMMS) seeks to gather information on the basic and functional literacy status, and educational skills qualifications of the population and exposure to mass media. The survey aims to establish benchmark indicators on sports and physical lifestyles of Filipinos, participation in a community or national activity for the improvement of the society and environment, awareness of transportation security programs, and information about Filipino culture. The 2013 FLEMMS is conducted in line with the government’s thrust to promote education policies and programs aimed at eradicating illiteracy in the country. The enumeration period for this round of FLEMMS started November 25 and was completed on December 21 wherein 1,101 sample households were visited. This is the fifth national survey of this kind. The previous rounds were conducted in 1989, 1994, 2003, and 2008. Statistical Operations 3 Establishment Surveys Input-Output Survey of Philippine Business and Industry The 2012 Input-Output Survey of Philippine Business and Industry (IOSPBI) is the 7th of the Input-Output survey series conducted by the agency. The survey provides a basis for analysis of the inter-industry use of goods and services, its intermediate uses and the flow of goods and services up to final demand. Abra and Benguet were the only provinces with IOSPBI sample establishments, with a total of 115 respondents for CAR. The data collection period started September 19 using self-administered questionnaires. Quarterly Survey on Philippine Business and Industry Known also as QSPBI, this survey gathers data on the revenue/sales, employment and compensation of the identified industries in the country. In the region, there were 92 establishment serving as respondents for this survey in 2013. The data produced is mainly used as input for the quarterly estimates of the National Accounts computed by the National Statistical Coordination Board. Starting 2013, the revenue data particularly from the retail trade sector was also regularly provided to the Bangko Sentral ng Pilipinas for the monetary policy review. Monthly Integrated Survey of Selected Industries This survey on industries in the manufacturing sector disseminates industrial indices from data such as value of production, net sales and capacity utilization, which provides indicators used in monitoring the performance of growth- oriented industries in manufacturing. Respondents for this survey in the region are in Baguio City where an economic zone is situated.
