RESUME 89 North Hancock Street, Ringtown, PA | Environmental Phase I | ii 1.0 INTRODUCTION Alfred Benesch & Company is pleased to submit the Phase I Environmental Site Assessment (ESA) for the property at 89 North Hancock Street, Borough of Ringtown, Schuylkill County, Pennsylvania, herein referred to as “the project area”. The total acreage of the site consists of approximately 3.9 acres. The purpose of the Phase I ESA is to evaluate the property for the existence of any recognized environmental conditions and to identify and/or delineate evidence of any apparent or potential surface and/or subsurface contamination by means of a site background investigation and a visual inspection. The contents of the report are not intended for appraisal of the property or recommendations for remedial actions necessary to correct any environmental impacts. The Phase I ESA was prepared at the request of Borough of Ringtown and is intended solely for their exclusive use in determining the environmental integrity and/or risk associated with the ownership of the property. This report is not to be construed as an opinion as to the advisability or inadvisability to purchase, finance, or lease the property. 89 North Hancock Street, Ringtown, PA | Environmental Phase I | 1 2.0 SCOPE OF WORK The Phase I ESA for the project area consists of a record review, site reconnaissance, and interviews with current owners and local government officials to obtain information to identify recognized environmental conditions. The contents of the report are based on sound engineering and technical observations, evaluations and conclusions. The methodology presented herein is in accordance with the American Society of Testing Materials (ASTM) "Environmental Site Assessment for Commercial Real Estate, Latest Edition (ASTM E 1527-13 Latest Edition)". The Phase I ESA is intended to identify any obvious or suspected sources of contamination. However, it is not intended to identify levels and/or complexities of the contamination. 89 North Hancock Street, Ringtown, PA | Environmental Phase I | 2 3.0 LIMITATIONS Alfred Benesch & Company Company's inspection of the property included an automobile reconnaissance of the surrounding area and an onsite inspection of the project area. No impacting conditions were encountered during the ESA preparation which would limit the scope of work. 89 North Hancock Street, Ringtown, PA | Environmental Phase I | 3 4.0 ENVIRONMENTAL INFORMATION SURVEY 4.1 Current Land Use The property has been developed for use as an elementary school which consists of an approximate 27,000 square foot school building, playground area, baseball field and a parking lot. The property is currently owned by the Borough of Ringtown, PO Box 350, Ringtown, PA 17967. The location map is in Appendix A. A copy of the deed is included in Appendix B. A copy of the zoning map is in Appendix C. 4.2 Review of Previous Land Use As part of the Phase I ESA, Environmental Data Resources, Inc. (EDR) performed a Sanborn Map® Search. The search of the Sanborn Map® database found that this property is unmapped. The documentation showing the results are included in Appendix D. 4.3 Regulatory Data Base Search EDR, Inc. has performed an EDR-Radius Map with GeoCheck for the property. The search utilizes available environmental records and meets the requirements of ASTM, E 1527-13. The environmental records search results did not find the property listed in any of the databases searched by EDR. The EDR-Radius Map with Geocheck indicated that government records exist for the multiple sites within a mile radius of the project area. The results of the environmental records search are included in Appendix E. 4.4 Government Agency Records Review and Interviews 4.4.1 Agency Review On May 11, 2018, the Records Management Office at Pennsylvania’s Department of Environmental Protection Northeast Regional Office (PADEP NERO), Wilkes- Barre, Pennsylvania, was contacted to review of any applicable files for the project area. The project and immediate area were researched for case files in the following areas: • Air Quality • Environmental Clean Up (includes storage tanks and hazardous sites clean up area) • Waste Management • Water Management • Watershed Management • Water Supply Management 89 North Hancock Street, Ringtown, PA | Environmental Phase I | 4 On June 22, 2018, we conducted a file review. In March 1995, a fuel line leak occurred and heating oil spilled in the basement of the school building. Remediation and clean-up of the oil and contaminated soil occurred in May 1996. The project was closed out in May 1996. A copy of information obtained during the file review is included in Appendix F. 4.4.2. Interviews On June 19, 2018, we contacted Fire Chief Matt Swartz, of the Ringtown Valley Fire & Rescue Company in the Borough of Ringtown to discuss any
